Low FPS on Windows 11 is not always a graphics-settings problem. A game can feel slow because the GPU is saturated, one CPU thread is limiting frames, the wrong GPU is selected, temperatures or power limits are cutting clock speeds, or frame-time spikes are causing stutter. Measure the problem first, change one variable, and retest the same scene.
The six fixes below are safe, reversible starting points. They cover average FPS, sudden drops, poor 1% lows, and stutter without relying on dubious “FPS booster” utilities.
First, identify what “low FPS” actually means
Run the game at the same resolution and preset each time, preferably in its built-in benchmark or a repeatable scene. Record average FPS, 1% lows or frame-time spikes, GPU utilization, GPU temperature and clock speed, CPU use by core or thread, RAM and VRAM use, and whether a laptop is plugged in. Windows Task Manager can show most of this. NVIDIA FrameView is an optional official utility that measures average FPS, 1% lows, latency, power and system information on NVIDIA, AMD and Intel graphics hardware: NVIDIA FrameView.

Also verify the monitor is running at its intended refresh rate and that the game has not imposed a 30-, 60- or other FPS cap. Laptop results can change dramatically between battery and AC power.

1. Measure the bottleneck before changing settings
- Restart Windows.
- Launch the affected game with a fixed resolution, preset and repeatable scene.
- Record FPS, frame times, GPU and per-thread CPU utilization, temperatures, clocks, RAM and VRAM use.
- Change one setting only, then repeat the same test.
Lowering resolution will not help much when one CPU thread, a frame cap, or the integrated GPU is the limitation. Conversely, CPU changes will not rescue a GPU that is fully occupied by ray tracing. Utilization readings can be imperfect, and a GPU may report high use while still being thermally or power limited. Shader compilation can also create temporary hitching that improves after the game builds its cache.
2. Update, clean-install or roll back the graphics driver
Get drivers from the hardware maker, not third-party download sites:
Install the gaming-oriented branch when a vendor offers separate branches and restart afterward. A newer driver can add game fixes, but it can also introduce a regression. If slow performance, crashes or flicker began immediately after an update, test the previous stable driver instead.

On laptops, check the manufacturer’s chipset, firmware, BIOS, power-management and graphics packages too. An OEM package may be preferable when the maker documents compatibility requirements, even if a generic driver has a newer date. If an update causes trouble, reboot, restore the game’s settings, roll back, consult the vendor’s release notes and retest with overlays and recording disabled.
3. Select the correct GPU and a suitable power mode
Choose the high-performance GPU per game
On a hybrid laptop or a desktop with integrated and discrete graphics, open Settings → System → Display → Graphics. Add the game if necessary, select it, choose Options, select High performance, save, and restart the game. Microsoft documents this per-application choice in its Windows 11 graphics guidance.
Use sustainable power settings
For plugged-in play, open Settings → System → Power & battery → Power mode and select Best performance when available. Connect the laptop’s supplied AC adapter and select the manufacturer’s Performance, Turbo or equivalent profile if appropriate.

NVIDIA’s Manage 3D Settings includes per-game power, low-latency and frame-rate controls. 4. Configure Windows 11 gaming features one at a time
Game Mode
Go to Settings → Gaming → Game Mode and test it enabled. Gains are not guaranteed. Epic’s Fortnite troubleshooting workflow recommends Game Mode and disabling Xbox Game Bar, but that advice is game-specific rather than proof of a universal FPS increase: Epic Games support.
Optimizations for windowed games
Open Settings → System → Display → Graphics → Change default graphics settings. Windows 11’s optimization targets compatible DirectX 10 and DirectX 11 games in windowed or borderless-windowed modes and can work with Auto HDR and variable refresh rate. You can also select a game on the Graphics page and adjust its individual option. If borderless mode stutters, compare it with exclusive fullscreen and disable overlays while testing.
Hardware-accelerated GPU scheduling
Where supported, HAGS moves much of GPU scheduling to dedicated hardware. Microsoft notes that availability depends on compatible hardware and drivers: Microsoft DirectX. Leave the current setting alone unless troubleshooting; test it on and off, reboot after changing it, and revert if frame-time spikes, crashes or performance worsen.
Variable refresh rate and synchronization
VRR (including G-SYNC, FreeSync and Adaptive-Sync) primarily reduces tearing and makes uneven frame delivery look smoother; it does not create rendering performance. Microsoft documents hardware and driver requirements and troubleshooting: Windows VRR. Do not enable Windows VRR, a vendor mode, in-game V-Sync and multiple caps blindly. Test a coherent combination and keep the cap below the display’s maximum when that is recommended for your setup.

5. Lower the settings that cost the most FPS
When the GPU is saturated, change these in roughly this order:
- Ray tracing
- Volumetric fog, clouds and lighting
- Shadows
- Reflections and screen-space reflections
- Ambient occlusion
- View distance and foliage density
- Resolution scale
- Anti-aliasing
- Textures, but mainly when VRAM is nearly full
Keep textures relatively high when VRAM allows; they often consume memory more than shader performance. Use the game’s benchmark, compare native resolution with a modest scale reduction, and cap FPS if the system cannot sustain the monitor’s maximum.
Upscaling and frame generation
Use the implementation supported by the game and GPU, such as DLSS, FSR or XeSS. Upscaling can raise rendered FPS but may add softness, ghosting or shimmer. Frame generation displays synthesized frames; it does not remove the original CPU or GPU workload, and input responsiveness remains closer to the underlying rendered FPS. It is generally most convincing when base FPS is already stable. AMD describes Fluid Motion Frames for supported DirectX 11 and DirectX 12 games and recommends VRR, while stressing that results depend on test conditions: AMD release notes.

- GPU-limited: reduce GPU-heavy effects or enable upscaling.
- CPU-limited: reduce crowds, view distance, simulation, foliage or physics.
- VRAM-limited: reduce textures, streaming, resolution and ray-tracing assets.
- Unstable frame times: prioritize a consistent cap over the highest average FPS.
6. Remove background, thermal, storage and overlay bottlenecks
Stop competing software
Before launching, close heavy browser tabs and video playback, pause cloud synchronization and downloads, and disable unnecessary recording, RGB, monitoring and overlay tools. Check Task Manager for CPU, GPU, disk and memory users. Possible offenders include Xbox Game Bar recording, Discord or Steam overlays, NVIDIA/AMD/Intel overlays, browser hardware acceleration, capture software, antivirus scans, OEM dashboards, Windows Update and launcher downloads. Do not permanently disable antivirus; use documented exclusions or a careful test instead.

Check sustained temperatures and clocks
If FPS starts well and declines after several minutes, inspect GPU temperature and clock, CPU temperature and effective clock, fan behavior, charger status and the surface beneath a laptop. Clear dust, unblock vents, use a hard surface, select a supported fan profile and set a sensible cap. Undervolting or power tuning should be limited to readers who understand the risks; registry hacks and aggressive overclocking are not first-line Windows fixes.
Allow shader compilation and protect storage headroom
Keep adequate free space on the system and game drive and let a game finish its shader-compilation step. Do not routinely delete shader caches: rebuilding them can temporarily increase stutter. AMD explains that shader caching is intended to reduce repeated compilation and CPU work in supported scenarios: AMD shader-cache FAQ.
Targeted troubleshooting paths
Low FPS in every game
Verify refresh rate and caps, confirm the discrete GPU, inspect temperatures and clocks, update or roll back the driver, then lower demanding settings. Persistent poor results after those checks may indicate hardware limits or a system-level fault.
Only one game is slow
Reset that game’s configuration, compare its DirectX 11 and DirectX 12 modes where offered, allow shader compilation, remove mods and test without overlays. A patch or anti-cheat conflict can be responsible without Windows being defective.
Good FPS that feels choppy
Focus on 1% lows, frame-time spikes, VRR and conflicting V-Sync or frame caps. Also test shader compilation, overlays, dual-monitor video playback and thermal clock fluctuations.
Laptop slows after a short period
Suspect heat, charger limits, an OEM Balanced profile or package-power limits. Better cooling and a sustainable cap can outperform a temporary Best-performance burst.
Undo changes and escalate safely
- Restore the previous Windows graphics preference and return Power mode to Balanced.
- Restore the game’s original preset and disable experimental HAGS, VRR or frame-generation settings.
- Roll back the driver if the issue began immediately after updating.
- Restart after major graphics-setting changes and retest the same scene.
Contact the game or hardware maker when performance is far below published requirements, temperatures are abnormal, artifacts or driver timeouts occur, every game remains slow after clean driver testing, or a Windows/game update introduced a reproducible fault. Useful built-in checks include winver, dxdiag, msinfo32, devmgmt.msc and taskmgr.
