A resurgence is a return accompanied by renewed growth or activity, often after something has stopped or declined. A resurgence of interest, for example, means interest has returned and is increasing.
What does “resurgence” mean?
Oxford defines resurgence as “the return and growth of an activity that had stopped.” The word can describe interest, demand, popularity, activity, or a trend; it is not limited to one subject area. Oxford Advanced Learner’s Dictionary and Cambridge Dictionary illustrate these everyday uses.
The key idea is more than simply appearing again: something returns with renewed growth or activity. For instance, “a resurgence of interest in the artist’s work” describes interest that has come back and grown.

Cambridge gives patterns such as “a resurgence in demand/popularity/interest.” The choice between of and in depends on the phrasing; both can introduce what is returning or increasing.
How is “resurgence” different from “revival” or “upsurge”?
Revival, upsurge, and upturn are related alternatives, but they are not interchangeable in every sentence. Resurgence emphasizes a return together with renewed growth or activity. Choose a synonym that fits the particular context rather than treating the words as exact equivalents. Cambridge Dictionary lists these related terms.

This technical usage is distinct from the everyday meaning of a comeback or renewed activity. Read the paper on arXiv.
