The fix depends on where the lock appears: having enough money does not necessarily meet a gunsmith listing’s unlock condition, and a rule Rockstar documents for replaying missions should not be assumed to apply to every first-time mission.
Locked in a gunsmith shop: money may not be enough
If a weapon is marked locked on a gunsmith’s menu, story progression is a likely reason it is unavailable even if you can afford it. The available evidence does not establish a complete official weapon-by-weapon unlock list, so the exact condition depends on the gun. Identify its name before looking for a particular chapter or mission; guessing an unlock point can send you to the wrong place.

A player discussion titled “While in the Gun Store, some Guns are Locked. Why? I have enough money” reflects this common confusion, but it is not official documentation of the unlock rules: Steam Community discussion.
Unavailable during a mission: check whether it is a replay
Rockstar’s Title Update 1.15 notes specify a rule for replaying a Story Mode mission from the Pause Menu: “Replaying a Story Mode mission via the Pause Menu will now give you access to all currently owned weapons in the current story progression.” That statement applies to mission replay and to weapons currently owned within the player’s current story progression; it is not a blanket promise about equipment in every first-time mission. Check whether the weapon is carried or stored
If a gun is missing from the weapon wheel, check the weapons locker to see whether you stored it. A stored weapon is different from one that is locked for purchase. If the gun is not stored, the mission itself may be affecting the available loadout. Players have reported missions changing or replacing carried weapons, but those reports are anecdotal and do not establish a universal rule.
If selecting a weapon is the problem
Controls and control schemes can be changed, so use the on-screen prompt for your platform and check the Controls Menu if the weapon wheel is difficult to operate. Rockstar’s Quick Tips points players to the Controls Menu for control schemes and options; it does not provide a complete weapon-wheel button mapping for every platform.

Pin down which kind of lock you have
- Gunsmith listing: Note the weapon name; story progression may be the missing condition.
- Weapon wheel or mission: Check whether this is a first-time mission or a replay, then check whether the gun is carried or stored.
- Mission seems to replace your loadout: A mission-specific equipment restriction is possible, but reports of this behavior are anecdotal.
- Wheel controls: Follow the on-screen prompt and review your configured controls.
For a more specific answer, the useful details are the weapon’s name, where “locked” appears, whether you are replaying a mission, and your platform.
