Dynamic 4K does not mean the game is confirmed to render at native 4K at all times. Likewise, “targeting 60fps” describes an aim, not a guarantee that the frame rate remains fixed at 60 fps in every scene.
Does Ghost of Tsushima run at 4K and 60 fps on PS5?
Sucker Punch announced that the PS5 Director’s Cut would have “4K resolution options” and frame rates “targeting 60 FPS.” The current US PlayStation Store listing describes the presentation as dynamic 4K targeting 60 fps. Do you need a 4K TV for the 4K presentation?
Yes. The PlayStation Store listing and Sucker Punch’s announcement say a compatible 4K TV or display is required for the 4K presentation. If your screen is not 4K-capable, the official material does not specify the exact output resolution you will see. PlayStation Store listing

They establish the dynamic 4K description, a 60 fps target, and the compatible-display requirement.
