That is not a universal limit for everyone physically present on a lot: visitors and outing groups are controlled separately, and mods can raise some of those caps.
Household members: eight in an ordinary unmodded household
If you mean Sims who live together as one household, eight is the usual unmodded limit. That figure is different from the number of guests who can visit a lot. Community discussions describe household-limit mods and edits to userstartup.cheat as ways to move more Sims in, but the available sources do not establish one maximum that applies to every modded setup. For example, a 2011 Mod The Sims discussion points to BoilingOil’s Unlimited Sims mod and describes configuration edits; check the particular mod’s compatibility notes before using it.
Visitors: raise the lot’s visitor limit separately
The community-documented cheat intProp maxNumOfVisitingSims [number] changes how many visiting Sims are allowed on a lot. It does not add those visitors to your household. The Mod The Sims Bigger Groups page says the command can allow more visitors and may be added to userstartup.cheat.
To open the cheat bar in the PC version, press Ctrl+Shift+C, as described in EA’s Legacy Collection PC controls guide. That guide does not document the visitor-limit command or specify a lot-occupancy maximum, so the command and its behavior are based on community documentation, not EA’s guide.

Outing groups: a separate cap, with a mod option
Outing groups, introduced with The Sims 2: Nightlife and managed by phone, have their own size limit. Mod The Sims reports that unmodded groups can contain 4, 6, or 8 Sims depending on game settings. Its Bigger Groups mod raises group size to as many as 30 Sims; this is the mod’s stated capacity, not a native game limit.
The mod page also notes that the visitor limit may need to be raised for all group members to appear. It warns that removing the mod while groups larger than eight remain in a neighborhood can cause errors. Follow the creator’s installation and removal guidance before changing or uninstalling it.
