Against a level 73 raid boss in TBC, dual-wield white auto-attacks need 28% total hit to remove their ordinary miss chance. Special attacks such as Sinister Strike use a separate 9% threshold against that boss; they do not take the extra dual-wield auto-attack penalty. The right answer therefore depends on both your target and the attack type.

“White” means ordinary weapon auto-attacks; “special” or “yellow” means abilities such as Sinister Strike. Dual wield adds a miss penalty to auto-attacks, not to special attacks. Wowhead’s TBC Dual Wield spell reference says the penalty does not apply to special attack powers that cost rage, energy, or mana.
What the 28% cap means
The 28% figure is the total hit chance needed to eliminate ordinary misses on dual-wield auto-attacks against a level 73 raid boss. It is not a universal gearing target for every dual-wield character, nor does reaching it mean every possible source of attack failure disappears. The 9% special-attack threshold is often called the “soft cap”: at that point, special attacks no longer miss ordinarily against the boss, while white swings can still benefit from additional hit.
Convert the threshold to hit rating
At level 70, approximately 15.8 hit rating provides 1% hit. Using that rounded conversion, 9% is about 142 hit rating and 28% is about 442 hit rating if all hit came from rating. These are arithmetic conversions, not separately published in-game values. Account for hit from talents and other bonuses
The caps describe total hit, not hit rating that must come from equipment. A Rogue guide identifies Precision, Improved Faerie Fire, and Draenei Heroic Presence as possible contributors. Which bonuses apply depends on your class, talents, group composition, and ruleset. Subtract applicable hit bonuses from the threshold before deciding how much hit rating to seek on gear; do not assume that every character has access to each source.
Which threshold should you use?
- For special-attack miss reduction against a level 73 boss: use 9% total hit as the threshold.
- For dual-wield white-swing miss reduction against a level 73 boss: use 28% total hit.
- For dual-wield white-swing miss reduction against a level 70 target: the cited guide gives 24%.
These are miss-removal thresholds, not a universal damage-optimal gearing prescription. The cited sources do not establish a single best hit target beyond the special-attack threshold for every class and build. How valuable further hit is depends on the character and its other stats.

How strong is the evidence?
The 28% and 9% boss thresholds are reported by specialist TBC guides, and the Wowhead TBC spell reference supports the distinction between auto-attacks and specials. The available sources do not provide a primary Blizzard mechanics document for these exact formulas, so treat the figures as conventional TBC Classic PvE values for the specified target and attack types, not as a claim about every ruleset or version.
