A Collector Booster Sample Pack contains two cards, but the card slots and foil treatments depend on the Magic: The Gathering set. It is a small bonus included with certain Commander decks—not a full Collector Booster.
What is in a Collector Booster Sample Pack?
There is no universal card recipe. Wizards of the Coast specifies the eligible rarities, treatments, and foil possibilities for each release. Check the contents for the particular Commander deck or set rather than assuming every sample pack has the same cards.
How contents vary by set
Streets of New Capenna
Each sample pack has two cards: a Booster Fun rare or mythic rare that can also appear in Collector Boosters, excluding gilded cards, and a traditional foil golden age or skyscraper common or uncommon. The rare-or-mythic card is traditional foil in 20% of sample packs; that figure applies only to this slot in this set. Wizards also says most sample packs match the Commander deck’s language, but decks in Traditional Chinese, Italian, Portuguese, Russian, or Spanish have an English sample pack. The Brothers’ War
The two cards are a rare or mythic rare—which may be traditional foil, borderless, or extended art—and a traditional foil retro artifact or retro schematic uncommon. Wizards’ The Brothers’ War product overview

Magic: The Gathering—FINAL FANTASY
Wizards says each Commander deck includes one sample pack. Its collecting article states that 28 new-to-Magic rare Commander-deck cards can appear in these packs in both non-foil and traditional foil. That describes those cards, not a complete list of both card slots. Wizards’ FINAL FANTASY collecting article and Wizards’ FINAL FANTASY product overview
Are both cards foil?
Not necessarily. Foil rules differ by release and sometimes by card slot. For example, Streets of New Capenna guarantees a traditional foil common or uncommon, while its rare-or-mythic slot is traditional foil in 20% of sample packs. Other sets specify their own foil and non-foil possibilities, so one set’s odds should not be applied to another.

Which Commander decks include one?
The examples above are sample packs associated with their respective Commander decks. Wizards’ set pages identify the inclusion for the releases they describe; check the product overview for the specific deck you are considering, since the pack is not a standard inclusion in every Magic product.
