To change the Steam server used for downloads, open Steam → Settings → Downloads → Download Region. Choose the region closest to you, then pause and resume the download. If it is already selected or performs poorly, test the next-closest region.
Important: Steam’s Download Region is different from your Store Country. Changing the download region can affect which content server delivers a game, but it does not change your currency, prices, account country, or regional purchasing eligibility.
Change Steam’s download region
These instructions apply to the current desktop Steam client. Valve’s support documentation places the control at Steam → Settings → Downloads → Download Region.
- Open the Steam desktop client and sign in.
- Select Steam in the upper-left corner.
- Open Settings.
- Select Downloads.
- Open the Download Region dropdown.
- Choose the region geographically closest to you.
- Close Settings, pause the download, and resume it.
If your nearest region is already selected, Valve recommends trying the next-closest region. You do not normally need to change your Steam account country to fix a slow or unavailable download.

Which Steam region should you choose?
Start with the closest available region, then compare nearby alternatives. A practical order is:
- Your actual nearest region.
- A nearby region in the same broad geographic area.
- Another nearby option if the first choices are congested or unreliable.
Judge regions by sustained performance and reliability over several minutes, not by a brief speed spike. The closest region is the best starting point, but it is not guaranteed to be fastest: temporary congestion and your internet provider’s routing can affect the result. A distant country is not automatically a better choice and may make performance worse.
How to test whether the change helped
- Pause the current download.
- Change Download Region.
- Resume the same download.
- Watch the sustained transfer rate for several minutes.
- Return to the previous region or try another nearby region if performance declines.
Valve specifically recommends changing regions when Steam cannot find a usable content server for a game. You can also consult Steam’s content-download statistics page for general regional context. It is informational, not a guaranteed real-time outage monitor, and a busy region will not perform identically for every internet provider.

What if changing regions does not help?
A region change can help when the selected content servers are overloaded, unavailable, or poorly suited to your connection. It cannot fix every download problem. Work through this checklist:

- Try another nearby region rather than jumping repeatedly between distant countries.
- Check Steam’s download settings for a configured speed limit.
- Pause and resume the download, then restart Steam if necessary.
- Test another device or service on the same connection.
- Use wired Ethernet temporarily if Wi-Fi interference may be involved.
- Restart your router and Steam.
- Check available disk space and whether the storage drive is busy or slow.
- Retry later if several nearby regions perform poorly.
A display of 0 B/s does not always mean the content server has failed. Steam may be processing, unpacking, or writing downloaded files to disk, or waiting for another queued operation. Check disk activity and the download details before changing regions repeatedly.
If only one game fails while other Steam downloads work, the problem may be specific to that game’s content configuration. Valve’s troubleshooting guidance covers cases where no configured content server is available for a particular game; persistent game-specific failures should be taken to Steam Support.
Download Region versus Store Country
“Steam region” can refer to two unrelated settings:

Changing Download Region does not change your store country, billing country, prices, currency, or eligibility for region-specific products. It also is not a VPN.
If you mean changing your Steam Store Country
Steam treats store-country changes as a matter of genuine residence, not download troubleshooting. According to Valve’s support guidance, the store country is initially based on the location of your first Steam purchase. If you have moved or are living abroad for an extended period, Steam may offer a country update during checkout.
In that situation, the practical process is:
- Sign in from the country where you now live.
- Add an item to your cart and proceed toward checkout.
- Look for the option to update the store country.
- Select your actual new country of residence.
- Complete the purchase with a payment method issued in that country.
This is not a general country picker. Valve says the change is available in appropriate relocation circumstances, is limited to once every three months, and cannot be completed with Steam Wallet codes or CD keys.
Traveling does not automatically justify changing the store country. Valve’s guidance says a user traveling temporarily cannot switch the store country simply to buy from the travel location.

Do not use a VPN or proxy to disguise your residence for cheaper regional pricing or to bypass geographical restrictions. Valve’s Subscriber Agreement prohibits IP proxying or other methods of concealing your residence for those purposes and says Valve may terminate the account. The agreement page lists a revision date of April 20, 2026.

This does not mean every ordinary VPN connection automatically results in a ban. The relevant distinction is why it is being used: a VPN for general privacy or network security is different from using one to falsify your Steam country, obtain inapplicable prices, or circumvent regional availability.
