uilayoutmgr.dll is a CyberLink application component, commonly associated with PowerDVD, Power2Go, YouCam, PowerDirector, PhotoDirector and Media Suite. The safest fix is to repair or reinstall the exact CyberLink program that displays the error, rather than downloading a loose DLL or copying it into a Windows system folder.
If the message appeared after an uninstall, update, disk cleanup or antivirus detection, the application installation is probably incomplete. The file is generally found in the CyberLink program’s private folder, and known public samples are predominantly 32-bit, so a 32-bit CyberLink application may need this 32-bit component even on 64-bit Windows.
What this file actually does
Public file metadata identifies uilayoutmgr.dll as CtrlFactory, with the internal name sometimes shown as CtrlFactory.dll. It belongs to the application that installed it, not to Windows itself.
The component is associated with CyberLink software that provides media playback, disc burning, webcam, video-editing, photo-editing and media-suite features. The exact binary can vary between products and releases. Historical public samples include a 32-bit 1.2.0.4302 file of approximately 0.2 MB, but that is not a universal version requirement.

Typical locations are inside the affected application’s own directory, including folders under:
C:Program Files (x86)CyberLink
Do not treat a copy in C:WindowsSystem32, C:WindowsSysWOW64, Downloads or a temporary folder as automatically legitimate. A familiar filename does not prove that a file is safe.

Fix the affected CyberLink application first
This is the fix most likely to restore uilayoutmgr.dll, because the file is part of the CyberLink installation rather than a Windows component.
Try Repair from Windows 11 Settings
- Close PowerDVD, Power2Go, YouCam, PowerDirector or the affected CyberLink program.
- Restart Windows.
- Open Start > Settings > Apps > Installed apps.
- Find the affected CyberLink product.
- Select the three-dot menu beside it.
- Choose Advanced options, if shown.
- Select Repair.
- Start the CyberLink application again.
If the program opens normally, the repair restored or corrected its installed files. If there is no Repair button, or the error remains, continue with the Control Panel method.

Try Repair or Change from Control Panel
Traditional desktop CyberLink software may not expose the Windows 11 repair controls.
- Press
Windowsand type Control Panel. - Open Control Panel.
- Select Programs > Programs and Features.
- Locate the affected CyberLink product.
- Right-click it and choose Repair or Change.
- Follow the installer prompts.
- Restart Windows and test the application.
If the installer asks for source files, use the original CyberLink installer, the download associated with your CyberLink account, or the recovery media supplied with the computer.
Reinstall the exact product and edition
If repair is unavailable or fails:
- Open Settings > Apps > Installed apps.
- Select the affected CyberLink product.
- Choose Uninstall and complete the wizard.
- Restart Windows.
- Install the matching product and version from its original official installer, CyberLink account download, OEM software portal or recovery media.
- Restart Windows again.
- Launch the application by right-clicking its shortcut and choosing Run as administrator for the first test.
Do not replace the missing file with a copy from another CyberLink product. A PowerDVD release, YouCam release and OEM Media Suite edition may use different supporting files. Mixing CtrlFactory.dll or uilayoutmgr.dll from different releases can turn a missing-file message into an entry-point or “not designed to run” error.
If the application was bundled with a PC, the manufacturer’s installer is especially important. A current retail CyberLink installer may be a different edition and may not contain the legacy 32-bit component required by that OEM release.

Check whether antivirus removed the file
A quarantine event can leave the CyberLink program installed but unable to start.
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an action involving the CyberLink installation folder or
uilayoutmgr.dll. - Do not restore the file automatically.
- Confirm that the detection refers to the legitimate CyberLink program directory and installer.
- Run a Windows Security scan.
- Prefer reinstalling the application from its trusted installer instead of restoring a questionable copy.
Microsoft warns that allowing an actual threat can expose the device. A file in a CyberLink program directory is less suspicious than a copy in a download or temporary directory, but location alone is not proof of safety.
After reinstalling, check the file’s Properties. Review its location, digital-signature information when available, and whether the file was created by the installer you trust. If Windows Security repeatedly removes it, leave the file quarantined and investigate the detection rather than repeatedly restoring it.

Check 32-bit application and dependency problems
Known public samples of uilayoutmgr.dll are predominantly 32-bit. A 32-bit application running on 64-bit Windows still needs 32-bit application files and 32-bit dependencies. Installing a 64-bit replacement does not satisfy that requirement.
First identify the exact message:
- If it names
uilayoutmgr.dll, repair or reinstall CyberLink. - If it names
MSVCP,MSVCRorMFC, install the matching Microsoft Visual C++ Redistributable architecture. - If it mentions .NET or DirectX, repair or install the specific component named by the error.
- If it says “specified module could not be found” while
uilayoutmgr.dllis visibly present, a dependency of that DLL may be missing.
For Visual C++ errors, use Microsoft’s latest supported Visual C++ Redistributable downloads. Match the architecture to the application. Older Visual C++ packages can remain installed side by side when a legacy program requires them.
After installing the dependency, restart Windows and launch CyberLink again. If the message changes to an entry-point error, stop copying files: the versions are mismatched and the application needs a clean, product-specific reinstall.
Update Windows before deeper repair
Windows updates can correct operating-system components and compatibility issues, although Windows Update will not normally restore a third-party CyberLink DLL.
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Test the CyberLink application.

Repair Windows components only when Windows itself is damaged
Use DISM and System File Checker when several Windows applications are failing, Windows features are corrupted, or the error began with broader system damage. These commands are not a normal way to restore a CyberLink DLL.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run this command and wait for it to finish:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Then run:
sfc /scannow
- Restart Windows.
- Test the CyberLink application again.
Microsoft describes DISM and SFC as tools for Windows components and protected system files. They will not normally recreate a missing uilayoutmgr.dll.
Repeating these commands without knowing what changed makes diagnosis harder. Check drivers only when the error also identifies hardware
uilayoutmgr.dll is associated with application interface code, not a hardware driver package. Reinstalling a graphics, camera or chipset driver is low priority unless CyberLink also reports a genuine device or driver failure.

- Right-click Start.

- Expand Display adapters, Cameras, Sound, video and game controllers or the category named by the error.
- Right-click the affected device.
- Choose Properties.
- Read the Device status message on the General tab.
- Use Driver > Update Driver.
- Select Search automatically for drivers.
- Restart Windows and test CyberLink.
If Windows reports a device error, obtain the driver from the hardware manufacturer or computer manufacturer. Do not register or manually copy this DLL
regsvr32 is not a general DLL repair command. It works when a DLL exports the COM registration function DllRegisterServer; there is no verified evidence that uilayoutmgr.dll is a self-registering COM library.
Running this command is therefore not a standard fix:
regsvr32 uilayoutmgr.dll
It may produce a message that DllRegisterServer was not found. Microsoft’s DllRegisterServer documentation explains when registration applies.

Also avoid these common mistakes:
- Do not copy the DLL into
C:WindowsSystem32. - Do not copy it into
C:WindowsSysWOW64. - Do not download a “newest” version and assume it matches your product.
- Do not combine
CtrlFactory.dllanduilayoutmgr.dllfrom different releases. - Do not use generic DLL repair utilities as a replacement for the CyberLink installer.
Random DLL download sites can provide malware, the wrong version or the wrong architecture, and the replacement often leaves the underlying installation problem untouched. Use the original CyberLink installer, an OEM recovery package, CyberLink support or the product download associated with your account.
If the error survives a clean reinstall
Collect the details before contacting support:
- Record the exact CyberLink product and edition.
- Note whether it came with the computer.
- Copy the full error text.
- Check the executable path in the shortcut’s Properties.
- Check whether
uilayoutmgr.dllexists beside the application files. - Review Windows Security Protection history.
- Check Event Viewer by opening Start > Event Viewer > Windows Logs > Application.
- Test whether another Windows user profile can launch the program.
- Keep the installer logs if the setup program reports an error.
For an OEM installation, contact the computer manufacturer or use its recovery media. For a retail CyberLink installation, use CyberLink support and provide the product name, version, Windows version and exact error.
If the issue clearly began after a recent installation, update or system change, System Restore may help:
- Press
Windows + R. - Enter:
rstrui.exe
- Press Enter.
- Select an appropriate restore point.
- Choose Scan for affected programs.
- Review the changes.
- Complete the restore and restart Windows.
Microsoft’s System Restore guidance explains what the process changes. System Restore should not be the first choice for a damaged CyberLink installation when the correct installer is available.
