What Is the Average Power Level of a Precon? The 2026 Answer

Wizards no longer ties Core (Bracket 2) to precons. Here is the history of the old shorthand, what the current brackets describe, and how to judge a specific Commander precon.

There is no current official average power level for Magic: The Gathering Commander preconstructed decks, often called precons. For a while, Wizards of the Coast used an average precon as a reference point for the Core (Bracket 2) level, but it removed that link in late 2025 because precons vary too much to share one rating. The useful question at the table is no longer “what is the average precon?” but “what does this specific deck do, and does the table agree it fits the game we want?”

Where the old “Bracket 2” shorthand came from

When Wizards introduced the optional Commander bracket system, it gave players a simple starting point. In its April 22, 2025 update, the company wrote: “The easiest reference point is that the average current preconstructed deck is at a Core (Bracket 2) level.” That sentence is why many players still say a precon is “a Bracket 2 deck” or treat a precon as the baseline for Core play.

Read it as a rule of thumb from one update, not a measurement. Wizards did not publish a calculation, sample size or method behind it, and the sentence described the lineup as it stood at that time.

How Wizards changed the guidance

The benchmark has been revised twice since then. The table below lists the statements that matter for the current answer.

Date Source What it establishes
April 22, 2025 Wizards’ bracket update Average current precon treated as a Core (Bracket 2) reference point.
October 2025 Wizards’ bracket guidance update Precons have a range of power levels. Wizards removed the connection between Core and precons, citing differences between product types and between decks from different years.
February 2026 Wizards’ bracket guidance Reaffirmed that Core should not be tied to precons. Brackets are described as a way to guide pregame conversations, and groups may agree to play across bracket boundaries.
September 18, 2026 Wizards’ Foundations Commander announcement Describes Foundations Commander decks as ready-to-play products. Wizards lists Amazon among the retailers.

The practical consequence is simple. A 2025 Core-era shorthand cannot tell you where a 2026 deck sits, because the company itself no longer makes that claim.

What the five brackets describe

The current official Commander format overview lists five optional brackets:

Rank #2
Magic: The Gathering Foundations Commander Deck - Reign of Dragons | 100-Card Deck + Accessories
  • WELCOME TO THE MULTIVERSE—The perfect way to start playing Commander with your friends. Bring this 100-card deck to the table and square off against up to three other combatants!
  • THRILLING MULTIPLAYER BATTLES—Battle your friends with powerful creatures and spectacular spells in Commander, Magic’s most popular multiplayer format
  • RULE FROM YOUR THRONE OF TREASURE—Your reign over the table begins with Lathliss, who creates a dragon when a non-token dragon enters. Use treasure tokens and cost-reduction effects to send out your fiercest dragons early and drown the world in fire!
  • FOIL LEGENDARY CARD—Every Foundations Commander Deck includes 1 Mythic Rare Legendary Creature card with a shiny Traditional Foil treatment to command your deck in style
  • CONTENTS—1 ready-to-play Reign of Dragons Foundations MTG Commander Deck (100 cards), 1 deck box, 10 double-sided token cards, 1 strategy guide, 1 reference card
  • Bracket 1: Exhibition
  • Bracket 2: Core
  • Bracket 3: Upgraded
  • Bracket 4: Optimized
  • Bracket 5: cEDH

These labels classify the game experience a group intends to have. They are not a numeric score assigned automatically to a product, and they do not convert to a 1–10 scale. The format overview also describes a Commander deck as 99 cards plus one commander card, which is the unit you should compare when you look at a precon.

What is not established

Official Wizards material reviewed for this answer does not publish a numeric average for all precons, a sample-wide rating, or a measured win-rate comparison between precons. No controlled testing of precon strength was found in those sources. Any article that gives a precon an exact average score, or says Wizards rates precons on a 1–10 scale, is going beyond the official record.

  • CONTENTS—1 ready-to-play Calling All Angels Foundations MTG Commander Deck (100 cards), 1 deck box, 10 double-sided token cards, 1 strategy guide, 1 reference card

Community testing and personal experience can be useful, but they are not the same as an official rating, and they vary with the playgroup, the commander and the house rules in use.

How to judge a specific precon

Instead of a number, use four questions. Answer them from the actual decklist, which is published by Wizards for each product, rather than from memory or a summary.

  1. Does the deck’s plan show up in the cards? Check whether the commander, key spells and land base all push one strategy. A deck with a clear plan and little filler will feel different from one built around a loose pile of good cards.
  2. How consistently does it develop? Count the cards that generate mana, draw cards or set up the win condition. A deck that needs a specific card to function will be less reliable than one with several redundant routes.
  3. How quickly can it present a credible win? Estimate how many turns the deck usually needs to threaten a win in your group’s usual pace. This varies with the table, so talk it through instead of relying on a single guess.
  4. How much interaction can it use or withstand? Look at removal, counterspells, blockers and protection. A deck with little interaction can still be fun, but it should be matched with players who expect that style.

These are editorial prompts for comparing decks, not measurements from any published test. If you want to compare two named precons, put their official decklists side by side and answer the same four questions for each.

What to tell the table

If someone asks what bracket your precon is, a short and accurate answer is: “People used to treat an average precon as Bracket 2, but Wizards no longer ties Core to precons because individual decks vary. Here is what my deck does, and here is the speed I expect it to play at.” That keeps the history in context, avoids repeating outdated guidance as current policy, and gives the group something concrete to agree on.

Because the brackets are optional, the useful conversation is about expectations. If one player’s deck is much faster or more interactive than the others, decide before the first game whether to adjust, swap cards or play across the difference.

About the product example

Foundations Commander decks are the most recent example of the category discussed here. Wizards describes them as ready-to-play decks and lists Amazon among the retailers that carry them. Availability and retailer lists change, so check the current listing before buying. A product listing does not establish a power level, so use the decklist and the four questions above to judge the deck itself.

Two or more precons from different years, or different product types, can differ in power even when they carry the same label. That is the reason Wizards gave for dropping the old shorthand.
