Steam usually asks you to verify a credit card to confirm that you are authorized to use a newly added payment method or to remove a payment-related restriction. Its official process uses two small pending authorizations sent to your card account—not necessarily two completed purchases. You then enter the exact, unconverted amounts on Steam’s verification page.
This is different from an incorrect billing address, a normal card decline, an account-recovery check, or a phishing message. Open Steam or Steam Support directly rather than following an unsolicited verification link.
What Steam credit-card verification means
Steam describes card verification as a way to remove restrictions associated with using a new credit card. It is a payment-security and card-ownership check. Valve’s public policies confirm that users must be authorized to use their payment method, but Valve does not publish every internal trigger used by its payment processors.

It does not automatically mean your card was stolen or that Steam is charging you twice.

Steam may call the method a credit card even when you are using a debit card. Compatibility and verification behavior can vary by issuer, country, currency, and card type, so virtual, prepaid, and debit cards may not work identically.
How to verify your card safely
- Open the Steam client or manually visit Steam’s official Credit Card Verification page.
- Select the card Steam asks you to verify.
- Check the card issuer’s website or app for two small pending transactions. Look at the card’s transaction history, not just your email.
- Enter the exact amounts requested by Steam. Use the original, unconverted amounts where applicable; do not rely on rounded or currency-converted figures.
- Submit the details carefully.
Important: Steam says you have only three verification attempts. Do not guess repeatedly or make additional purchases just to generate another authorization.
Why are there two small pending transactions?
The two entries are temporary authorization checks. They may appear as “pending,” “authorization,” or similar wording. They are not automatically two completed purchases, although they can temporarily reduce your available balance or credit.

They may take time to appear, and banks can display foreign-currency transactions differently from Steam’s verification page. A bank app may convert, round, group, or temporarily hide an authorization. Steam specifically instructs users to enter the exact unconverted amounts when those are requested.

There is no universal release time. The way a pending authorization disappears or is reversed depends on the card issuer, payment processor, card network, region, and transaction status.
If the authorizations do not appear
- Check the card issuer’s pending-transaction area, not only settled transactions.
- Confirm that you are looking at the same card selected on Steam, especially if several cards are saved.
- Check whether the issuer blocks small online or foreign-merchant authorizations.
- Contact the card issuer if the entries remain absent or the card is preventing online payments.
- Do not spend your remaining verification attempts by entering guessed amounts.
- Contact Steam Support if the page fails, the wrong card is selected, the card was charged, or the restriction remains.
If the card belongs to a family member or another person, do not pretend to be the cardholder. The cardholder may need to contact the issuer or help resolve the payment issue.
Steam says my billing address is incorrect
An address error is an Address Verification System (AVS) failure, not the same as the two-authorization card check. Steam compares the billing details you enter with the information stored by the card issuer.

Use the address registered with the issuer—not necessarily your current residence, shipping address, or Steam profile address. Check the street spelling, apartment or unit number, postal code, and country. If you recently moved, the bank may still have your old address.

Steam says it will not force through a transaction that failed this check. A pending bank entry can still appear while the issuer releases the authorization under its own policy. Steam also says a failed purchase may remain available at the sale price through a retry link for up to 72 hours; see its official billing-address guidance.
Steam says my card was declined
A generic card decline is a separate problem. Follow Steam’s card-decline guidance and check:
- Whether the card is enabled for online and, where relevant, international transactions.
- Your available credit or account balance.
- The card number, expiration date, security code, country, and billing address.
- Whether the issuer blocked the transaction.
Contact the card issuer and ask why the Steam payment was declined. You can use another legitimate payment method if necessary, but repeatedly retrying a rejected transaction can create more pending authorizations and complicate troubleshooting.
Why did my game appear and then disappear?
Steam may temporarily let you play a recently purchased game while the card payment is still being authorized. If the issuer later declines the transaction, Steam may remove the game from your Library and ask you to purchase it again. That behavior does not by itself prove that your account was hacked or that Steam issued a refund. More details are available in Steam’s payment-authorization support article.

- TEST THE CARD: Test the card is working at your local supermarket. At the self-service checkout machines, combine the card and a contactless card on the payment reader. Payment with the contactless card will be blocked and an error message should occur on the reader.
How to tell whether the request is phishing
Start the process from the Steam client or by typing an official Steam address yourself. Check that the site uses steampowered.com or an official Steam subdomain.
Do not follow verification links from unsolicited emails, Discord messages, social-media replies, or accounts claiming to be “Steam admins.” Ordinary automated card verification should not require you to send a stranger your full card number, CVV, Steam password, Steam Guard code, recovery code, or a bank one-time passcode.
Stop immediately if a page requests remote access, cryptocurrency, gift cards, or an unusual identity document. If you entered credentials on a suspicious page, change your Steam password from a clean device, secure the email account connected to Steam, review and revoke suspicious sessions where available, and contact Steam through its official support site.

Stop after an error and compare the amounts, card, transaction order, currency, and billing details. Common causes include entering converted amounts, reading the wrong card account, mistaking a rounded bank display for the original amount, submitting before the authorizations appeared, or selecting a different saved payment method.

If all three attempts are used, contact Steam Support rather than trying workarounds or repeatedly changing cards. Include the transaction date, the last four digits of the card if Steam’s official form requests them, and relevant error details—but never include the full card number, CVV, password, Steam Guard code, or bank authentication code unless an official support form specifically and securely requests information appropriate to your case.
A support request to establish account ownership is also different from the automated two-authorization card check. Follow only the evidence requested by the official Steam Support form.
Can another payment method help?
PayPal or another available payment method may avoid this particular card-verification flow, but it has its own account and verification rules. A Steam Wallet code can avoid entering a bank card into Steam, although it must come from a trustworthy retailer and may not remove an existing account restriction. Using another card may work if the original issuer or card profile is the problem, but switching methods repeatedly is not a substitute for resolving a failed verification.
