The Steam Overlay is enabled or disabled from the Steam desktop client, not from Windows Settings or the Registry. The steps are the same on Windows 10 and Windows 11:

Turn the option on to enable the overlay or off to disable it. The default shortcut is Shift+Tab.
What is the Steam Overlay?
The Steam Overlay is an in-game Steam interface that lets you access selected Steam features without quitting or minimizing your game. Depending on the game and how it implements Steamworks features, it can provide access to friends and chat, invitations, the Steam browser, screenshots, trading, supported in-game purchases, and some controller functions.

It does not work identically with every title. Non-Steam games, games launched through another publisher’s launcher, and titles that do not support the overlay may behave differently.
Steam also notes that some games use overlay components in the background even when you never visibly open the interface.

How to enable Steam Overlay for all games
- Open the Steam desktop client.
- Click Steam in the top-left corner.
- Select Settings.
- Choose In Game in the left sidebar.
- Turn on Enable the Steam Overlay while in-game.
- Close Settings and launch a Steam game.
- Press Shift+Tab to test the overlay.
Steam’s wording or sidebar layout may vary slightly by client version, language, or beta channel, but look for the global overlay switch in Settings → In Game.
How to disable Steam Overlay for all games
- Open Steam and select Steam → Settings.
- Open In Game.
- Turn off Enable the Steam Overlay while in-game.
This changes the default for your games. If one title has its own override, check that game’s individual setting as well. Disabling the overlay can remove or impair Steam screenshots, in-game chat, invitations, the Steam browser, supported trading or purchase workflows, and some controller-related features.
How to enable or disable the overlay for one game
A per-game override is usually the best choice when the overlay causes trouble in only one title.
- Open your Library.
- Right-click the game, or select its gear icon.
- Choose Properties.
- Stay on the General tab.
- Find Enable the Steam Overlay while in-game.
- Check the option to enable the overlay, or clear it to disable the overlay for that game.
- Close the Properties window and restart the game if it was already running.
You can therefore keep the overlay enabled globally while turning it off for a game that crashes, freezes, conflicts with another overlay, or explicitly requires Steam Overlay to be disabled.

How to open or change the Steam Overlay shortcut
The default keyboard shortcut is Shift+Tab. Press both keys while a compatible game is running through Steam.
To change it:
- Open Steam → Settings → In Game.
- Find the overlay shortcut field, commonly labelled Overlay Shortcut Keys.
- Click the field and press the new key combination.
- Choose a combination that the game, Windows, or another utility does not already use.
Avoid keys assigned to movement, inventory, maps, screenshots, push-to-talk, or other important game controls. Also avoid combinations intercepted by Xbox Game Bar, graphics-driver software, keyboard utilities, or a laptop’s function-key layer. Test the new shortcut in a game immediately.
Steam Overlay is enabled but does not appear
Work through these checks in order. This separates a disabled setting from a game-specific compatibility or overlay conflict.
1. Check the global setting
Go to Steam → Settings → In Game and confirm that Enable the Steam Overlay while in-game is on.
2. Check the game’s individual setting
Open Library → right-click the game → Properties → General and confirm that the same overlay option is enabled for the title.
3. Confirm that Steam launched the game
Start the game from your Steam Library rather than directly from its executable or an unrelated desktop shortcut. Non-Steam and retail games, particularly those that use another launcher, may not receive the overlay reliably even when added to Steam.
External launchers such as Ubisoft Connect, EA, Epic, or Rockstar may also place their own overlay above Steam’s. Steam’s overlay troubleshooting guidance recommends checking the launch method and competing software.

4. Restart Steam completely
Use the Steam menu and choose the exit option rather than only closing the client window. Relaunch Steam and test again. If necessary, restart Windows as well.
5. Test another game
If Shift+Tab works elsewhere, the problem is probably specific to the original game, its launcher, its display mode, or its compatibility with Steam Overlay.

6. Temporarily disable competing overlays
For testing, turn off other in-game overlays one at a time, including:
- Xbox Game Bar
- Discord overlay
- NVIDIA or AMD overlays
- MSI Afterburner or RivaTuner
- Screen-recording software
- External game-launcher overlays
- Some antivirus, firewall, monitoring, and system-tuning utilities
Steam has also identified software such as Razer Synapse, XInput emulators, Fraps, Skype or Skypehost, ASUS AI Suite, and ZoneAlarm as possible sources of controller or overlay conflicts. Disable software temporarily for diagnosis; do not permanently weaken security protection without a specific reason.
7. Try borderless or windowed mode
Change the game’s display mode from exclusive fullscreen to borderless windowed or windowed mode and test the overlay again. This is a diagnostic step, not a universal requirement. Some games handle overlays differently in each display mode.
8. Update Steam, Windows, the game, and graphics drivers
Install available updates for the Steam client, Windows, the game, and your graphics driver. Outdated drivers or client components can contribute to a frozen or unresponsive overlay.

- Open Library.
- Right-click the game and select Properties.
- Choose Installed Files.
- Select Verify integrity of game files.
Current Steam clients generally use Installed Files; older guides may call this section Local Files.

10. Reinstall Steam only as a last resort
Steam support describes reinstalling over the existing installation as a way to restore Steam files while preserving installed games. This is different from uninstalling Steam normally: a standard uninstall can remove game content. Back up important saves and confirm the reinstall method before proceeding.

Keep it enabled when you regularly use Steam chat, friends, invitations, screenshots, controller features, the Steam browser, or Steam-dependent trading and purchase functions. Some games may rely on overlay components in the background, so disabling it can affect a feature even if you rarely open the visible interface.
When should you disable Steam Overlay?
Disable it globally only if you do not need its features or if it is consistently interfering with your games. In most cases, disable it per game first when:
- The title crashes, freezes, or becomes unresponsive.
- You have input problems or conflicts with another overlay.
- An external launcher needs its own overlay to take priority.
- The game documentation or Steam support page says to disable Steam Overlay.
- You are diagnosing a performance or compatibility problem.
Disabling the overlay may reduce a particular conflict, but it is not a guaranteed FPS improvement. Results depend on the game, hardware, drivers, and other background software.
Important Windows 10 and Windows 11 notes
The procedure is the same on Windows 10 and Windows 11 because Steam controls this feature. Windows Game Mode, Xbox Game Bar, and graphics-driver overlays are separate systems and do not replace Steam’s Settings → In Game control.
Steam support moved to Windows 10 and later beginning January 1, 2024, according to Steam-hosted support information. That does not create a separate Windows 10 or Windows 11 overlay setting.
No Command Prompt command, PowerShell command, Registry edit, Steam service change, or special launch option is required for normal enable or disable operation.

No. Open Steam and use Settings → In Game. The control belongs to Steam, not to a Windows 10 or Windows 11 settings page.

Does Steam Overlay work with non-Steam games?
Not reliably in every case. Games launched directly, through another launcher, or from retail installations may not support the overlay properly.
How do I restore the default behavior?
Turn on the global overlay option in Steam → Settings → In Game, enable the per-game option if it was overridden, and set the shortcut back to Shift+Tab.
