You may also see “fpdtc.dll was not found,” “could not be loaded,” “not a valid Windows image,” or “fpdtc.dll is either not designed to run on Windows or it contains an error.” These are Windows loader messages, and the exact wording depends on the application and Windows version.
fpdtc.dll is the Microsoft Office FrontPage Design-Time Controls library. It belongs to legacy Microsoft Office and FrontPage components, not to Windows itself. The safest repair is to restore the Office installation that owns the file rather than downloading a replacement DLL.
Which fix applies to you
Use this list to choose the correct path:
- FrontPage, Word, Access, or another Office-era program stopped working: repair Microsoft Office or FrontPage first.
- The error appeared after uninstalling another Office version: repair the Office installation that remains, then reinstall its FrontPage features if necessary.
- The file disappeared suddenly: check antivirus quarantine before changing anything.
- The file exists but reports “bad image” or
0xc000007b: suspect corruption, an incorrect version, or an architecture mismatch. - The message mentions OLE, ActiveX, or an unregistered component: repair Office first. Use
regsvr32only after verifying the file and choosing the correct 32-bit registration tool. - Several Windows components are failing: run DISM followed by SFC, but do not expect SFC to restore an Office-owned DLL in every case.
- You are trying to install Office 2003 on Windows 10 or 11: expect compatibility and security limitations. Office 2003 is no longer supported by Microsoft.
What fpdtc.dll is
The file description is Microsoft Office FrontPage Design-Time Controls, published by Microsoft Corporation. FrontPage design-time controls were ActiveX-based controls used while creating or editing web pages. Their output became part of the page rather than operating as an ordinary Windows background service.

That makes fpdtc.dll an application component. It is not:
- A normal Windows system DLL
- A DirectX file
- A Visual C++ Redistributable file
- A .NET runtime component
- A graphics or printer driver
- A general-purpose file that belongs in
C:WindowsSystem32
The file is associated primarily with Office 2003 and FrontPage 2003. Reported version listings also include a 10.x build associated with the Office XP era, so it is safer to identify the owning installation than to assume every copy came from Office 2003.
Public inventories report 32-bit builds including 11.0.8164.0, 11.0.5510.0, and 10.0.2627.0. These are reported versions, not a complete Microsoft version history.
Where the file normally belongs
A typical Office 2003 location is:
C:Program FilesMicrosoft OfficeOFFICE11fpdtc.dll
On 64-bit Windows, 32-bit Office commonly uses:
C:Program Files (x86)Microsoft OfficeOFFICE11fpdtc.dll
The exact folder can differ if Office was installed to a custom directory. The important point is that the DLL should normally remain beside the Office application or component that loads it.

All publicly reported fpdtc.dll versions are 32-bit. A 64-bit version of Windows can run a 32-bit Office component, but copying a 32-bit DLL into a system directory does not convert it into a 64-bit component.
Fix 1: Repair Office or FrontPage
This is the most likely solution when the file was deleted, damaged, or removed during an Office change.
From an Office application
If Word, FrontPage, or another Office application still opens:
- Start the affected Office application.
- Open the Help menu.
- Select Detect and Repair.
- Follow the repair wizard.
- Insert the original Office media or provide the original installation source if Windows requests it.
- Restart Windows.
- Open the application that produced the error.
Detect and Repair restores missing Office files and repairs related Windows Installer information. If the application opens normally afterward, test the specific FrontPage project or Office document that previously failed.

If the application will not open:
- Press Windows+R.
- Type:
text
appwiz.cpl
- Press Enter.
- Select Microsoft Office 2003, Microsoft FrontPage 2003, or the relevant Office entry.
- Select Change.
- Choose Repair or Reinstall.
- Continue through Setup.
- Restart Windows and test the affected program.
If the repair asks for a disc or network installation source, use the same legitimate media used to install that Office edition. Do not point Setup at a DLL downloaded from the internet.
If the Office entry is missing from Programs and Features, the installation database may be damaged. In that situation, reinstalling the original Office product is usually more reliable than trying to reconstruct individual files.
Add missing Office features
A partial installation may not include FrontPage or shared Office components:
- Open Control Panel.
- Select Programs and Features or Add or Remove Programs.
- Select the Office or FrontPage installation.
- Choose Change.
- Select Add or Remove Features.
- Expand the Office and FrontPage feature trees.
- Mark the required feature for installation.
- Complete Setup using the original installation source.
Install only the features required by the affected application. Office Web Components are separate from the FrontPage design-time controls, although some older Office projects may use both. If an application specifically reports that an Office Web Components component is missing, use the licensed Office installation media or a Microsoft-provided package associated with that installation. Do not treat an unverified old download link as a current supported source.
How to tell whether repair worked
Repair succeeded when:
- The application starts without the
fpdtc.dllmessage. - The affected project or document opens.
- The file is present in the repaired Office directory.
- No new error appears about a missing dependency or invalid image.
If the file is still absent, repeat Setup using Reinstall or remove and reinstall the affected Office product from its original media. Do not mix the DLL from Office XP with an Office 2003 installation.
Fix 2: Check antivirus quarantine
Security software may quarantine a file that was previously present.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving the Office installation directory or
fpdtc.dll. - Check the detection details and original file path.
- Restore the file only if it came from the original Office installation and your security product confirms that restoration is safe.
- Run a full antivirus scan.
- Repair Office afterward so the installation is verified again.
Do not disable antivirus protection merely to install a downloaded DLL. If the file was in an unexpected directory, had an invalid signature, or appeared alongside other suspicious files, leave it quarantined and reinstall Office from legitimate media.
Fix 3: Check for a mixed or damaged Office installation
Removing one Office version can affect shared files and registry entries used by another. This is particularly relevant when Office XP, Office 2003, FrontPage, or another Office edition was installed on the same computer.

- Open Control Panel > Programs and Features.
- Note which Office products remain installed.
- Repair the Office product named by the failing application.
- If FrontPage was removed, reinstall the FrontPage feature from the same Office source.
- Restart Windows.
- Test the original application again.
Avoid copying files between Office XP and Office 2003. A matching filename does not prove that two builds are interchangeable. Different versions may use different dependencies, registry entries, language resources, or ActiveX registration data.

Fix 4: Check the file’s architecture, location, and signature
A file that exists can still be unusable if it is corrupted or belongs to another program.
Confirm the location
In File Explorer, browse to the Office folder and check whether the file is located under a path similar to:
C:Program FilesMicrosoft OfficeOFFICE11
or:
C:Program Files (x86)Microsoft OfficeOFFICE11
Be cautious if the file is located in:
C:WindowsSystem32C:WindowsSysWOW64- A temporary folder
- A random application or game folder
- A user downloads folder
Those locations do not establish that the file is genuine.

- Right-click
fpdtc.dll. - Select Properties.
- Open the Digital Signatures tab.
- Select the Microsoft signature.
- Choose Details.
- Confirm that Windows reports the signature as valid.
- Review the signer and certificate information.
A valid signature is useful evidence, but it does not prove that the file is the correct build for your Office installation. The path, Office version, architecture, and application that loads it must also agree.
Check whether it is 32-bit
fpdtc.dll is associated with 32-bit Office components. On 64-bit Windows, that normally means the related Office files are under Program Files (x86). Do not replace the file with a 64-bit DLL or place a 32-bit copy in a Windows system directory.
If the message says “not a valid Windows image” or reports 0xc000007b, repair the owning Office installation. These messages can indicate corruption or a 32-bit/64-bit mismatch rather than a simple missing-file problem.
Fix 5: Use regsvr32 only for a registration problem
regsvr32 is not a general-purpose DLL repair command. It is relevant only when the DLL exposes a registration entry point and the error concerns an unregistered ActiveX or OLE component.

First repair Office and confirm that the file came from the correct installation. Then, on 64-bit Windows with 32-bit Office, open Command Prompt as administrator and run a command similar to:
"%SystemRoot%SysWOW64regsvr32.exe" "C:Program Files (x86)Microsoft OfficeOFFICE11fpdtc.dll"
If Office is under Program Files, adjust the path:
"%SystemRoot%SysWOW64regsvr32.exe" "C:Program FilesMicrosoft OfficeOFFICE11fpdtc.dll"
On 32-bit Windows, use:
"%SystemRoot%System32regsvr32.exe" "C:Program FilesMicrosoft OfficeOFFICE11fpdtc.dll"
A successful command displays a message indicating that registration succeeded. If Windows reports that the entry point was not found, the DLL may not be self-registering. If it reports a missing module or dependency, the file may be damaged or the wrong architecture may have been used.
Do not repeatedly run both versions of regsvr32 at random. Office repair is safer and more authoritative because it restores files and the associated installation data together.
Fix 6: Repair broader Windows corruption with DISM and SFC
fpdtc.dll is normally an Office file, not a protected Windows component. Therefore SFC is not the primary repair for this specific error. Use these commands when other Windows files are also failing, Windows Update is damaged, or system corruption began around the same time.
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Select Yes at the User Account Control prompt.
- Run:
text
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
text
sfc /scannow
- Restart Windows.
- Repair Office again if
fpdtc.dllis still missing.
DISM repairs the Windows component store that SFC uses. SFC then checks protected Windows files. If both commands complete successfully but the Office error remains, return to Office repair rather than copying a DLL into System32.
If Windows repair repeatedly fails, the installation media, Windows component store, or storage system may need further diagnosis.

Fix 7: Update Windows, but do not chase unrelated drivers
Install available Windows updates if the computer has broader servicing or compatibility problems:

- Select Windows Update.
- Choose Check for updates.
- Install applicable updates.
- Restart Windows.
- Test the Office application again.
Device Manager is not normally a fix for fpdtc.dll. The file is not a graphics, chipset, audio, network, or printer driver. Use Device Manager only if the same failure also involves a hardware device:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Choose Update driver.
- Select Search automatically for drivers, or install a driver obtained from the hardware manufacturer.
- Restart if requested.
Do not install a driver merely because an old application reports fpdtc.dll. That error points to the Office component unless separate device symptoms are present.

- Press Windows+R.
- Type:

rstrui.exe
- Press Enter.
- Select a restore point from before the problem began.
- Review the affected programs.
- Start the restore and allow Windows to restart.
- Test the Office application.
System Restore does not replace a proper Office installation source and may not restore every application file. If the error remains, repair or reinstall Office.
Do not download fpdtc.dll from a random DLL site
Downloading a DLL by filename is risky because the file may have:
- Malware or tampered code
- The wrong Office version
- The wrong language resources
- The wrong 32-bit or 64-bit architecture
- Missing dependencies
- An invalid or absent Microsoft signature
Copying it to System32 or SysWOW64 can also make troubleshooting harder and may cause registration conflicts. It often leaves the damaged Office installation and its registry data unchanged.
The safe sources are the original Office installation media, a legitimate Office installation source, or a repair and reinstall process provided by Microsoft-supported installation tools. Office 2003 Web Components were historically distributed with Office media and through an old Microsoft download listing, but that legacy download should not be assumed to be currently supported.
Office 2003 on Windows 10 and Windows 11
Microsoft Office 2003 support ended on April 9, 2014. The applications may still run in some environments, but they no longer receive normal support, software updates, or security updates.
Restoring fpdtc.dll may remove the immediate loader error without making Office 2003 fully compatible or secure on a modern Windows installation. If the program still fails after repair:
- Confirm that the correct 32-bit Office component is installed.
- Try the application’s compatibility settings.
- Reinstall from the original media.
- Consider running the legacy application in an isolated, controlled environment.
- Migrate the project to a currently supported application when practical.
Do not assume that installing Office Web Components, a Visual C++ package, DirectX, or a .NET runtime will restore this file. There is no established connection between those runtimes and fpdtc.dll itself.

Check its Office directory, Microsoft signature, architecture, and version relationship to the installed Office product. A “bad image” message usually points to corruption or incompatibility rather than a simple missing file.
What if repairing Office does nothing?
Check antivirus quarantine, repair the remaining Office installation after any other Office product was removed, then reinstall FrontPage or Office from the original source. If the failure began after a recent system change, try System Restore.
Can I safely copy the file from another computer?
Not reliably. The other computer may have a different Office build, language, architecture, registration state, or damaged file. Restoring the owning Office installation is safer.
