The maximum character level in Path of Exile 2 is 100. Reaching that cap does not automatically complete every part of a character’s progression or determine how strong a build is.
What does level 100 mean?
Level 100 is the ceiling for character level: characters start at level 1 and can progress up to level 100, according to the Path of Exile 2 Wiki’s Level reference. A separate Game8 guide reports the same cap.
That figure answers the level-cap question, but it does not mean every progression system is maxed out. Character level is distinct from passive-skill choices, equipment, active skills, and support-gem setup. Those elements also contribute to a build’s effectiveness.
Does reaching the cap mean your build is finished?
No. Level is one part of character progression, not a complete measure of build strength. Equipment and the way you configure passive skills, active skills, and support gems all matter too; the level number alone cannot tell you whether a character’s setup is optimized.

Could the level cap change?
Path of Exile 2 is an Early Access game, so its rules may change as it is updated. The official Epic Games FAQ describes the Early Access model; older plans mentioned there should not be treated as a current roadmap. The level-100 cap is the figure reported by the cited level reference and guide, rather than a guarantee that future updates will preserve it.
