Did Arrowhead announce a release hour or timezone?
No. The announcement gives the date but names neither a launch hour nor a timezone. It therefore does not establish the exact time players gained access in any region or on any platform. A specific time inferred from other Helldivers 2 updates would not be confirmed for this Warbond.
What was included in Viper Commandos?

Its featured weapons included the AR-23A Liberator Carbine, a shortened Liberator variant with faster handling and higher recoil, and the SG-22 Bushwhacker, a triple-barrel secondary shotgun with two firing modes.
