What this file actually does
BlueSoleil is a Windows Bluetooth software suite made by IVT Corporation. Older USB Bluetooth adapters often bundled it with their driver installer, so the program may be listed under BlueSoleil, the adapter manufacturer’s name, or an older setup utility.
btpcfg.dll is catalogued as the btpcfg Dynamic Link Library and is associated with IVT Corporation. It is an application DLL used by BlueSoleil-related software, rather than a Windows DLL, Microsoft runtime, DirectX component, or .NET file.

The documented file is a Win32 DLL, so it is commonly used by a 32-bit BlueSoleil executable. Do not assume that every BlueSoleil release contains the same build. Older adapter packages can contain different file versions and language variants.
Do not copy btpcfg.dll into C:WindowsSystem32 or C:WindowsSysWOW64. The application normally expects its matching DLL beside its own executable.

The exact executable named in the error matters. Note whether it mentions BlueSoleil, a Bluetooth tray program, an adapter setup file, or an unrelated application.
Fix 1: Repair or reinstall BlueSoleil
This is the most likely solution when the error appears while launching BlueSoleil or an old Bluetooth utility.
Check whether BlueSoleil is installed
- Press Windows key + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Search for BlueSoleil, IVT, or the name of your Bluetooth adapter.
- Select the three-dot menu beside the entry.
If you use Windows 10, select the program and choose Advanced options if available. Older desktop programs may instead show a Repair, Change, or Modify option in Control Panel.
You can also check the older program list:
- Press Windows key + R.
- Type:

appwiz.cpl
- Press Enter.
- Look for BlueSoleil or the adapter’s Bluetooth software.
- Select it and choose Repair or Change if offered.
If repair completes, restart Windows and launch the same program again. The repair worked if the original application opens without the missing-file message and the Bluetooth utility recognizes its adapter.
Reinstall when repair is unavailable
If there is no repair option:
- Open Settings > Apps > Installed apps.
- Uninstall BlueSoleil or the related Bluetooth package.
- Restart Windows.
- Disconnect the old Bluetooth adapter if it is a USB device.
- Install the original package from the adapter or computer manufacturer.
- Restart again before reconnecting the adapter unless the installer tells you otherwise.
- Launch the Bluetooth program.
Use the package intended for the exact adapter model. Do not combine btpcfg.dll from one BlueSoleil release with executables from another.
The preferred sources are:
- The computer manufacturer’s support page.
- The Bluetooth adapter manufacturer’s support page.
- The original driver CD.
- A recovery partition supplied with the computer.
- A verified installer supplied by the device manufacturer.
A current, directly verifiable BlueSoleil package is not established here, so do not select a random installer merely because its name contains “BlueSoleil.”

Some old USB Bluetooth adapters included BlueSoleil inside their driver installer. Installing only a generic Bluetooth driver may not restore btpcfg.dll.

Identify the adapter
- Right-click Start.
- Select Device Manager.
- Expand Bluetooth.
- Expand Universal Serial Bus controllers if the adapter is not listed under Bluetooth.
- Right-click the relevant device.
- Select Properties.
- Open the Details tab.
- Select Hardware Ids from the Property menu.
- Record the adapter model or hardware ID.
Also check for a device under Other devices with a yellow warning icon.
Remove and reinstall the device
- In Device Manager, right-click the affected Bluetooth adapter.
- Select Uninstall device.
- If Windows shows Attempt to remove the driver for this device, select it only when you intend to remove the old package completely.
- Select Uninstall.
- Restart Windows.
- Install the complete package obtained for that adapter.
- Restart once more.
- Open Device Manager and confirm that the adapter appears without a warning icon.
The fix worked if the adapter appears normally, Bluetooth settings are available, and the application that previously reported btpcfg.dll starts.
If the adapter is very old, its BlueSoleil software may not be appropriate for the current Windows installation. Windows’ built-in Bluetooth support may work without BlueSoleil, depending on the hardware. If it does not, replacing the obsolete adapter with one that has a Windows-supported driver may be more reliable than rebuilding an unsupported software stack.
Manually checking adapter models and old driver packages can involve comparing many nearly identical versions. Fix 3: Check Windows Security quarantine
If btpcfg.dll disappeared suddenly, antivirus software may have quarantined it. This does not prove that every copy of the file is safe, so do not restore an unknown DLL automatically.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
btpcfg.dll, BlueSoleil, or the Bluetooth installer. - Expand the entry and review its location and detection details.
Restore or allow the file only if all of the following are true:
- It came from the original adapter or computer manufacturer’s installer.
- The path belongs to the expected BlueSoleil installation folder.
- A current antivirus scan does not identify it as malicious.
- You are prepared to reinstall the whole package if the file is removed again.
The safer choice is usually to uninstall the old package and install a clean copy from the device manufacturer. If Windows Security detects the replacement installer or its DLL, stop and investigate rather than adding an exclusion casually.

Fix 4: Check whether the error is caused by leftover startup software
If BlueSoleil has already been removed but the error appears each time Windows starts, a startup entry may still be trying to launch its tray utility.
Use Task Manager
- Press Ctrl + Shift + Esc.
- Select Startup apps.
- Look for BlueSoleil, IVT, Bluetooth tray software, or an entry with an unfamiliar publisher.
- Right-click the suspected entry.
- Select Disable.
- Restart Windows.
Disabling the startup entry prevents the error from appearing, but it does not remove the old program. If the Bluetooth software is still needed, reinstall the complete package instead.
Check the Startup folders
- Press Windows key + R.
- Type:
text
shell:startup
- Press Enter.
- Remove only a shortcut that clearly belongs to the removed BlueSoleil software.
- Repeat with:

shell:common startup
Do not delete random registry values. If the startup item points to an executable you do not recognize, right-click it in Task Manager, choose Open file location, and identify the program before changing anything.

Fix 5: Check 32-bit and 64-bit compatibility
A 64-bit version of Windows can run many 32-bit applications. That does not make a 32-bit DLL interchangeable with every other DLL.

The documented btpcfg.dll file is a Win32 DLL, and older BlueSoleil programs commonly used 32-bit components. A load error can occur when:
- The 32-bit DLL is missing beside a 32-bit executable.
- The DLL came from a different BlueSoleil release.
- The installer used the wrong adapter package.
- The DLL is damaged.
- A dependent DLL is missing.
- The application itself is incompatible with the current Windows environment.
To inspect the installation directory:
- Open Settings > Apps > Installed apps.
- Locate BlueSoleil.
- Open its available menu and choose Modify or Advanced options if present.
- Otherwise inspect the installation folder shown by the program’s shortcut.
- Look for
btpcfg.dllbeside the BlueSoleil executable.
Do not place a 32-bit copy in System32 or rename another DLL to make the error disappear. The correct file must come from the matching installer.
A message saying the file is “not designed to run on Windows” can indicate architecture mismatch, corruption, or a missing dependency. It is not proof that btpcfg.dll itself is malware.
Fix 6: Use DISM and System File Checker only for Windows-level symptoms
SFC and DISM repair Windows components. They normally do not recreate a third-party BlueSoleil DLL, so use them when Windows has other problems, installers are failing, or built-in components are also damaged.

- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
cmd
sfc /scannow
- Restart Windows.
Success means DISM completes without an unrepaired error and SFC reports that it repaired corrupted Windows files or found no integrity violations. It does not necessarily mean that btpcfg.dll will reappear.
If SFC reports files it could not repair, restart and run the commands again. If the only remaining problem is BlueSoleil, return to the adapter manufacturer’s installer rather than repeating SFC indefinitely.

Fix 7: Use System Restore after a recent change
System Restore can help when the error began immediately after removing BlueSoleil, installing a driver, or applying a system change.
- Press Windows key + R.
- Type:

rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the error began.
- Select Scan for affected programs.
- Review the list.
- Select Finish if the restore point is appropriate.
System Restore rolls back system files, registry settings, drivers, and installed programs. It normally does not remove personal documents, but review the affected-program list before proceeding.

After the restore, test the application that reported btpcfg.dll. If the error returns after reinstalling the old adapter package, the package may be incompatible or damaged.
Why regsvr32 usually does not apply
regsvr32 is not a general DLL repair command. It is intended for DLLs that provide a registration entry point such as DllRegisterServer.
There is no verified evidence that btpcfg.dll is a self-registering COM DLL. Running:
regsvr32 btpcfg.dll
will usually fail or accomplish nothing, particularly if the file is missing, is in the wrong folder, or is a normal application library.
Do not use regsvr32 as a substitute for reinstalling BlueSoleil. Only use it if documentation for the exact application explicitly says that this particular DLL must be registered.
Why random DLL downloads are unsafe
Downloading btpcfg.dll from a DLL website is not a reliable repair. The file may contain malware, belong to a different BlueSoleil release, use the wrong architecture, or lack other dependencies required by the application.

If manual extraction is unavoidable, extract the file only from the exact, trusted installer for the adapter and place it beside the application that needs it. Do not copy it into Windows system folders.
