api-ms-win-rtcore-ntuser-window-l1-1-0.dll is a genuine Windows API-set name, but it is not a DLL you should download from a file mirror. The safest fix is to identify the program that fails, update Windows, repair system files, and then repair or reinstall that application from its official source.
What this file actually does
Microsoft documents API-MS-Win-RTCore-NTUser-Window-l1-1-0.dll as an API location associated with the Windows EnumWindows API. That means the name is not random malware text or an invented third-party runtime.
The important detail is that this is an API-set contract. Microsoft explains that API-set names are loader-resolved contracts. Windows uses its API-set schema to map the contract to the implementation DLL that matches the installed Windows version and architecture. The name may therefore not correspond to a physical file that should be visible in C:WindowsSystem32 or C:WindowsSysWOW64.
The .dll suffix is loader syntax, not proof that a standalone file belongs in one of those folders. Do not assume that copying a file with this name from another computer will restore the correct Windows implementation.

The error is usually raised by the program that installed or uses the dependency. Typical wording includes:
- “The program can’t start because api-ms-win-rtcore-ntuser-window-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because api-ms-win-rtcore-ntuser-window-l1-1-0.dll was not found.”
- “There was a problem starting api-ms-win-rtcore-ntuser-window-l1-1-0.dll. The specified module could not be found.”
- “api-ms-win-rtcore-ntuser-window-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
These are commonly indexed error variants, not proof that one particular game, driver, or installer is responsible.
Match the symptom to the likely cause

First record the exact program name and error text. Then press Windows + R, type winver, and press Enter. Note the Windows edition and version. To check whether Windows is 32-bit or 64-bit, open Settings > System > About and look under System type.
The API-set contract itself is not simply a “32-bit DLL” or “64-bit DLL.” Windows selects the appropriate implementation for the process. A 32-bit application still needs compatible 32-bit dependencies, while a 64-bit application needs 64-bit-compatible dependencies. Third-party file listings are not reliable proof of what your program requires.
Fix 1: Update Windows and restart
A newer application can request an API contract that an older Windows release does not provide. Updating Windows also replaces supported system components through Microsoft’s servicing process.
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected application again.
If the error disappears, the problem was likely an outdated Windows build or a component corrected by the update.

If Windows reports that the device is already up to date but the application requires a newer operating system, check the program publisher’s supported Windows versions. Do not force the program to use a DLL copied from another release.
Windows 10 support ended on October 14, 2025. A Windows 10 system that cannot move to a supported release should be treated as a compatibility and security concern. Microsoft provides additional guidance through its Windows support and compatibility information.
Fix 2: Repair Windows components with DISM and SFC
If more than one application fails, or the message appears during Windows startup, repair the component store and protected system files. Microsoft recommends running DISM before System File Checker.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. The scan can take time and may appear to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
DISM repairs the Windows component store that SFC uses as a source. SFC then checks protected Windows files and replaces damaged copies when possible. Microsoft’s full procedure is documented in Using System File Checker in Windows.
Success means DISM completes without an unrepaired error and SFC reports that it found no integrity violations or repaired corrupted files. If SFC says it could not fix some files, restart and run the two commands again. If corruption remains, use System Restore or Windows recovery rather than downloading an API-set file.
Repeating SFC and DISM without knowing whether the component store is actually repaired can be tedious. When only one program fails, the application installation is the strongest suspect. The file may be missing from that program’s package, the installation may contain an incorrect dependency, or an update may have left it incomplete.

For a Microsoft Store or supported Windows application:
- Open Start > Settings > Apps > Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the program again.
The Repair option attempts to correct the installation without removing its data. If it is unavailable or does not help, return to the same screen and select Reset only if you understand that the application’s local data may be removed.
For a desktop game or launcher:
- Open the game launcher.
- Find the affected game in your library.
- Open its settings or properties.
- Choose Verify files, Verify integrity, Repair, or the equivalent option.
- Allow the launcher to replace damaged files.
- Restart the launcher and test the game.
If verification fails or the error remains:
- Uninstall the application from Settings > Apps > Installed apps.
- Restart Windows.
- Download the installer from the application publisher, Microsoft Store, or the official game launcher.
- Install the program again.
- Apply its current updates before launching it.
For this error, reinstalling the affected program remains the definitive application-side fix. If a clean official reinstall still fails, the program may have been built against an unavailable Windows API or shipped with an invalid dependency. Contact its publisher with the exact error, application version, Windows version from winver, and whether Windows is 32-bit or 64-bit.

Security software can remove an application file, but the filename alone does not prove that quarantine caused the error.
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event created when the application stopped working.
- Expand the event and inspect the original path, publisher, and detection details.
Restore or allow a file only when you have verified that it came from the application’s official installation directory and has the expected publisher signature or hash. Do not restore an unknown DLL merely because its name appears in an error.
If nothing relevant appears in Protection history, reinstall the application from its official source instead. Microsoft’s Protection History guidance explains how these events are reviewed.

Run a full scan if you suspect unwanted software:
- Open Windows Security > Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
Fix 5: Restore Windows after a recent change
Use System Restore when the error began immediately after installing software, a Windows update, or a driver.

Windows+R. - Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the problem began.
- Select Scan for affected programs if available.
- Review the programs and drivers that will be affected.
- Select Close, then Next > Finish.
- Allow Windows to restart.
System Restore does not replace personal documents, but it can remove applications or drivers installed after the selected restore point. Microsoft describes the process in its System Restore instructions.
Fix 6: Reinstall or update a related driver only when evidence points there
A driver change can expose compatibility problems, but this filename is not evidence that a particular graphics, chipset, audio, or storage driver is responsible. Use Device Manager only when the error started after a driver change or Windows reports a device problem.
- Right-click Start and open Device Manager.
- Expand the relevant category, such as Display adapters or System devices.
- Right-click the device and select Properties.
- Open the Driver tab.
- Review the driver provider, date, and version.
- If the problem began after an update, select Roll Back Driver when available.
- Otherwise choose Update Driver > Search automatically for drivers.
- Restart Windows and test the application.
For a clean graphics-driver repair, use the graphics manufacturer’s official installer and select its clean-install option when offered. Do not remove random Windows API-set files from the driver directory.
Manually checking dozens of hardware packages and matching each version is slow. Outbyte Driver Updater can scan for outdated drivers and identify what needs attention; driver installation through the full version is optional, and a driver update is not a guaranteed fix for this API-set error.
Fix 7: Repair Windows without deleting your files
If DISM, SFC, updates, and System Restore do not resolve failures across Windows, Windows 11 provides a repair reinstall:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
- Keep the computer connected to power and restart when requested.
This reinstalls the current Windows version while preserving apps, files, and settings where supported. The option may not appear on every installation. Microsoft explains the feature in Fix issues by reinstalling the current version of Windows.

What not to install
Do not download api-ms-win-rtcore-ntuser-window-l1-1-0.dll from a random DLL download site or copy it into System32, SysWOW64, or the application folder. A replacement can contain malware, have the wrong architecture or Windows build, lack the expected exports, carry an invalid signature, or simply fail to address the missing dependency behind the message.
There is no Microsoft redistributable package specifically named for this API-set contract. Visual C++, DirectX, and .NET are not universal solutions. Install the official Visual C++ Redistributable only when the error also names a Visual C++ runtime such as vcruntime or msvcp, and match the application architecture. A 32-bit application commonly needs the x86 package even on 64-bit Windows.

regsvr32 normally does not apply. It is intended for self-registering DLLs that expose registration entry points such as DllRegisterServer; API-set contracts and ordinary runtime dependencies are not registered this way. Running it may produce an entry-point error. Microsoft documents its behavior in the regsvr32 command reference.

Is api-ms-win-rtcore-ntuser-window-l1-1-0.dll genuine?
Yes. Microsoft’s API metadata lists the related API-set name. It is a Windows API contract, not proof that a standalone downloadable file should exist on the computer.
Should it be in System32 or SysWOW64?
Not necessarily. API-set names can be virtual aliases resolved by the Windows loader, so you should not use the absence of a visibly named file as the repair test.

Is the problem caused by malware?
Not automatically. Check Windows Security Protection history and run a full scan before drawing that conclusion.

If every repair succeeds but the error remains, the application vendor needs a crash report or dependency trace because the DLL name alone cannot identify the exact trigger.
