Enter the directions and numbers in sequence on the safe dial. The same combination is listed for Claire’s scenario; the cited guides do not give her a separate West Office code. GameSpot’s walkthrough and a Steam-hosted guide both report the combination, and the Steam guide identifies the hip pouch reward.

Where the code comes from
The clue is the in-game Internal Memo, a maintenance notice dated September 22, 1998. It explains that a heat-resistant three-number combination safe was moved from the S.T.A.R.S. Office on the second floor to the West Office on the first floor. The notice states: “The combo is Left 9, Right 15, Left 7.” The memo transcript attributes the notice to the R.P.D. Facility Maintenance Department. GameSpot places the memo in the S.T.A.R.S. Office.
Does Claire have a different West Office code?
No separate Claire-only combination is reported in the cited references. Use Left 9, Right 15, Left 7 for the West Office safe in Claire’s story.
