Defeating Miraak does not automatically grant a new perk or perk point. The practical perk reward is Black Book: Waking Dreams: while on Solstheim, you can spend one Dragon Soul to refund the perks in one skill tree and reassign those points.
What perk reward do you get for defeating Miraak?
After completing At the Summit of Apocrypha, use Black Book: Waking Dreams to clear the perks invested in a single skill tree. The perk points are returned for you to spend elsewhere, but the reset costs one Dragon Soul. This is an optional respec—not a free perk point awarded for killing Miraak. What else do you receive after the fight?
Miraak’s equipment
You can loot Miraak’s equipment from his body after the battle. This is separate from the Waking Dreams perk reset. Skyrim Wiki’s quest walkthrough
The story outcome

How to decide whether to reset a skill tree
Before using the book, identify the one tree you want to clear and consider whether the perks you will recover are worth one Dragon Soul. The points can then be reassigned, but this is not a whole-character reset: the interaction applies to one selected skill tree at a time. The quest walkthrough says the option can be used again on later visits.
Dragon Soul and fight caveats
A Dragon Soul is the reset cost. Bethesda Support notes that some dragons respawning at lairs do not yield a soul, so a lair encounter may not replenish what you spend. Bethesda Support: dragon lair souls

There is also a specific Miraak-fight bug: Bethesda says using the Aetherial Shield can make Miraak stop responding after an attempted soul absorption. Its advice is to reload a save from before using the shield and avoid using its power during the fight. This is a troubleshooting issue, not a condition of the perk reward.
