Short answer: you generally cannot turn an installed Xbox console game into a playable Windows PC game by copying its files or moving an external Xbox drive. Instead, you must download the PC version through Xbox Play Anywhere or PC Game Pass, buy the PC version separately, or stream the title with Xbox Cloud Gaming.
The important distinction is between transferring game files, playing the same game on PC, and transferring your saved progress. Which option applies depends on the specific game, purchase type, account, storefront, subscription, and region.

Xbox console and Windows PC editions are separate installations. Even when one purchase unlocks both platforms, the PC files are downloaded separately.
What “transfer” means here
People often use “transfer” to mean three different things:

- Move saves and progress: this depends on Xbox Play Anywhere or explicit cross-save support from the game’s publisher.
An Xbox-formatted external game drive is not a universal PC game-transfer device. A Windows PC still needs a compatible PC installation, launcher, and license entitlement. Install the Windows version through the Xbox PC app or the relevant PC storefront instead.
Check whether the game supports Xbox Play Anywhere
Xbox Play Anywhere is the best route if you already own the eligible digital Xbox version. Supported games provide Xbox and Windows PC access at no additional cost, and the official program says that progress, saves, achievements, and eligible add-ons can synchronize across supported devices. Use the same Microsoft/Xbox account on both systems.
To check a title:
- Look for the Xbox Play Anywhere badge on its Xbox or Microsoft Store listing.
- Check the live Xbox Play Anywhere catalog.
- Confirm that your purchase is the eligible digital edition.
Play Anywhere is title-specific. A game being available on Xbox, being made by Microsoft, or supporting backward compatibility does not automatically make it a Play Anywhere game. Ordinary physical-disc ownership does not provide the Play Anywhere PC entitlement by itself.
How to install an Xbox Play Anywhere game on PC
Before you start
- A compatible Windows PC and internet connection.
- The same Microsoft/Xbox account used to purchase the game.
- A digital title with the Xbox Play Anywhere badge.
- Enough storage for the PC installation.
- Hardware that meets the individual game’s PC requirements.
Xbox’s current PC information lists Windows 10 or Windows 11 version 22H2 or higher, at least 150 MB for the Xbox PC app itself, and a minimum display resolution of 720p. The game will require additional storage and may need substantially more capable hardware. Windows S mode may need to be disabled or changed for Xbox PC app gaming. Check the game’s own requirements before beginning a large download; requirements vary by title.

- Install or open the Xbox PC app on the Windows computer.
- Sign in with the Microsoft/Xbox account that owns the game.
- Open My Library.
- Find the Play Anywhere title.
- Select it and choose Install.
- Choose the installation drive and location if prompted.
- Launch the game after the download finishes.
- Use the same Xbox account in the game and allow cloud synchronization to complete.
Supported Play Anywhere titles should appear in My Library as installable without a second purchase. This downloads a Windows version; it does not copy the existing Xbox console installation.

Install the game through PC Game Pass
If you do not own the PC version, check whether the title is currently included in the PC Game Pass catalog.
- Open or install the Xbox PC app.
- Sign in with the Microsoft account connected to your active subscription.
- Browse or search the PC Game Pass catalog.
- Open the game’s listing.
- Confirm that it is included for PC, then select Install.
Do not assume that console Game Pass access includes the PC version. Console, PC, and cloud catalogs are not identical. Game libraries and availability can change by title, plan, platform, time, and region, as explained on the official Xbox PC page. Subscription access also is not permanent ownership, and games can leave the catalog. Expansions and downloadable content may require separate purchases.
What if the game is not Play Anywhere?
If the title is not Play Anywhere and is not currently included in PC Game Pass, the usual solution is to purchase the PC edition separately.
- Search for the title in the Xbox PC app or Microsoft Store.
- Check whether a Windows PC edition is sold separately.
- Before purchasing, verify the publisher’s cross-save or cross-progression policy.
- If buying through Steam, Epic Games Store, or another PC storefront, check whether a separate publisher account is required.
A PC-store license can be separate from an Xbox license. Do not assume that Xbox achievements, saved games, downloadable content, or multiplayer entitlements will transfer between unrelated storefronts. Some publishers provide their own cross-buy or cross-progression systems, but those rules must be checked for the specific game.
Stream the game instead with Xbox Cloud Gaming
Cloud gaming is an alternative when you want to avoid a large download, have limited storage, or use a PC that cannot run the game locally. It streams a supported title to your device rather than installing PC game files.

- Sign in with the relevant Microsoft/Xbox account.
- Select a cloud-playable title.
- Start streaming.
Availability depends on the title, device, region, subscription, account eligibility, and network conditions. Some games owned by the user may be streamable, while others require an eligible Game Pass plan. Check the current Xbox Cloud Gaming listing before relying on this option.
Cloud gaming is not a file transfer and does not provide offline play. Image quality and input latency depend on your connection, and a weak or high-latency network can make streaming less suitable than a native installation.

Will your Xbox save transfer to PC?

If a Play Anywhere game installs but your save is missing, check that both devices use the same Microsoft/Xbox account and give cloud synchronization time to finish. Other possible causes include a publisher account mismatch, different game editions, a platform-specific or local save, or a title that does not support cross-save.
Fixes when the game does not appear in My Library
Work through these checks in order:
- Sign out of the Xbox PC app.
- Sign back in with the account that made the purchase.
- Search for the game manually rather than relying only on the library view.
- Check the listing for the Xbox Play Anywhere badge.
- Check whether the title is currently in the PC Game Pass catalog.
- Confirm that the game is available in your region.
- Verify that Windows is version 22H2 or higher and that the PC meets the game’s requirements.
- Review the game’s current Xbox or Microsoft Store listing.
If the title is not Play Anywhere, stop treating the problem as a missing console-to-PC transfer. The console purchase may simply not include Windows rights.

- The game is not Xbox Play Anywhere.
- You signed into an account that does not own the eligible digital edition.
- The game is not currently included in PC Game Pass.
- The Xbox and PC editions are sold as separate products.
- You are relying on a physical disc, which does not by itself grant the Play Anywhere PC license.
Before buying again, verify the title’s Play Anywhere status, account, edition, and current PC Game Pass listing.

Physical discs and Xbox generations
A physical Xbox disc is not a general Windows PC license. It may authenticate a console game, but it does not normally unlock the downloadable PC edition through Play Anywhere. A PC may also lack a compatible disc drive or the console runtime required to use the disc.
The basic answer is the same for Xbox One and Xbox Series X|S: identify the title’s PC entitlement rather than looking for a console-generation transfer process. Supported Play Anywhere games can cover supported Xbox consoles and Windows PCs, but each title’s listed platforms still control what you can install.
Mac and Linux
The Xbox PC app installation steps apply to Windows PCs. Mac and Linux users should not assume the Xbox PC app runs natively on those operating systems. Depending on the game and region, alternatives may include browser-based cloud gaming, a separate publisher-supported Mac/Linux version, or another officially supported PC solution.

- Play Anywhere badge: sign into the Xbox PC app with the purchasing account and install from My Library.
- PC Game Pass listing: install through the Xbox PC app while the eligible subscription is active.
- Cloud-playable title: stream it through Xbox Cloud Gaming if your device, region, account, and network qualify.
