ngscm64.dll is a Nokia PC Suite/Nokia Suite-era application file, not a Windows DLL. The safest fix is to repair or reinstall the Nokia software that owns it, or uninstall that obsolete software if you no longer use it.

What this file actually does

ngscm64.dll is associated with Nokia’s Next Gen Suite Common Modules, a component used by Nokia PC Suite and related Nokia phone-integration software. It supported parts of the suite’s phone browser and Windows integration, so the error may appear when launching PC Suite or while Windows Explorer loads a Nokia shell component.

It is not supplied by Microsoft, Windows Update, DirectX, a graphics driver, or the Windows runtime. Do not copy it into C:WindowsSystem32 or C:WindowsSysWOW64.

Historical Nokia PC Suite inventories place the file inside directories such as:

C:Program FilesNokiaNokia PC Suite 7NGSCM64.dll
C:Program Files (x86)NokiaNokia PC Suite 7NGSCM64.dll

The Program Files (x86) location is normal for 32-bit Nokia software installed on 64-bit Windows. The 64 in the filename describes the catalogued file architecture; it does not mean the file belongs in a Windows system folder.

Reported messages include:

  • “The program can’t start because ngscm64.dll is missing from your computer.”
  • “The code execution cannot proceed because ngscm64.dll was not found.”
  • “There was a problem starting ngscm64.dll.”
  • “ngscm64.dll is either not designed to run on Windows or it contains an error.”

The exact application raising the message still needs to be identified. A historical file record lists version 7.1.180.94 and a size of approximately 1.2 MB, but those details are third-party historical metadata, not a current Nokia package specification.

Causes and symptoms

What you see Most likely cause Best response
Error when opening Nokia PC Suite Missing or damaged Nokia installation Repair or reinstall PC Suite
Error after antivirus activity File was quarantined or deleted Check Protection history, then repair the suite
Error after uninstalling Nokia software Stale startup or shell reference Remove the obsolete program and startup entry
Error during Windows Explorer startup Nokia phone-browser integration is still loading Uninstall or reinstall PC Suite
“Specified module could not be found” although the file exists A dependency is missing or incompatible Reinstall the complete Nokia package
“Not designed to run on Windows” Corruption, wrong architecture, or dependency failure Reinstall the matching Nokia release
Error from an unfamiliar folder Counterfeit file or unrelated software Scan it and inspect its provenance

Fix 1: Identify the program that is calling ngscm64.dll

Do this before downloading anything or running Windows repair commands.

Check the error window

Read the title bar and surrounding text. If it names Nokia PC Suite, Nokia Suite, Nokia Phone Browser, or a Nokia executable, the owner is clear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the message appears during startup, close it and continue with the checks below.

Check installed applications

  1. Press Windows + I.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on some Windows 10 builds.
  4. Search for Nokia, PC Suite, or Suite.
  5. Select the entry and note whether Modify, Repair, or Uninstall is available.

You can also open Control Panel, select Programs, then Programs and Features and search the list for Nokia software.

Check the file path

If a copy of the file exists:

  1. Open File Explorer.
  2. Search the system drive for ngscm64.dll.
  3. Right-click a result and select Open file location.
  4. Confirm whether it is inside a Nokia PC Suite directory.

A file in the expected Nokia application folder is consistent with the known software association. A copy in a temporary folder, a downloads folder, or an unrelated application directory deserves additional scrutiny. The path alone does not prove that a file is malicious.

Check startup references

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Select Startup apps.
  3. Look for Nokia, PC Suite, Phone Browser, or an entry marked Unknown.
  4. Right-click a suspicious Nokia-related entry and choose Disable temporarily.
  5. Restart Windows.

If the error disappears, the missing file is probably being requested by that startup component rather than by Windows itself.

Fix 2: Repair or reinstall Nokia PC Suite

This is the most likely solution if you still need an old Nokia phone, stored contacts, phone backups, or PC Suite features.

First, preserve any accessible phone data and backup files. Then:

  1. Open Settings with Windows + I.
  2. Select Apps.
  3. Open Installed apps or Apps & features.
  4. Find Nokia PC Suite or related Nokia software.
  5. Select the three-dot menu, if present.
  6. Choose Modify, Repair, or Uninstall.
  7. If a repair option is offered, run it and restart Windows.

If there is no repair option:

  1. Uninstall Nokia PC Suite and its related Nokia components.
  2. Restart Windows.
  3. Install the original Nokia package for the phone and Windows environment.
  4. Restart again before testing PC Suite.

Use original installation media or a verifiable Nokia-hosted historical package. Nokia PC Suite is discontinued, and a currently verifiable official installer page may not be available. Do not replace the missing file with a similarly named NGSCM.dll; the 32-bit and 64-bit components are not interchangeable.

A successful repair normally lets PC Suite open without the loader message and restores its phone connection or browser features. If the same error remains, uninstall the complete Nokia suite, restart, and perform a clean reinstall rather than adding individual DLL files.

Fix 3: Check whether Microsoft Defender quarantined the file

An antivirus action may explain why PC Suite suddenly stopped working.

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review detections involving ngscm64.dll, Nokia PC Suite, or the Nokia installation directory.
  5. Open a detection to view its path and action.

Microsoft explains that restoring a quarantined item puts it back on the device and may require allowing it afterward in Protection History.

Restore the file only when all of these are true:

  • It came from your original, trusted Nokia installation.
  • The detected path is the expected Nokia application directory.
  • You have checked the detection details.
  • You are prepared to repair or reinstall the full suite afterward.

Do not disable antivirus protection merely to accept an unverified DLL from an archive. If the file came from a random download or unofficial repackaged installer, remove it and obtain a trusted installation instead. Microsoft’s general guidance is available in Virus & threat protection.

Fix 4: Remove Nokia software if you no longer need it

If you no longer use the phone, PC Suite backup, or Nokia phone browser, uninstalling the obsolete software is safer than restoring a loose DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings with Windows + I.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for Nokia and PC Suite entries.
  5. Uninstall the main suite and related Nokia components.
  6. Restart Windows.

Then check for stale startup items:

  1. Open Task Manager with Ctrl + Shift + Esc.
  2. Select Startup apps.
  3. Disable remaining Nokia entries.
  4. Open Task Scheduler by searching for it in Start.
  5. Review Task Scheduler Library for clearly identified Nokia tasks.
  6. Disable or remove only tasks that belong to the uninstalled Nokia software.

Do not delete unfamiliar tasks solely because they mention a DLL. If Windows Explorer still crashes or displays the message, start with the Nokia entries and review recently installed shell or phone-browser integrations.

Fix 5: Repair phone drivers only when Device Manager shows a driver problem

ngscm64.dll is an application library, not a device driver. Driver work is relevant only if PC Suite also fails to detect the phone or Device Manager shows an error.

  1. Connect the phone, if it is safe to do so.
  2. Right-click Start and select Device Manager.
  3. Expand Portable Devices, Universal Serial Bus controllers, and any Nokia-related category.
  4. Right-click the affected device.
  5. Select Properties and read the Device status message.
  6. Under Driver, choose Update Driver and select Search automatically for drivers.
  7. If the device remains broken, choose Uninstall device, disconnect the phone, restart Windows, and reconnect it.
  8. Install the original Nokia connectivity package if the phone requires one.

Do not replace ngscm64.dll as though it were a driver. If the error is solely about the DLL, reinstall PC Suite instead.

When manually hunting through old hardware packages and repeating driver installs, Outbyte Driver Updater can scan for outdated drivers and show what needs attention; its full-version driver installation is optional, and it is not a substitute for reinstalling Nokia PC Suite.

Fix 6: Use DISM and SFC only for broader Windows corruption

Windows repair commands do not normally restore a private Nokia application DLL. Use them when Windows itself has additional symptoms, such as damaged built-in apps, repeated system-file errors, or update failures.

  1. Open Start and type Command Prompt.
  2. Right-click Command Prompt.
  3. Select Run as administrator.
  4. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.

Microsoft documents the correct order and procedure in its System File Checker guidance.

If these commands report that Windows files were repaired but Nokia PC Suite still shows the same error, return to the application repair. Windows commands are not a replacement for reinstalling Nokia software.

When manually repeating SFC and DISM without knowing what changed becomes the problem, Outbyte PC Repair can scan for broader Windows issues and show its findings; repairs require the full version, and reinstalling Nokia PC Suite remains the definitive fix for this application DLL.

Why regsvr32 usually does not apply

Do not routinely run:

regsvr32 ngscm64.dll

regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. Microsoft documents its purpose and syntax in the regsvr32 command reference, but ngscm64.dll is not established as a COM or ActiveX server.

If registration fails, it does not repair a missing application dependency and may add confusion. Reinstall the complete Nokia package instead.

If the error appears during Explorer startup

A Microsoft Q&A crash report shows NGSCM64.dll loading from a Nokia PC Suite directory during Windows Explorer failures. This makes Nokia shell or phone-browser integration a credible cause when the desktop, folders, or right-click menus trigger the message.

Use this order:

  1. Disable Nokia entries in Task Manager > Startup apps.
  2. Uninstall Nokia PC Suite if it is no longer required.
  3. Restart Windows.
  4. If you still need it, reinstall the complete suite rather than restoring only the DLL.
  5. Check Event Viewer > Windows Logs > Application for the faulting application and module.

If Explorer becomes unstable, start Windows in Safe Mode and remove the Nokia software from Settings or Control Panel there.

Avoid separate DLL downloads

Random DLL sites can provide malware, the wrong release, the wrong architecture, or a file with missing dependencies. Even a clean replacement may leave the underlying Nokia installation, startup entry, or shell integration broken.

The safe sources are your original Nokia installation media, a trusted backup of the exact installer, or a verifiable Nokia-hosted historical package. If no trustworthy installer can be sourced, preserve phone data and backups before experimenting with third-party archives. An older dedicated Windows environment may be safer than placing an unverified DLL into a modern system.

FAQ

Is ngscm64.dll part of Windows?

No. It belongs to Nokia PC Suite/Nokia Suite-era software and should remain in the Nokia application directory.

Why is it in Program Files (x86)?

Older Nokia software may be 32-bit and therefore installs under Program Files (x86) on 64-bit Windows. Do not move the file based on its name.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I copy it into System32 or SysWOW64?

No. Copying it into a Windows system directory is not the correct repair and can create version or architecture conflicts.

What if the file exists but Windows still says it is missing?

“Specified module could not be found” can mean a dependency of the named DLL is missing. Reinstall the complete Nokia suite instead of copying another standalone file.

Will Windows 11 run Nokia PC Suite?

Old Nokia software may not function reliably on Windows 10 or Windows 11 even after repair. If reinstalling fails, use trusted historical media or an older supported Windows environment for the phone software.

Should I use System Restore?

Only if the problem clearly began after a recent change and no safer application repair is available. System Restore does not identify or repair the Nokia owner by itself.
