The right choice depends on your platform: offline modes can differ between a console and PC version of the same game.
Which Call of Duty games can you play offline?

These are evidence-backed examples, not a complete ranking of every Call of Duty release, edition, and platform. Check the exact version before buying if offline access is essential.
Why Black Ops III is the best all-around offline pick
Play the campaign alone or with a buddy
Activision says Black Ops III’s Campaign can be played solo or with a buddy offline. That makes it a fit for both a single-player campaign and cooperative play without relying on online matchmaking.
Play Zombies solo, but check which maps your edition includes
Activision describes Black Ops III Zombies as playable alone. In an article published in the context of Black Ops 4’s 2017 launch, it listed 15 playable Zombies maps, with two included in the base game at that time. That is a historical description, not a guarantee about the maps included in a current edition; check the specific release and any DLC you need.

Local Multiplayer depends on console generation
Activision Support’s Black Ops III Multiplayer FAQ, dated November 21, 2019, documents local split-screen Multiplayer for up to four players on Xbox One and PS4. It says the Xbox 360 and PS3 versions do not support split-screen. The four-player figure applies to local Multiplayer as described in that FAQ; it should not be assumed for Campaign or Zombies.
When Infinite Warfare is the better choice
If you want multiple modes offline on a console, Activision’s Infinite Warfare Zombies FAQ says Xbox One and PS4 users can access Campaign, Multiplayer, and Zombies offline. On PC, only Campaign is available offline according to that FAQ. Activision also says local-mode progression does not carry over to online progression, so do not assume that offline progress will advance your online profile.

Games that are poor fits for offline play
Black Ops 4 has no conventional offline campaign
An Activision Blizzard filing says Black Ops 4 did not include an offline campaign. It describes the three main modes as designed for online play, with character tutorials accounting for most of the limited offline content. If a traditional solo campaign is your main reason for choosing a Call of Duty, look elsewhere.
Black Ops 7 requires an internet connection
Activision Support’s Black Ops 7 editions page states: “This means you’ll need a continuous internet connection to play any game mode, including Campaign.” Activision attributes the requirement to texture streaming across game modes. The page lists split-screen for Xbox Series X|S and PS5, but local split-screen does not make the game playable offline.

What about Black Ops II and Black Ops 6?
Black Ops II: the evidence here is for Wii U
The official Black Ops II Wii U manual describes Multiplayer as playable online and locally, and Zombies as playable alone, cooperatively, or competitively. This establishes what the manual says about the Wii U version; it does not establish that PC, Xbox, or PlayStation editions behave the same way offline.
Black Ops 6: its mode list does not establish offline access
Activision’s Black Ops 6 page identifies Campaign, Multiplayer, and round-based Zombies and gives an October 25, 2024 release date. It does not specify which modes work offline, so the mode list alone is not enough to recommend it for offline play.

Local play is not the same as offline play
Local describes playing on the same console, such as split-screen. Offline means playing without an internet connection. A local feature does not, by itself, prove that a mode works offline; check the game’s platform-specific requirements. Also distinguish offline mode availability from progression: in Infinite Warfare, Activision says progress earned in local modes does not carry over to online progression.

- Choose the exact platform first. Confirm whether you are buying the Xbox One, PS4, PC, Xbox 360, PS3, or another version. Features can differ across platforms and generations.

- Confirm the current offline requirement. If you need to play with no internet at all, verify the exact edition’s requirements and any necessary installation or updates before relying on it. The cited publisher pages do not establish every current platform’s download, patch, or offline behavior.
