“The program can’t start because api-ms-win-core-localization-private-l1-1-0.dll is missing from your computer.” You may also see “api-ms-win-core-localization-private-l1-1-0.dll was not found” or “Error loading api-ms-win-core-localization-private-l1-1-0.dll.”
The 60-second answer
api-ms-win-core-localization-private-l1-1-0.dll is a Windows API-set contract name, not usually a normal standalone DLL that you should download. Windows uses API-set names as virtual aliases and redirects them to the appropriate Windows host component through its API-set schema. Microsoft explains this loader behavior in its documentation on Windows API sets and API-set loader operation.
The safest first fix is to identify the exact application showing the message, then use its Repair, Verify, or Scan and repair function. If that fails, reinstall the program from its official publisher or store. Next, install pending Windows updates, restart, and run DISM followed by SFC.
Do not download this name from a random DLL website, copy it into System32 or an application folder, or register it with regsvr32.

What this name means
The api-ms-win- prefix identifies a Windows API-set contract. It describes a group of Windows functions without permanently tying applications to one physical implementation DLL. The Windows loader reads the API-set mapping and redirects the request to the correct host binary.
The localization-private section indicates a Windows localization-related contract. “Private” does not mean that it belongs to a private software company, game, or redistributable package.
The .dll suffix is part of the loader name. It does not prove that a file with this exact name must exist on disk. Public API-set records list this contract in Windows schemas from the Windows 8.1 era and later. A historical binary report identifies it as an API-set stub, but that is not an official end-user download listing.
Some applications include API-set forwarders or compatibility files in their own folders. That explains why the message can appear to be an application-file problem even though the name represents Windows loader behavior.
Why the error appears
The exact cause depends on the program, Windows version, and event that came before the failure. Common causes include:
- An incomplete or damaged application update
- A broken game or desktop-program installation
- Windows component corruption
- An application requiring a newer Windows API contract
- Antivirus quarantine of an application file
- A mismatch between 32-bit and 64-bit application files
- A missing dependency that causes the loader to report this name
- Disk, profile, or malware damage
“The specified module could not be found” can also mean that a dependency of the displayed module is missing. The named contract is not always the actual damaged item.
Before changing Windows, note the exact program name, the complete error text, whether it is 32-bit or 64-bit, and whether the problem began after a Windows update, application update, cleanup utility, antivirus event, disk problem, or malware removal.
Fix 1: Repair or verify the affected application
This is the most likely fix when one particular program or game produces the message.

- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
Repair keeps the application’s data where possible. If it does not help, return to the same screen and choose Reset, if available. Reset can remove application data and settings.
Not every desktop program provides these buttons. Microsoft documents the available app and program repair paths.
Classic desktop programs
- Press
Windowsand type Control Panel. - Open Control Panel.
- Select Programs, then Programs and Features.
- Select the affected program.
- Choose Repair or Change.
- Follow the installer prompts.
- Restart Windows and test the program.
Games and launcher-based software
Open the official launcher and look for Verify files, Verify integrity, Repair, or Scan and repair. Let the launcher complete the check before replacing Windows components.
If verification fails, uninstall the game or application, restart Windows, and reinstall it from the official store or publisher. This is the definitive fix when the program’s own installation is incomplete. Do not copy a replacement DLL into the game directory.

Fix 2: Install Windows updates and restart
An older Windows installation may not provide the API contract expected by a newer application.
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every applicable update.
- Restart the computer, even if Windows does not immediately require it.
- Open Windows Update again and repeat the check until no further applicable updates are offered.
- Test the affected application.
Check the application publisher’s supported Windows versions as well. Do not substitute a file from another Windows release. If the program requires a newer Windows version, updating or upgrading Windows is the correct solution.
If the application is 32-bit, install the correct 32-bit build of the application. If it is 64-bit, use the 64-bit build. Do not mix files from x86 and x64 installations.
Fix 3: Repair Windows with DISM and SFC
Use this step when several applications fail, Windows recently experienced corruption, or application repair did not resolve the error.
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Wait until the scan reaches 100 percent.
- Restart Windows and test the application again.
Microsoft recommends DISM before SFC because DISM repairs the component source that SFC uses. SFC then scans protected Windows files and replaces damaged copies where possible. See Microsoft’s System File Checker instructions.
If SFC reports that it repaired files, restart before testing. If it finds corruption but cannot repair everything, run DISM again, restart, and repeat SFC once. Do not assume this process will repair an application-local installation problem.
Running these commands manually means waiting for each scan and interpreting sometimes unclear results. Fix 4: Use a matching repair source if DISM cannot repair files
If DISM says that source files could not be found, use a matching Windows installation source. The source must closely match the installed Windows edition and servicing level.
From an elevated Command Prompt, run a command using your actual repair-source path:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the correct path. After DISM completes, run:

sfc /scannow
Microsoft provides additional repair-source guidance. Do not guess at a source from a different Windows edition.
On supported Windows 11 systems, another option may be available:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now, if shown.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings where supported.
Fix 5: Check antivirus quarantine and application architecture
Security software may quarantine a legitimate application file after an update.
- Open Windows Security or your organization’s endpoint-security console.
- Open Protection history or Quarantine.
- Look for an event involving the affected application.
- Confirm that the installer came from the official publisher or store.
- Verify the application’s digital signature where available.
- Restore a quarantined file only when the detection is demonstrably false and your security policy permits it.
- Run the application’s Repair or Verify function afterward.
Do not disable antivirus protection simply to make the application start.

A driver update is not the normal fix for this API-set error. Consider it only if the failure began with a device, graphics, storage, or security-driver change, or if Event Viewer identifies a related driver problem.
To check manually:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Prefer the hardware manufacturer’s official support channel for specialized drivers. Do not replace system DLLs as part of a driver update.

api-ms-win-core-localization-private-l1-1-0.dll is not identified by Microsoft as a Visual C++ Redistributable file. Install the official Microsoft runtime only when the application also reports an actual C/C++ runtime such as VCRUNTIME140.dll or MSVCP140.dll.
For a 32-bit application, the relevant package is VC_redist.x86.exe. For a 64-bit application, it is VC_redist.x64.exe. ARM64 applications use the ARM64 package. x86 and x64 packages can both be installed on 64-bit Windows. Use Microsoft’s latest supported Visual C++ Redistributable information.
Do not run:
regsvr32 api-ms-win-core-localization-private-l1-1-0.dll
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer, normally COM or ActiveX components. It does not restore API-set mappings or repair protected Windows components. Microsoft explains its purpose in the regsvr32 documentation.
When to use System Restore or Windows recovery
Use System Restore when a suitable restore point predates the failure and the problem began after a recent installation, update, cleanup operation, or driver change.

- Open Start.

- Choose a restore point from before the failure.
- Review the affected programs.
- Start the restore.
System Restore does not replace a damaged application reinstall. If DISM and SFC cannot repair Windows, use a matching repair source or the supported Windows reinstall option described above. Microsoft lists these choices in its Windows recovery options.
Do not download this DLL
Random DLL download sites sites can provide malware, the wrong architecture, an incompatible Windows build, or a file that does not address the real missing dependency. Copying such a file into an application folder can also create DLL search-order and version conflicts.
The safe sources are Windows Update, Microsoft’s built-in repair tools, the affected program’s official repair or installer, and the official Microsoft Visual C++ download page when a real VC runtime is named.

Is this a real Windows file?
It is a real Windows API-set contract name. A physical file with the identical name may not exist on disk because Windows can redirect the contract to a host component.
Which program causes this error?
No single mainstream program is established as the unique cause. The exact application name, Windows version, architecture, and complete error text are needed to identify the failing dependency.
Should I copy it into System32 or SysWOW64?
No. API-set mappings are handled by Windows. Copying an arbitrary file can create security and compatibility problems.
Will reinstalling Visual C++ fix it?
