Where Should You Place Cities in Civilization VI?

Compare water, yields, resources, defense, and district opportunities to choose a strong Civilization VI city site. Use the Settler Lens as a guide, not a rule.

Choose a city site by weighing fresh water and Housing against Food, Production, resources, defense, and the district locations the surrounding terrain can support. The Settler Lens helps identify promising spots, but it is a guide—not a substitute for judging the map or your civilization’s abilities.

What makes a strong city site?

A good location gives the city useful yields and room to grow while supporting the plans you have for it. The Civilization VI Civilopedia recommends settling where there is plenty of Food and Production and access to Strategic, Luxury, and Bonus resources. Those factors work together: a resource-rich location may still be awkward if nearby tiles cannot support growth or your intended districts.

Compare the city-center tile and the surrounding tiles you expect to work. Consider the resources available now and later, and whether the site leaves useful options for districts. There is no universally best terrain type or fixed spacing rule; the right choice depends on the actual map and the cities available to you.

How much should fresh water matter?

Fresh water is an important Housing consideration, but it is not the only measure of a site’s value. The Settler Lens can show water availability as you assess potential locations. If a city lacks fresh water, an Aqueduct can connect it to a River, Lake, Oasis, or Mountain. If the city already has fresh water, an Aqueduct provides +2 Housing, according to the Civilopedia’s Aqueduct entry.

Use water as one comparison point alongside yields, resources, defense, and district options rather than rejecting every dry site automatically.

How can hills and surrounding terrain affect the choice?

Cities founded on Hills receive a defensive bonus and are harder to capture, according to the Civilopedia. That can make a hill site attractive when security matters, but the bonus does not automatically outweigh weaker yields or a less useful surrounding area.

District adjacency

Terrain around a city can improve district yields through adjacency. The official manual gives examples including Mountains next to Campuses and Holy Sites, Rainforests next to Campuses, and Rivers or Harbors next to Commercial Hubs. Check whether the terrain and available district tiles support the districts you expect to build; an attractive adjacency is useful only if it fits your plans.

How should I compare two candidate tiles?

When choosing between nearby settlement options, assess each site across the same factors instead of relying on one feature:

  1. Water and Housing: Note fresh-water access and whether an Aqueduct could help.
  2. Food and Production: Compare the city-center tile and nearby workable tiles.
  3. Resources: Check for relevant Bonus, Luxury, and Strategic resources, including when they become useful.
  4. Defense: Consider whether settling on a Hill provides a worthwhile defensive advantage.
  5. District potential: Look for useful adjacency and suitable tiles for districts you expect to build.
  6. Civilization abilities: Adjust the usual priorities for bonuses or exceptions specific to your civilization.

The sources identify these as decision factors but do not prescribe universal weights. Give the greatest weight to what your current map and strategy need.

How should I use the Settler Lens?

Use the Settler Lens to spot recommended locations and see water availability, then inspect the surrounding tiles yourself. Treat its recommendations as a starting point: compare the yields, resources, defensive terrain, and district opportunities at each plausible site before settling.

Which civilization abilities change the usual advice?

Check your civilization’s ability before applying a general rule about water or Housing. For example, the official Maya description says that settling adjacent to Fresh Water and Coast does not provide the Maya with extra Housing. That exception changes the usual value of those locations for Maya, so compare them on their other merits as well.
