What does “noob” mean?
Oxford defines a noob as someone taking part in an activity—usually an online video game—who lacks relevant knowledge and performs badly. Cambridge emphasizes someone who has just started something, especially playing a computer game or using software, and therefore does not know much about it. In everyday use, the word broadly means a beginner or inexperienced person, often in a gaming or technical setting.
For example, a player might call someone a noob because they are unfamiliar with a game’s controls or strategies. The term describes inexperience, but it can also carry a judgment about how well the person is doing.
Is “noob” an insult?
It can be. Dictionary.com labels the term “Usually Disparaging,” and Oxford’s definition connects it with lacking knowledge and performing badly. But it is not invariably an insult: friends may use it teasingly, and a person may use it about themselves. The relationship between speakers, the situation, and the way it is said all affect its tone.

What does “noob question” mean?
A “noob question” is a question someone frames as coming from a beginner. Oxford’s example is: “Sorry if this is a noob question.” A person using the phrase about their own question may be signaling that they are new to the topic or unsure whether the answer is obvious. Depending on the audience, the wording can sound casual or self-deprecating.
