First visit Stern’s Shipyard and speak to Dock; the museum meeting is interrupted by Team Aqua grunts, so expect a battle.
Find Stern during the Devon Goods delivery
- Go to Stern’s Shipyard in Slateport City. Speak to Dock there; he directs you to the Oceanic Museum.
- Enter the Oceanic Museum and go upstairs. Captain Stern is on the second floor for the delivery encounter.
- Complete the encounter. Team Aqua grunts interrupt the exchange, triggering a battle.
If Stern is missing from the museum, check that you have spoken to Dock and advanced this story event. These steps are for Pokémon Emerald, as described by the Pokémon Emerald walkthrough.

Where to find Stern later in Emerald
Submarine story event
Later in the story, look for Captain Stern at Slateport Harbor during the submarine event. The GameFAQs Pokémon Emerald walkthrough also directs you back to Stern at the harbor after you find the Scanner on the Abandoned Ship.
Scanner side quest
Bring the Scanner to Stern at Slateport Harbor. The Emerald walkthrough says he offers a choice between a Deep Sea Tooth and a Deep Sea Scale.
