Why the listed value may not be what you receive

Fencing items is a separate route
Players who want to sell through a fence must first join the Thieves Guild, according to Bethesda Support. This is a separate selling path; it does not change the distinction between an item’s base value and the money received.
Does the answer change in Remastered or with mods?
