The Locket is the strongest armor available on the Genocide route, with +99 DF. You find it in Asgore’s Home near the route’s end, so it is a late-game choice—not armor for earlier fights. For Sans, its defense is not the deciding advantage: the Undertale Wiki says his attacks deal one damage regardless of armor.
Armor options on the Genocide route
Defense alone does not tell the whole story. The route you are playing determines which armor you can obtain, and the point at which you find it determines which encounters it can help with.

Why The Locket does not help with earlier bosses
The Locket is located in Asgore’s Home, close to the route’s end. That timing means it cannot protect you through the earlier Genocide encounters. If you are preparing for an earlier boss, you will need to use armor available before reaching the Home; the listed route-specific sources do not identify another earlier armor choice with comparable defense.
What to equip against Sans
The Locket is the route’s highest-defense armor and is available for the final Sans encounter. However, its +99 DF does not reduce Sans’s attacks: the Undertale Wiki states that his attacks deal one damage regardless of armor. So choose The Locket for its place in your available equipment, not because its defense neutralizes Sans. The same source says the Heart Locket is the counterpart used outside the Genocide route. Why Temmie Armor is not an alternative
Temmie Armor has a lower defense value than The Locket but adds healing, extra invulnerability, and attack power. Those effects would make it a noteworthy comparison if it were available; on the Genocide route, the shop’s altered menu removes the college-payment route needed to obtain it.
