blicectr.dll is not a normal Windows system file. It is a third-party Message Capture Library used by Black Ice printer-driver technology, and an older PaperPort installation is one of the most likely programs to request it.
The safest fix is to identify the executable and product behind the error, then repair or reinstall that exact PaperPort, printer-driver, document-processing, or OEM package. Do not download a replacement DLL from a random website or copy one into System32.
What blicectr.dll belongs to
Black Ice documents BLICECTR.DLL as a message-capture component for printer drivers. It receives messages through the printer-driver pipe interface and converts them into messages that an application can use.
That means the file may be installed by:
- An older ScanSoft or Nuance PaperPort release
- A Black Ice printer-driver product
- A document-processing application bundled with Black Ice technology
- An OEM printer or imaging package
PaperPort is a particularly important lead when the error appears during startup. A historical PaperPort case reported this message:

pptd40nt.exe - Unable to Locate Component
This application has failed to start because blicectr.dll was not found.
Re-installing the application may fix this problem.
The executable name matters more than the DLL name. blicectr.dll tells you which component is missing, but the program named in the error tells you which installation should be repaired.

blicectr.dll should normally be located inside the owning application’s folder, not in C:WindowsSystem32 or C:WindowsSysWOW64. A 64-bit Windows installation can still run a 32-bit PaperPort or printer utility, so do not assume that Windows architecture and application architecture are the same.
Fix 1: Identify the executable and its installation path
Start here before running system repair commands.
If the error is visible
- Write down the complete error message.
- Record the executable name, such as
pptd40nt.exe. - Note whether the error appears when starting PaperPort, printing, scanning, or signing in to Windows.
- Take a screenshot if the message disappears quickly.
If the message appears during boot, open Task Manager:
- Press
Ctrl+Shift+Esc. - Select Startup apps.
- Look for PaperPort, ScanSoft, Nuance, Black Ice, printer utilities, scanning software, or an unknown entry.
- Right-click a likely entry and select Open file location.
- Record the folder and executable name before disabling anything.
Do not disable a startup entry merely because its name is unfamiliar. Confirm that it belongs to an obsolete PaperPort or printer-related installation.

Search for the file
- Open File Explorer.
- Select This PC.
- Search for
blicectr.dll. - Right-click each result and select Open file location.
- Record the full path.
A path under an application directory is useful evidence. A copy in a Windows directory is not automatically the correct copy. Multiple copies can create version and search-order problems.
Fix 2: Repair or reinstall the owning application
This is the most likely fix for a missing blicectr.dll.
Repair a modern application entry
- Press
Windows+I. - Select Apps.
- Select Installed apps.
- Search for PaperPort, ScanSoft, Nuance, Black Ice, a printer driver, or the document application named in the error.
- Select the three-dot menu beside the product.
- Choose Advanced options, if available.
- Select Repair.
- Restart Windows and test the application.
Not every legacy program provides a Repair button. If there is no Repair option, continue with the original installer.

Use the original installer
- Locate the PaperPort, printer-driver, or OEM installation media.
- If the product is still installed, back up documents and application settings where appropriate.
- Run the installer as an administrator.
- Choose Repair, Modify, or Reinstall if the installer offers one.
- Restart Windows.
- Launch the program that originally produced the error.
- Test the related printer or scanner function.
For an old PaperPort installation, reinstalling PaperPort is preferable to copying blicectr.dll manually. The installer should restore the DLL and any companion files, shortcuts, services, registry entries, and dependencies required by that particular release.

If the application is no longer needed, uninstall it instead:
- Open Settings.
- Select Apps and then Installed apps.
- Find the obsolete PaperPort or printer package.
- Select the three-dot menu.
- Choose Uninstall.
- Restart Windows.
- Check Startup apps again for an orphaned entry.
If the error disappears after removal, the problem was likely an obsolete startup component rather than a Windows-wide DLL failure.
Fix 3: Check antivirus quarantine
A security product may have quarantined the file, or it may have removed a damaged copy.

- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any detection related to PaperPort, Black Ice, the printer package, or
blicectr.dll. - Confirm the original file path and parent product.
- Restore the file only if the application came from a trusted installer and the detection is understood.
- Reinstall the parent product instead when provenance is uncertain.
Restoring a quarantined file is not a substitute for checking the installation. If the file was genuinely malicious or the application package is untrusted, leave it quarantined and obtain a clean installer from the product owner.
After restoring or reinstalling, run a full security scan and start the application again. If the file is immediately quarantined again, do not repeatedly restore it. Investigate the detection and replace the entire application installation.

Fix 4: Check driver architecture and reinstall the printer package
Black Ice documentation distinguishes between 32-bit and 64-bit printer-driver installations. An old 32-bit PaperPort or printer utility can run on 64-bit Windows, but it still needs the correct 32-bit components.
First check Windows:
- Press
Windows+I. - Select System.
- Select About.
- Read System type.
Then inspect the printer software:
- Press
Windows+X. - Select Device Manager.
- Expand Printers, Print queues, and Software devices.
- Right-click the related printer or driver.
- Select Properties.
- Review the Driver tab and record the provider, date, and version.
- Use Uninstall device only when you have the correct replacement installer available.
After uninstalling the old package, restart Windows and install the matching driver from the printer or software manufacturer. If the error began immediately after a driver update, open the device’s Properties, select the Driver tab, and choose Roll Back Driver when that button is available.
Do not install a 64-bit DLL into a 32-bit application’s folder or a 32-bit DLL into a 64-bit application’s folder. The number of bits must match the process that loads the DLL, not merely the Windows edition.
Manually comparing printer-driver versions and finding the correct architecture can take time, especially on a system with several old devices. Reinstalling the specific PaperPort or printer application remains the definitive fix when that application owns blicectr.dll.
Fix 5: Check for a missing dependency
A DLL can exist and still fail to load. The problem may be a missing dependency, a damaged companion file, a blocked file, or an incompatible application generation.
Check the application path first:
- Locate the executable named in the error.
- Open its folder.
- Confirm whether
blicectr.dllis present beside it or in a documented application subfolder. - Right-click the DLL and select Properties.
- If an Unblock checkbox appears on the General tab, use it only when the file came from a trusted installer.
- Select Details and record the available file information.
Do not assume that a historical public version or file size is correct for every installation. There is no universal current version that should be substituted across PaperPort and Black Ice products.

If the error names a Microsoft Visual C++ runtime dependency, repair or reinstall the matching Microsoft Visual C++ Redistributable. Do not install it merely because blicectr.dll is missing. blicectr.dll itself is not a Microsoft Visual C++ Redistributable file.
To look for broader loader failures:
- Press
Windows+R. - Enter
eventvwr.msc. - Press Enter.
- Open Windows Logs.
- Select Application.
- Look for an error at the same time as the failed launch.
- Record the application name, faulting module, and dependency named in the event.
Fix 6: Repair Windows components when Windows itself is damaged
SFC and DISM repair Windows components. They normally will not recreate a third-party Black Ice DLL, so use them as secondary checks rather than as the primary PaperPort repair.

Install pending Windows updates first:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
Then open an elevated Command Prompt:
- Open Start.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish. Then run:
sfc /scannow
Restart Windows and test the application.
If SFC reports that it repaired files, test again. If it reports that it could not repair everything, repeat the product repair steps and inspect the CBS or Application logs. Do not expect SFC to download or recreate blicectr.dll.
Repeatedly hunting for corrupted Windows components and rerunning SFC or DISM can obscure the actual parent application. System Restore is appropriate when the error began immediately after a driver installation, application update, or other system change and a suitable restore point exists.
- Press
Windows+R. - Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Review the applications and drivers that may be reverted.
- Select Next, then Finish.
System Restore can reverse installed programs, drivers, and settings. It does not provide a universal DLL replacement. If the error began after removing PaperPort, reinstalling the application is usually more direct.
What not to do
Do not download a random DLL
DLL download sites sites may provide malware, the wrong architecture, an incompatible historical build, or a file that does not include the dependencies the application needs. Even a clean file may not fix the missing installer registration, companion DLLs, driver package, or startup entry.
Use the original PaperPort or OEM installer, or the official Black Ice product package. Restore from antivirus quarantine only after confirming the file and parent software are trusted.

System32 is not a universal destination for third-party DLLs. Copying blicectr.dll there can create DLL search-order conflicts, make future troubleshooting harder, and cause one application to load an incompatible copy.
Keep the file in the folder required by the owning application or driver installer.

Do not run regsvr32 by default
regsvr32 is intended for self-registering COM/OLE DLLs and ActiveX controls. A printer-driver support or runtime DLL may not contain a DllRegisterServer entry point, so registration can produce an “entry point was not found” error without repairing anything.
Only run regsvr32 when the product’s own documentation specifically requires it. Use the tool matching the application architecture, and follow the vendor’s exact path and command. Black Ice’s message-capture documentation does not establish a general regsvr32 repair procedure for this file.
If the error remains
Collect these details before contacting the product owner or reinstalling again:
- The exact error text
- The executable named by the error
- The full path of that executable
- Every path where
blicectr.dllwas found - Windows edition and system type
- PaperPort, printer-driver, or application version
- Driver provider and driver version
- Event Viewer application entry
- Windows Security detection or quarantine action
- Whether the failure began after an uninstall, update, restore, backup recovery, or cleanup
This information distinguishes a missing file from a bad dependency, wrong architecture, blocked file, damaged installation, or orphaned startup entry.
FAQ
Is blicectr.dll a Windows file?
No. It is associated with Black Ice printer-driver technology and applications that bundled or used that technology. It should not normally be supplied by Windows or placed in System32.
Is blicectr.dll always part of PaperPort?
No. PaperPort is a well-documented historical consumer of the DLL, but Black Ice printer-driver packages and other document or OEM applications may also install it. Check the executable and file path.
Should I install a DLL from the internet?
No. Use the original parent application or printer-driver installer. A random DLL may be malicious, incompatible, or unable to solve the underlying installation problem.
Will SFC restore blicectr.dll?
