Mutfruit is the best crop for maximizing settlement food per plant: each plant contributes 1 food, compared with 0.5 for most other growable crops. But the best farm depends on what you need: corn, mutfruit, and tato support adhesive crafting, while melons have a separate food-and-water benefit for players in Survival mode.
How settlement food production works
Crop yield and farmer capacity determine the food score shown for a settlement. According to the Fallout Wiki’s settlement reference, one settler assigned to food resources can handle up to 6 food units. A settler therefore has enough capacity for six mutfruit plants or twelve plants yielding 0.5 food each.

Planting alone is not enough: crops do not count toward the settlement’s food score until a settler is assigned to food resources. Once assigned, the settler’s capacity—not simply the number of plants—limits how much food the settlement can count.
The settlement food score is also not a measure of how much produce is sitting in your inventory. The reference states that food nodes generate the same score whether or not you harvest them; the player character harvests crops directly.

Pick crops for the job you need done
For the most food in limited planting space
Choose mutfruit, then assign enough settlers to cover the food units those plants provide. A farmer’s capacity tops out at 6 food units, so planting beyond the capacity of assigned settlers will not raise the displayed food score by the same amount.

For adhesive crafting
Grow corn, mutfruit, and tato to make vegetable starch, which can be broken down into adhesive. Vegetable starch also requires purified water, so retain some rather than using all of it elsewhere. A mixed plot is more useful for this crafting recipe than an all-mutfruit farm, even though mutfruit has the higher food yield per plant. The Fallout Wiki’s vegetable starch reference describes the ingredients and adhesive use.
There is a practical catch with tato: settlers consume it before other crops, according to the settlement reference. If you need tatos for crafting, periodically harvest and store the surplus yourself.

For Survival-mode food and hydration
Melons can serve the player as a consumable that provides both food and water in Survival mode. That personal-use benefit does not make a melon plant more productive for the settlement food score: its listed crop yield is 0.5 per plant, versus 1 for mutfruit. Choose melons when their carried-consumable utility matters, not to maximize food per plot. See the Fallout Wiki’s Survival mode reference.
For a simple general-purpose farm
If you are not optimizing for planting space or a specific recipe, choose crops that suit the site and your needs, then assign a farmer. Corn, tato, and several other crops share the same 0.5 food yield, so equal numbers of planted crops produce equal food scores when they are covered by sufficient assignment capacity.

Use supply lines to support settlements with less growing space
A productive settlement can support linked settlements with surplus crops through supply lines, making a central farm useful when other sites have limited arable space. Attacks can damage crops and disable local food nodes while they are being repaired, so a linked source can help bridge that gap. The settlement reference describes both supply-line sharing and crop damage.
