If you mean a children’s backyard sandbox, the practical rules are to keep pets out, rake out debris regularly, cover the box when it is not in use, and let wet sand dry before covering it. These are care recommendations—not a universal set of enforceable rules. For a named video game or digital platform called Sandbox, the rules depend on that product.
Everyday rules for a backyard sandbox
- Keep household pets out. The American Academy of Pediatrics (AAP) warns that animals may use the sand as a litter area.
- Cover the box when it is not in use. A cover helps limit contamination from animals and insects. If the sand is wet, let it dry thoroughly before covering it for the night.
- Rake the sand regularly. Remove debris, clumps and other foreign material.
- Check the frame. AAP advises against inexpensive railroad ties because they may splinter and may be saturated with creosote. It suggests nontoxic landscaping timbers or a non-wood container instead.

Are sandbox rules legally required?
Not as one universal rule for every backyard. The U.S. Consumer Product Safety Commission’s (CPSC) July 2025 Public Playground Safety Handbook presents playground guidance as recommendations rather than a mandatory federal rule. State or local authorities, insurers, risk managers or site policies may still require particular practices. Check the requirements that apply to your location, especially for a public playground, school or childcare site.
What sand should go in a sandbox?
Do not treat a particular brand or type of fill as officially certified on the basis of these sources. The AAP page says the CPSC has no standards or labeling requirements for the source or content of sand. That means you should not describe sandbox sand as “CPSC certified” based on this guidance.

Sandbox play sand is not playground fall surfacing
A ground-level sandbox with no elevated play surface does not need protective surfacing beneath it, according to the CPSC’s Outdoor Home Playground Safety Handbook. The handbook’s loose-fill depth recommendations address surfacing under elevated play equipment and depend on factors such as equipment height and surfacing type. They are not required depths for the sand inside a sandbox.
If you meant a video game or digital sandbox
“Sandbox” can also refer to a game mode or a named digital platform. Those rules are product-specific, not backyard care guidance. For example, The Sandbox publishes its own Rules & Eligibility for the Builders’ Challenge; check the relevant game’s or platform’s current official rules for the activity you mean.
