In the original The Elder Scrolls IV: Oblivion, the best armor rating to aim for is 85% absorption. That is the documented default maximum: once your combined Armor Rating reaches it, more rating does not increase the damage armor absorbs. This answer is for the original game; the available sources do not establish whether the same cap applies to Oblivion Remastered.
What does Armor Rating mean in Oblivion?
Bethesda’s official PC manual defines Armor Rating as the percentage of damage your armor absorbs. Each worn armor piece contributes to your overall protection, but the displayed rating is affected by the armor type, your skill with that type, and the equipment’s condition.
The Oblivion Construction Set reference documents a default maximum armor rating of 85%. In practical terms, armor absorption cannot exceed that ceiling under the default setting.
How do you reach the armor cap?
Build toward 85% using the armor and effects available to your character. The sources establish the factors that affect protection, but do not provide verified comparative ratings for specific armor sets, so there is no single set the evidence supports as best for every character.

- Keep armor in good condition. Protection falls as armor condition declines.
- Use Shield effects where useful. Bethesda’s manual spell descriptions state that Shield adds its magnitude to Armor Rating.
Does armor rating go above 85?
Your displayed or calculated rating may be raised beyond the point where the cap is reached, but the extra rating does not increase armor absorption under the default 85% maximum. The Construction Set reference distinguishes the maximum absorption setting, fMaxArmorRating, from fArmorRatingMax, a separate multiplier used in armor-skill scaling. The latter’s documented default is 1.0000; it is not the armor cap.
How do armor skill and condition affect protection?
Armor type and its matching skill affect how much protection the equipment provides, while condition affects how much of that protection remains. Damaged armor protects less, so maintaining equipment can matter as much as acquiring a different piece. The manual says repair hammers can repair armor and weapons; success depends on Armorer skill, and only a Journeyman Armorer or higher can repair magic items.

Do Shield spells count toward the 85% cap?
Shield effects add to Armor Rating, so they can help you reach the armor absorption ceiling. Elemental Shield spells also reduce damage from their named element: Fire Shield, Lightning Shield, and Frost Shield each provide their corresponding elemental protection. Treat this elemental reduction as a distinct effect rather than assuming the armor cap describes all protection from elemental damage.
