When to choose the Killer7 instead

It becomes available later, in Chapter 13 according to GameWith, so it cannot fill the same earlier-campaign role. For a player who values handling and does not plan to unlock the Butterfly’s exclusive, it is a reasonable alternative rather than a downgrade by default.
What it takes to get the Handcannon
GameWith lists two ways to obtain the Handcannon: complete a new Professional game without bonus weapons, or earn S rank or higher on every Mercenaries stage. Because both routes involve challenge completion, the Handcannon is best considered a reward for players willing to pursue an unlock—not the default answer for an ordinary first playthrough.

Capcom’s Resident Evil 4 Official Web Manual explains that weapons can be upgraded or repaired through the Merchant. Weapon specs can be upgraded through five levels; Capcom states, “Maxing out all of a weapon’s upgrades will unlock an exclusive upgrade unique to that weapon.” The manual also says an Exclusive Upgrade Ticket can unlock an exclusive upgrade regardless of weapon level.
That system means a comparison should distinguish a weapon’s ordinary performance from its performance after an exclusive upgrade. The Broken Butterfly’s 1.5× power figure is specifically tied to its exclusive; it should not be treated as its baseline power. Your preferred weapon therefore depends partly on how much you are willing to invest in upgrades.
