usrcoina.dll Missing: Trace the U.S. Robotics Driver Problem

Start with this diagnostic checklist

Before replacing anything, record:

  • Which program or installer displays the error
  • Whether it appears at startup, during modem installation, or when launching another application
  • The complete error text
  • Any file path shown in the message
  • Your Windows version and whether it is 32-bit or 64-bit
  • The U.S. Robotics modem model
  • Whether the modem is still installed

usrcoina.dll is the “U.S. Robotics modem coinstaller,” a 32-bit installation component belonging to the U.S. Robotics Modem Driver. The safest fix is to reinstall the complete driver package for the exact modem model, not to download this DLL separately.

What usrcoina.dll does

A co-installer is a DLL that Windows SetupAPI calls during device installation. The main driver and its INF file tell Windows how to install the modem; the co-installer performs additional configuration or installation tasks required by that package.

The file is associated with U.S. Robotics Corporation and the U.S. Robotics Modem Driver. The filename alone does not identify a specific modem model or prove which application is requesting it.

Public file metadata identifies an x86, or 32-bit, copy. No verified 64-bit variant has been established. That matters because replacing a 32-bit driver component with an unrelated 64-bit DLL, or renaming another file, will not make the modem package compatible.

Is usrcoina.dll part of Windows?

It should not be treated as a normal current Windows system component. Older Windows XP installation media and OEM driver collections could include legacy modem drivers, which explains why the file may be found on an old installation disc or backup. That historical bundling does not mean Windows 10 or Windows 11 normally supplies usrcoina.dll through the protected Windows component store.

The file is also not:

  • A Microsoft Visual C++ runtime
  • A DirectX component
  • A .NET component
  • A general-purpose Windows application DLL

Installing those runtimes is therefore not the normal solution.

What the error messages mean

Several messages can point to the same underlying driver problem:

  • “The program can’t start because usrcoina.dll is missing from your computer.”
  • “The code execution cannot proceed because usrcoina.dll was not found.”
  • “There was a problem starting usrcoina.dll. The specified module could not be found.”
  • “Error loading usrcoina.dll.”
  • “usrcoina.dll is either not designed to run on Windows or it contains an error.”
  • “The procedure entry point … could not be located.”
  • “Cannot register usrcoina.dll.”

A missing-file message usually means the U.S. Robotics driver package is incomplete, removed, or damaged. “The specified module could not be found” can also mean that usrcoina.dll exists but one of its dependencies or the surrounding driver files does not.

A “bad image,” architecture, or entry-point error usually indicates a mismatched or incompatible file. On a current 64-bit Windows installation, an old 32-bit modem package may also fail because the driver is no longer supported, even after its DLL has been restored.

The problem commonly begins after:

  • Reinstalling Windows XP or another older Windows release
  • Removing and reinstalling a modem
  • Updating or replacing the modem driver
  • Antivirus quarantine
  • Disk cleanup
  • Copying only part of a driver package
  • Trying to install a legacy modem on an unsupported Windows release

Fix 1: Identify the modem before changing files

The exact model determines which driver package you need.

  1. Right-click Start and select Device Manager.
  2. Expand Modems.
  3. Also check Ports (COM & LPT) and Other devices if no modem appears under Modems.
  4. Right-click the suspected device and choose Properties.
  5. Open the Details tab.
  6. Select Hardware Ids from the Property list.
  7. Copy the displayed values into a text file.

If the modem is external, inspect its label and record the model number. Do not rely only on a description such as “USB modem” or “PCI modem,” because U.S. Robotics released different packages for devices that look similar.

If the modem no longer appears, check View > Show hidden devices in Device Manager. A greyed-out U.S. Robotics entry can still reveal the model. If no entry remains, use the hardware label, original packaging, installation disc, or a saved driver archive.

Fix 2: Reinstall the complete U.S. Robotics package

This is the most likely successful repair.

Obtain the driver from the original installation media or the U.S. Robotics legacy modem support archive. Match all of these:

  • Exact modem model
  • Windows release
  • System architecture
  • Connection type, such as USB, serial, or internal modem

Do not substitute a driver for a similar U.S. Robotics product. The package should contain the INF file, the main modem driver, and any co-installer files required by that INF.

Use the original installer

  1. Disconnect the modem if it is external.
  2. In Device Manager, right-click the old modem and select Uninstall device.
  3. If Windows offers Attempt to remove the driver for this device, select it only when you have already saved or located the correct replacement package.
  4. Select Uninstall.
  5. Restart Windows.
  6. Extract or open the complete U.S. Robotics driver package.
  7. Run its setup program as an administrator.
  8. Reconnect the modem when the installer requests it.
  9. Restart again if prompted.

If the package has no setup program:

  1. Open Device Manager.
  2. Right-click the modem or the unknown device.
  3. Select Update driver.
  4. Choose Browse my computer for drivers.
  5. Select the folder containing the extracted INF and driver files.
  6. Enable Include subfolders.
  7. Select Next.

Windows should install the package through its INF file. That process is what places and invokes a co-installer correctly.

A successful repair normally removes the startup error, leaves the modem listed without a warning icon, and shows a functioning device under Device Manager > Modems. Open the modem’s Properties and check the General tab for a message stating that the device is working properly.

If the installer rejects the package, reports that the operating system is unsupported, or leaves a warning icon, do not force the DLL into a system folder. Recheck the hardware ID and look for a driver intended for that Windows release. A compatible older Windows environment may be necessary for a legacy modem.

Fix 3: Check Windows Security Protection History

Microsoft Defender may have quarantined a legacy driver component, particularly after a driver update or an incomplete installation.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an entry involving usrcoina.dll, the U.S. Robotics installer, or the extracted driver folder.
  5. Expand the entry and review its file path and detection details.

Do not restore the file merely because its name looks familiar. Verify that it came from the original U.S. Robotics media or support archive and inspect the package’s digital signature when one is present.

If the file is demonstrably legitimate, use the available restore or allow action, then reinstall the complete driver package rather than restoring only the DLL. Microsoft notes that Defender may detect the file again after restoration. Do not disable antivirus protection to force an unknown DLL into Windows.

If Protection History shows that a different file was quarantined, the missing usrcoina.dll message may be a symptom of a damaged or incomplete package. Reinstall the driver from trusted media.

Fix 4: Repair Windows components when other files are also damaged

DISM and System File Checker are useful when the computer has broader Windows corruption, failed updates, or several unrelated system errors. They are not a guaranteed source for a third-party U.S. Robotics driver file.

  1. Right-click Start.
  2. Select Terminal (Admin) or Command Prompt (Admin).
  3. Select Yes at the User Account Control prompt.
  4. Run:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for the operation to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows after both commands complete.

Microsoft recommends running DISM before SFC. DISM repairs the Windows component store, and SFC checks protected Windows resources against that store. If both commands report that no integrity violations were found but usrcoina.dll is still missing, that result is expected for a third-party modem file. Return to the model-specific driver package instead.

Fix 5: Use System Restore after a recent driver change

System Restore can help when the error began immediately after a driver update, cleanup utility, or software removal and a suitable restore point exists.

  1. Press Windows + R.
  2. Enter:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point dated before the error began.
  4. Select Scan for affected programs if available.
  5. Review the changes.
  6. Select Next, then Finish.

System Restore does not normally remove personal documents, but it can roll back drivers, applications, and system settings. After the restart, check Device Manager and test the modem.

If the error remains, do not repeatedly restore random points. Use the exact modem model and hardware ID to locate the correct driver package.

Why downloading the DLL separately usually fails

Random DLL download sites are unsafe sources for a driver component. A downloaded file may contain malware, belong to a different build, have the wrong architecture, lack a valid signature, or be modified after the original package was created.

Manual copying also leaves the rest of the driver package unresolved. The modem may still be missing its INF file, registry configuration, dependent files, or compatible kernel driver. Copying usrcoina.dll into both C:WindowsSystem32 and C:WindowsSysWOW64 is not a valid repair strategy. The installer determines the correct location and registration process.

Do not rename a 64-bit DLL, use another file with the same name, or run a “DLL fixer” that replaces files in Windows directories.

Why regsvr32 is usually the wrong command

regsvr32 is intended for DLLs that expose a COM self-registration entry point such as DllRegisterServer. A modem co-installer is normally called by Windows device installation through the driver’s INF file.

Running:

regsvr32 usrcoina.dll

may produce an entry-point error or do nothing useful. It does not install the modem, reconstruct the INF configuration, or repair a missing driver package. Use the complete U.S. Robotics installer or Device Manager’s Update driver workflow instead.

If the modem is no longer needed

A stale startup entry or abandoned modem utility may continue requesting usrcoina.dll after the hardware has been removed.

If you no longer use the modem:

  1. Uninstall U.S. Robotics modem software from Settings > Apps > Installed apps.
  2. Remove the obsolete modem from Device Manager.
  3. Open Task Manager > Startup apps and disable an old modem utility if its identity is clear.
  4. Restart Windows.

Do not delete an unfamiliar startup item solely because it mentions the DLL. First inspect its path and determine which program owns it.

Advanced diagnostics and escalation

If the driver still fails:

  1. Record the modem’s hardware ID again.
  2. In Device Manager, open the modem’s Properties and check the General tab for an error code.
  3. Review:
C:WindowsINFsetupapi.dev.log
  1. Search the log for the modem model, hardware ID, or usrcoina.dll.
  2. Note whether the failure concerns a missing file, an unsigned driver, an unsupported operating system, or a failed dependency.

At that point, the practical choices are a clean reinstall of the exact driver, a supported replacement modem, or use of the hardware in an older Windows environment for which its package was designed.

FAQ

Is usrcoina.dll a Windows 10 or Windows 11 file?

No. It is associated with the U.S. Robotics Modem Driver. It may have appeared in older Windows XP or OEM driver bundles, but it should not be treated as a current protected Windows component.

Is usrcoina.dll 32-bit or 64-bit?

Public metadata identifies an x86, 32-bit file. No verified 64-bit variant has been established. Use the architecture and operating-system requirements of the complete modem package.

Which modem model uses usrcoina.dll?

Can I register the file with regsvr32?

That is not the normal repair. The modem installer invokes the co-installer through its INF and SetupAPI installation process.

What information should I provide to support?

Provide the Windows version, modem model, hardware ID, complete error text, path named in the error, Device Manager error code, and whether the modem remains installed. Also state whether the problem began after an update, cleanup, antivirus action, or driver removal.
