First meet Inez Silang at the Ministry of Accuracy while pursuing either Minister Milverstreet’s or Kaur’s quest. To recruit her, return to Fairfield and enter Town Hall; after her exchange with Milverstreet, speak with Inez.
Where to meet Inez
Inez’s first encounter is at the Ministry of Accuracy on Paradise Island. You can reach her while progressing either Minister Milverstreet’s quest or Kaur’s quest. The encounter may also come through the story quests A Refreshing Bit of News or Above and Beyond Repair; neither is established as a mandatory prerequisite. How to recruit Inez
- Progress through the Paradise Island story until you are pursuing Milverstreet’s or Kaur’s quest.
- Go to the Ministry of Accuracy and speak with Inez.
- After the encounter, return to Fairfield and enter Town Hall.
- During Inez’s exchange with Minister Milverstreet, offer your view in the argument. Afterward, speak with Inez to recruit her.
The guides identify Town Hall as the recruitment location but do not give a more precise room or coordinate. If accepting her companion quest is blocked, you may need to free a party slot by sending a current companion back to the Incognito.
If Inez does not appear in Town Hall
Players reported missing Inez or unusable recruitment dialogue in an Obsidian community support thread in October and November 2025. Some suggested completing or revisiting the local drone quest and speaking with Ethel Tinsley in Fairfield; one player said talking to Tinsley appeared to trigger Inez’s arrival at Town Hall. These are anecdotal suggestions, not confirmed fixes, and may not resolve every quest state or save.
