China does not have a demonstrated blanket rule forbidding skeletons. The rules reviewed here restrict broad categories of game content and provide for content review in some contexts, but they do not single out skeletons, skulls, bones, or death imagery. That can still lead publishers to alter skeletal imagery if they think it could create approval risk—but that explanation is an inference, not a skeleton-specific legal requirement.
What China’s rules say about skeletons
The Ministry of Justice’s 2010 interim online-game rules list categories games must not contain, including promoting cults or superstition, violence, and content that violates social morality. The text does not name skeletons, skulls, bones, or death imagery as a prohibited category. A 2004 Ministry of Culture notice about imported online games describes content review before operation and says products requiring modification should be changed before approval. It establishes that a review-and-modification mechanism existed at that time, not that every game follows the same process today or that skeletal imagery automatically triggers a change. Why publishers may change skeletal imagery
Broad content rules leave room for interpretation, and a publisher may choose a conservative design if it believes a particular image could complicate review or release. This is a plausible explanation for edits reported in Chinese game versions, but the cited legal texts do not say that skeletons are prohibited or that any particular edit was legally required.

A LegalClarity explainer published April 5, 2026 reports altered skeletal characters or skull motifs in Chinese versions of World of Warcraft and Dota 2, a proposed skull-imagery redesign for Rainbow Six Siege that was reportedly reversed, and the replacement of PUBG with Game for Peace in China. These are secondary-source reports; they have not been independently confirmed here against publisher statements or official release materials. LegalClarity’s report
Fictional skeletons and museum remains are different issues

The Cultural Relics Protection Law addresses ancient tombs and other culturally, artistically, or scientifically valuable relics. It says cultural relics unearthed in China are state-owned and establishes a preservation framework; it does not say that skeletons may not be displayed in museums. The English translation consulted is from 2015, and a revised law was adopted in 2024, so that translation should not be used as a complete description of current law. The reviewed material does not support saying that China cannot show skeletons or that a blanket ban exists. It supports a narrower conclusion: broad content restrictions and review mechanisms may encourage publishers to make cautious choices about fictional imagery, while the reported game edits remain examples from secondary reporting rather than proof of a universal rule.
