What happens when female V pursues Panam?
You can play through Panam’s story and spend substantial time with her, but the relationship does not become a full romance. Walkthroughs describe Panam’s romance eligibility in terms of V’s body type, not simply whether the player chooses flirtatious dialogue. PC Gamer’s romance guide and PowerPyx’s romance guide identify a male body type as the requirement for Panam’s route.

“Female V” is common player shorthand, but the cited guides specify body type. The evidence here does not establish how voice selection or other character settings affect this eligibility check, so the precise answer is about body type.
Which Panam quests can female V play?
Panam’s story is not locked out. IGN’s Update 2.1 walkthrough follows her from the main-story quests into her side-quest arc:

These quests let V take part in Panam’s story regardless of whether the romance is available. Some choices matter for an eligible romance route, but choosing the same dialogue or completing every mission does not bypass the body-type restriction.
Do apartment hangouts let you start the romance?
No. CD Projekt Red’s Update 2.1 notes, published December 4, 2023, say: “Hangouts are a repeatable, unlimited event that become available once the romance path with a given character has concluded.” Hangouts are repeat visits for a romance that has already been completed, not a separate way to begin Panam’s romance. The update notes identify PC, PlayStation 5, and Xbox Series X|S.
