The Enclave is a remnant of the pre-war American government in the Fallout universe. Bethesda calls it “a shadowy remnant of the Pre-War American government” and identifies Fallout 2 as the first game in which players encounter the faction. Later games revisit Enclave-linked people, sites, and stories, but each appearance belongs to its own game and setting.
Who are the Enclave?
The Enclave is a faction rooted in the United States government that existed before the Great War of 2077. Bethesda’s official Fallout timeline uses the phrase “a shadowy remnant of the Pre-War American government known as The Enclave.” That is a useful high-level definition: it establishes the group’s origin without suggesting every later Enclave-linked group is one unchanged organization.
The faction is part of the series’ post-apocalyptic political and military landscape. The sources cited here establish its government-remnant identity and appearances, but do not provide a complete account of its motives or internal evolution across all games.
Which Fallout game introduces the Enclave?
The Enclave first appears as a major threat in Fallout 2, set in 2241. Bethesda’s timeline says the game’s protagonist encounters the faction there. For a player who wants the most direct introduction to the Enclave, Fallout 2 is the relevant starting point.

How does the Enclave fit into the series timeline?
The games jump across different years and settings, so an Enclave reference in one title should be understood in that title’s context. Bethesda dates the mainline settings as follows:

The dates and game-specific references come from Bethesda’s series timeline and its Fallout 76 expansions guide. The timeline helps orient the appearances, but the dates alone do not establish a continuous institutional history for the faction.

What does Fallout 76 show about the Enclave?
Fallout 76 is set much earlier than the later mainline games: its story begins 25 years after the 2077 Great War. One concrete Enclave-linked location is The Gleaming Depths, which Bethesda describes as an abandoned Enclave research lab and the site of Fallout 76’s first raid. The location shows that Enclave infrastructure matters to the game, without proving that the faction functions as a single, unchanged organization across every era.
Is The MODUS Files official Fallout canon?
No. Bethesda’s community spotlight presents The MODUS Files as a fan-created story set against Fallout 76 locations, events, and lore. Its original characters and plot are community fiction, not evidence of an official game chapter.

How to read Enclave appearances across Fallout games
For a spoiler-light understanding, keep four questions separate when comparing appearances:
- Which game and year? The series spans different periods, and Fallout 76 is set well before Fallout 2 and the later numbered games.
- Which group or site? A reference to a surviving group, facility, or piece of infrastructure does not automatically describe every Enclave presence.
- What role does it play in that plot? Bethesda’s broad timeline does not supply the full story of each game’s Enclave-related events.
- Is the material official or community-created? Bethesda’s community feature labels The MODUS Files as fan-created, so its story should not be treated as game canon.
For the clearest first major encounter, begin with Fallout 2; use the individual game’s story for details beyond the broad definition and chronology.
