No—not as a blanket ban on every Steam service. As of August 18, 2026, the international Steam service is partially and inconsistently accessible from mainland China: the store, login, downloads and community features can behave differently, and results vary by endpoint and network. China also has a separate onshore platform, Steam China (蒸汽平台), operated by Perfect World under license from Valve.
What “banned” means for Steam
Steam is not one website or one connection. The global store, the desktop client, account login, game downloads, multiplayer servers and Steam Community features—including profiles, forums and Workshop—use different services. A store page loading does not prove that login or the Community will work; trouble reaching a forum does not prove that every game download is blocked.
For that reason, “partially restricted” or “intermittently inaccessible” is more accurate than either “Steam is fully banned” or “Steam is fully available” in mainland China. Technical reachability also does not, by itself, establish the official policy rationale or the legal status of every service.

What can work, and what can fail?
There is no single result that applies to every user, ISP, location or date. GreatFire’s endpoint measurements show different statuses for different Steam addresses. Its assessment of the global store’s /about page lists it as intermittent; specific store pages, login URLs and community-related endpoints have been reported as blocked, intermittent or unresolvable, while some API, help, support and CDN endpoints have been reachable. Its latest listed test for the /about page was March 27, 2026, and its CDN test was dated April 6, 2026. These are dated technical measurements, not a live guarantee for every connection today. This explains why reports can conflict without either user necessarily being wrong. One person may reach a library or download endpoint while another cannot open the store or Community. A working connection on one ISP or in one city does not establish nationwide availability.
Steam China is a separate platform
Steam China, commonly branded 蒸汽平台, is an onshore mainland service Valve established with Perfect World. It is not simply the international Steam store translated into Chinese. Steam China’s subscriber agreement identifies Perfect World as its operator under an exclusive Valve license for mainland China. Valve’s Steamworks documentation explains the partnership; the Steam China subscriber agreement describes the platform and its terms.

Steam China is operating, not merely a discontinued launch project: its store continues to list and sell games. A recent crawl showed 535 search results, but that is a changing snapshot, not a permanent catalog count. Check the current Steam China listings.

Valve says a game published on Steam China must receive Chinese government approval and an ISBN, or publication number. That requirement helps explain why its catalog differs from global Steam’s. A missing title does not, on its own, prove that the government specifically banned it. The publisher may not have sought approval or chosen a mainland release; licensing, commercial strategy, content rules or other regional restrictions may also matter.

Likewise, finding a game on global Steam does not guarantee that its page, purchase, download or online play will be available to someone on a mainland connection. Check the title’s own listing and publisher information rather than treating the platform’s overall status as a verdict on every game.
Can people in mainland China still buy, download and play global Steam games?
Some users can reach parts of global Steam, but the experience is not reliably uniform. Buying a game requires access to the relevant store and payment options. Downloading or updating a game involves different endpoints. Playing an already installed game may work even when the store or Community does not, while online play can still depend on the game’s servers and matchmaking. Ownership alone does not guarantee that every feature will connect.

Nor does Steam China automatically solve access to the international catalog: it is a distinct platform, with separate terms and a different set of listings. Its subscriber agreement concerns the mainland platform and Chinese legal framework; it should not be treated as an interchangeable storefront for every international Steam account.
Is using a VPN or proxy legal?
This article cannot give a blanket legal answer for every person, provider or purpose. Rules and enforcement may depend on the service, its licensing status and individual circumstances. Before trying to circumvent network restrictions, check current Chinese regulations as well as relevant employer, school, payment-provider and account rules. A VPN or proxy is not a guarantee of access, legality, account safety or protection from malicious software.

How to check a particular game
- Search for the title on Steam China as well as on the global store.
- If it appears on Steam China, inspect the listing for its publication information, including an ISBN where shown.
- Check the publisher’s mainland release announcement for regional availability and licensing details.
- Consult the game’s official support information for China-region servers, matchmaking and restrictions.
- Remember that endpoint measurements are time-specific and do not guarantee how your own ISP or location will connect.
- Do not infer a government ban solely because a title is missing from one catalog or a page fails to load.
