Steam was blocked in Vietnam in May 2024, but the available evidence points to a restriction focused on the Store and purchases—not a documented ban on every Steam service or every existing game. Vietnamese authorities attributed the block to licensing requirements and Steam’s alleged failure to respond to repeated contacts. The current nationwide status is not fully established: access may depend on the network and the Steam feature involved.
What happened in May 2024?
Users began reporting problems accessing the Steam Store and paying for games in early May 2024. In a report published on May 31, 2024, VnExpress International reported that Vietnamese authorities had blocked Steam and that already-downloaded games could still be played.
The report quoted Le Quang Tu Do, then director of the relevant authority, saying that games distributed in Vietnam require licenses and that the authority had contacted Steam repeatedly without receiving a response. That is the official explanation attributed to the block in the report; it is not proof that every Steam feature was disabled or that all Steam use was formally declared illegal.

“Blocked” describes a network restriction that prevents access to a domain, service, or part of a platform. “Banned” can imply a broader legal or administrative prohibition. The 2024 reporting supports saying that Steam was blocked and that some services were affected. It does not establish a formal blanket prohibition on all Steam accounts, games, or features.

Vietnam’s online-game rules set out licensing and compliance requirements and provide enforcement measures that can include suspension or technical blocking. The government’s explanation of Decree 147/2024/NĐ-CP describes a newer framework for internet services and online information, including responsibilities for online-game providers. This regulatory context does not, on its own, establish that Decree 147 specifically banned Steam.
Which Steam features were reported affected?
The clearest reported impact was on Store access and payments. The May 2024 report said users could still play games they had already downloaded. It did not verify every Steam subsystem, and access can vary by network and by the service a game uses.

Can you still play games you already own?
Often, according to the May 2024 reporting: games already downloaded were reportedly still playable. Whether a specific title works depends on its design. A game that supports offline play may launch without Store access, while another may require Steam sign-in, publisher authentication, anti-cheat services, online servers, or a current update.

Do not treat the reported ability to play downloaded games as a promise that every owned title can be installed, updated, launched offline, or played online. Cloud saves and other connected features may also behave differently from local game files.
Why did Vietnam block Steam?
The official reason attributed by VnExpress to the authority was licensing compliance: games distributed in Vietnam require licenses, and the official said Steam had not responded to repeated contacts. Other explanations—including tax or local-business-presence questions, content moderation, age ratings, and competition with domestic publishers—have been discussed, but the cited account does not establish them as the reason for the block.
Vietnam’s legal framework is relevant because it explains why online-game providers may face licensing and compliance obligations. The government’s Decree 147/2024 legal-policy page and the Vietnamese legal text on online-game services provide regulatory context, including enforcement measures. Neither should be read as independent confirmation of a Steam-specific ban.

How to tell whether your problem is the Store block
A Store that fails while your Library still opens is different from a client that cannot connect at all. Likewise, a payment rejection is not necessarily evidence of a network block. Compare the affected features and connections before drawing a conclusion:

- Compare the client and browser. If one works and the other does not, the problem may be specific to that route or feature.
- Compare connections. Try home broadband and mobile data if available. Different ISP routing, DNS, or network conditions can produce different results; one failed connection does not prove a nationwide change.
- Rule out a local or service issue. Restart Steam and your router, then check Steam Support for account or service guidance.
- Classify the failure. Store pages failing, payments being declined, an owned game failing to authenticate, and a key failing to activate are different problems with different causes.
- Contact Steam Support if an account or owned game is affected. Keep the error text and the affected network details so the issue can be described clearly.
Should you use a VPN or change your Steam country?
A VPN can change how traffic is routed, but it is not a guaranteed fix for Store access or payment problems. More importantly, using a VPN or proxy to disguise your location for a region-restricted gift can violate Steam’s rules and lead to account restrictions, according to Steam Support’s geographic-restriction guidance. That warning concerns location spoofing for restricted content; it should not be confused with ordinary VPN use for privacy.
Steam says Store country should reflect where you reside, and a country change requires residence in the new country and a payment method from that country. Changes are limited to once every three months. A genuine move abroad may qualify; remaining in Vietnam and selecting another country to bypass a network restriction does not. Buying games or keys when the Store is unavailable
If you consider another PC storefront or a retail key, check the exact game, activation territory, seller, and refund terms before paying. A game bought from a separate storefront generally belongs to that storefront’s account and does not become a Steam license. Keys and gifts can carry country restrictions; Steam says restrictions vary by product and cannot simply be removed by Support.
- Use an authorized seller or the publisher’s own store where possible.
- Confirm that the key explicitly activates in Vietnam and read the refund conditions.
- Avoid gifts marked for another region and sellers with unclear sourcing.
- Do not use a VPN to force activation of a region-restricted item; Steam warns this can result in account restrictions.
What is still uncertain?
As of August 18, 2026, the available sources do not provide a clear official Vietnamese notice or Valve announcement confirming that the 2024 restriction was fully lifted, expanded to every Steam service, or formally resolved. Nor do they establish that every user in Vietnam currently sees the same result. The defensible description remains a reported, Store-focused block whose effect may differ by ISP, network, and Steam feature.
