Modest is the best general choice for a Bulbasaur built around special attacks: it raises Special Attack and lowers Attack, a good trade when the set relies on special moves. Choose Timid instead when gaining Speed matters more for your specific build or matchup. Neither choice is best for every game, move set, or battle format.
Why Modest is the general recommendation
A Nature affects stat growth: most raise one stat while lowering another, while some have no effect. Pokémon’s Brilliant Diamond and Shining Pearl Trainers Guide uses Modest as an example of a useful Nature for a Pokémon with a move list full of special attacks, because it boosts Special Attack at the expense of Attack.
That tradeoff suits a special-attack-focused Bulbasaur. Serebii’s Scarlet and Violet Bulbasaur profile lists base Special Attack at 65 and base Attack at 49. Those figures support the special-attacker rationale, but do not make Modest the right pick for every role.
When to choose Timid instead
Timid is the speed-oriented alternative when your particular set or matchup values Speed more than the extra special damage Modest provides. The available information does not establish a specific competitive set or Speed benchmark for Bulbasaur, so treat Timid as a conditional choice rather than a universal upgrade.

What changes the answer
The title does not specify a game, battle format, or intended role. Pokémon Support’s guidance on choosing a strong Pokémon says that the answer depends on how you train it and the challenge you face. For a general special-move build, Modest is the clearest default; choose around your actual role and matchup when those are known.
