Yes—Xbox chief Phil Spencer said the company put more than $1 billion a year into supporting third-party games coming to Game Pass. But it is an attributed, historical estimate, not a current audited expense figure or the cost of running Game Pass. Documents disclosed during the Federal Trade Commission’s case over Microsoft’s Activision Blizzard acquisition also offered a glimpse of how individual deals could vary. Neither those examples nor Microsoft’s later revenue disclosures establish the service’s overall profit.
Where did the $1 billion claim come from?
Phil Spencer made the statement in the period before Microsoft completed its Activision Blizzard acquisition. It became public through documents disclosed in the Federal Trade Commission’s challenge to that deal. Axios reported Spencer’s claim and described the broader context around Microsoft’s Game Pass spending (Axios’s report on the leaked Game Pass estimates).
The distinction between the original claim and later shorthand matters. Spencer described more than $1 billion a year invested in supporting third-party games coming to Game Pass. Microsoft’s public financial statements do not identify a separately audited line item for that exact total. It is therefore fair to attribute the figure to Spencer, but not to say Microsoft’s accounts confirm an exact annual Game Pass expense of $1 billion.

The disclosed planning material is a separate piece of evidence: it reportedly contains title-level cost estimates. Those estimates help illustrate the economics, but they are not a breakdown reconciling to Spencer’s annual figure.

What can “supporting third-party games” involve?
There is no single standard Game Pass deal. Depending on the title and rights involved, arrangements may include a license to put a game in the catalog, a guaranteed payment or advance, day-one or timed access, marketing support, development funding, or distribution rights across console, PC, or cloud. Deals may also address expansions, regional availability, or other platforms. These are possible deal structures, not a verified itemized description of how Microsoft allocated the billion-dollar figure; contract terms are generally private.
Nor does the phrase imply that publishers are paid a fixed amount each time a subscriber downloads or plays a game. A contract might use guarantees or other terms, but the publicly reported figure does not establish a universal payment formula.
Why can one Game Pass deal cost far more than another?
Axios reported that leaked internal Xbox planning documents modeled a Game Pass deal for Grand Theft Auto V at roughly $12 million to $15 million per month. That is a reported estimate in internal planning material—not a confirmed payment, a typical rate, or evidence that every title is priced similarly (Axios’s report).

The value to a publisher depends on what access Microsoft seeks and what sales or other revenue the publisher expects to forgo. Day-one access to a major new release may require a substantial guarantee because it competes with full-price sales. An older catalog game may have a lower expected sales curve. A multiplayer title could also bring value through a larger active community, retention, or sales of downloadable content and in-game items. Those factors help explain why one leaked estimate cannot stand in for the cost of the whole catalog.
Why would a publisher put a game in Game Pass?
A subscription deal can exchange some uncertain future sales for a more predictable payment and broader exposure. Publishers may value a guaranteed sum, access to Xbox’s audience, a fuller multiplayer population, discovery among players who would not have bought the game at launch, and chances to sell expansions or in-game content. Placement can also provide promotional visibility.
The trade-off is real. Subscription access may displace some individual purchases or weaken a game’s launch-price position. A publisher may also depend on Microsoft’s decision to renew a license, have less control over promotional timing, or find that subscriber exposure does not convert into purchases of other products.

The Federal Trade Commission’s published appellate opinion describes concerns about “cannibalization” and records Microsoft’s position that Game Pass subscribers spend more time and, overall, more money on games than non-subscribers (FTC appellate opinion and factual background). That broad position does not prove that every title or publisher benefits. The result can depend on launch timing, price, audience, other platforms, add-on sales, and the deal’s guarantees.

The claim concerns investment in third-party games; it does not describe every cost involved in operating the subscription. The service’s broader economics also involve first-party development and studio operations, infrastructure, marketing, platform operations, payment processing, customer support, and subscriber acquisition. There is also an opportunity cost when a subscriber accesses a game through a subscription instead of buying it separately. The public figure does not say which of those costs it includes, if any.
Microsoft said Game Pass annual revenue was nearly $5 billion for the first time in fiscal 2025 (Microsoft’s fiscal 2025 fourth-quarter earnings call). That revenue figure and Spencer’s earlier investment description are not accounting equivalents: they refer to different periods and scopes, and revenue is not profit. Treating $1 billion as exactly one-fifth of current Game Pass revenue would imply a precision the disclosures do not support.

How Activision Blizzard changed the meaning of “third-party”
Microsoft completed its Activision Blizzard acquisition on October 13, 2023. Before the purchase, Activision content was third-party in Microsoft’s relationship with the publisher; after the deal, Activision became part of Microsoft, and its content was treated as first-party for reporting purposes. Microsoft’s fiscal 2024 filing discusses the net impact of moving Activision content from third-party to first-party (Microsoft fiscal 2024 Form 10-K).
As a result, historical comparisons need a date and a definition. A licensing payment to an independent publisher is plainly third-party content. A title from a Microsoft-owned studio is first-party. Games developed externally but funded or published by Xbox can require more careful classification. Microsoft’s later annual filing is also relevant context for its reporting after the acquisition (Microsoft fiscal 2025 Form 10-K).
What this means for Game Pass subscribers
Game Pass is not one uniform catalog or set of benefits. On the Xbox U.S. product page retrieved August 18, 2026, Microsoft listed plans with different catalog sizes and features. The counts below describe that page at that time; availability varies by region, plan, platform, and date (Xbox Game Pass U.S. plans and catalog).

A third-party title may be available on console but not PC, on PC but not console, only in a higher tier, or only temporarily. A subscription grants access under the plan’s terms rather than permanent ownership, and catalog access does not necessarily include every expansion or monetized add-on. Check the live listing for the game, your region, device, and plan before subscribing; the U.S. page retrieved for this article did not provide usable regular dollar prices.
The broader subscription market also has different models. Sony PlayStation Plus Extra and Premium, EA Play, Ubisoft subscriptions, and Amazon Luna+ offer their own catalogs or access structures. Nvidia GeForce Now is primarily a cloud service built around games users already own or obtain through supported stores, rather than a direct equivalent to Game Pass’s all-you-can-play catalog. The FTC opinion describes Microsoft’s day-one approach for first-party Game Pass releases, which Sony has generally not adopted for new first-party releases on PlayStation Plus (FTC appellate opinion).
Does the evidence show that Game Pass is profitable?
No standalone profitability conclusion follows from the figures cited here. Nearly $5 billion in fiscal 2025 revenue shows substantial sales, but Microsoft has not provided a complete standalone Game Pass profit-and-loss statement in these materials. Without a comparable account of content, studio, infrastructure, marketing, and operating costs—and how revenue is allocated—revenue alone cannot establish the service’s margin. The $1 billion claim is not enough to calculate it.
