Meta Horizon OS is the software platform behind Meta Quest, not an Xbox console operating system. On April 22, 2024, Meta said it would license the Quest-based operating system and platform services to selected hardware partners, naming ASUS Republic of Gamers, Lenovo and Xbox. The Xbox collaboration ultimately produced the limited-edition Meta Quest 3S Xbox Edition, announced June 24, 2025—not a separately designed Xbox VR platform. In December 2025, Road to VR reported that Meta had paused the broader third-party headset program; that pause has not been established as a permanent cancellation.
What Meta actually announced
Meta renamed the Quest operating system Meta Horizon OS and described a managed, multi-manufacturer mixed-reality ecosystem. The plan was to let selected partners build specialized headsets while using Meta’s core software, social features, companion app, store and mixed-reality technologies. Meta’s announcement is available at Meta’s April 22, 2024 announcement.
This was not unrestricted licensing for every electronics manufacturer. Meta retained control over platform services, certification and the Horizon Store. The strategic comparison to Android is useful because it describes a shared software layer and wider hardware choice, but it does not prove identical licensing terms or unlimited customization.
The three named partners

Meta also said it was reducing the separation between App Lab and the Horizon Store so that more content would be easier to discover. Its stated goal was to give developers more potential customers and buyers more hardware options.

What “like Xbox” means
Xbox appears in this story through two related but different arrangements.
Xbox Cloud Gaming on Quest
Xbox Cloud Gaming was already available on Quest as a beta experience. It lets a supported Xbox game stream to a large virtual 2D screen inside the headset. That is different from a native Xbox VR game rendered stereoscopically around the player. Access depends on a compatible account or subscription, supported games, regional rules and a reliable internet connection. See the current service information at Xbox Cloud Gaming.
The Xbox Edition headset
Xbox and Meta later announced the Meta Quest 3S Xbox Edition on June 24, 2025. Xbox described it as a limited-edition Quest product for Xbox fans, with Xbox-oriented design and a way to continue games across console and PC while retaining achievements and saved data. The name matters: it is a Meta Quest 3S with Xbox branding and integration. The cited announcements do not support calling it an Xbox-manufactured headset or evidence that Microsoft launched a separate Xbox VR ecosystem. It also does not turn cloud-streamed console games into native VR games.

What Horizon OS partners were supposed to receive
Meta presented Horizon OS as a general-purpose mixed-reality platform supporting immersive VR, ordinary mobile applications, floating 2D screens and virtual desktops. Its description of the broader platform appears in Meta’s December 2024 platform update.
- Core operating-system and mixed-reality technologies.
- Meta’s social and account services and companion-app infrastructure.
- Access to the Horizon Store ecosystem.
- A Qualcomm-based hardware and software stack developed through Meta’s long-running relationship with Qualcomm.
- Development tools intended to help mobile developers bring existing apps to Horizon OS or create spatial applications.
A common operating system does not make devices interchangeable. Displays, lenses, cameras, microphones, controllers, tracking systems, battery capacity and processing performance can all vary. Optional sensors or vendor-specific features may be unavailable on another headset, and applications may require particular capabilities.

What shipped—and what did not
The clearly documented consumer product from the Xbox collaboration is the Meta Quest 3S Xbox Edition. The April 2024 announcement established development plans for ASUS ROG and Lenovo, but the cited primary sources do not establish retail ASUS or Lenovo Horizon OS models, final specifications, launch dates or prices.
That distinction prevents a common mistake: treating partner commitments as if several finished headsets had launched. Buyers should not assume an ASUS or Lenovo Horizon OS headset is available simply because Meta named those companies.
What happened to the wider third-party plan?
In December 2025, Road to VR reported that Meta had paused the third-party Horizon OS hardware program. PC Gamer described the pause as indefinite. Those are attributed reports, not an official Meta newsroom statement confirming permanent cancellation or a restart date.

The defensible status as of August 18, 2026 is therefore: the Xbox Edition shipped; ASUS and Lenovo were announced partners; and the broader third-party rollout was later reported paused. “Paused” is more accurate than “cancelled.”

Meta’s multi-device strategy could give developers one platform path to several headset designs, but it also creates fragmentation. Developers may need separate testing for controllers, hand tracking, passthrough cameras, display resolutions, performance limits and optional sensors.
Meta’s own documentation shows why “runs on Horizon OS” is not a complete compatibility promise. The Passthrough Camera API documentation lists Horizon OS v74 or later and Quest 3 or Quest 3S hardware as requirements for that feature. Other capabilities can have different operating-system and device prerequisites.

- Check the headset model and required OS version, not just the Horizon OS label.
- Test tracking, controller and passthrough assumptions on each supported device.
- Expect vendor-specific differences in comfort, optics, battery life and microphones.
- Account for dependence on Meta’s store policies, certification and platform roadmap.
What this means for buyers
Buy the actual headset you can evaluate today, not a hypothetical future partner ecosystem. Compare these factors:
- Optics and comfort: lens clarity, field of view, weight and strap design often matter more than the operating-system name.
- Tracking and passthrough: verify the cameras, sensors and room-scale features required by your games or applications.
- Software support: check each app’s hardware and OS requirements.
- Xbox expectations: cloud gaming is streamed play on a virtual screen, not native console VR.
- Updates and support: a smaller partner could leave the market, making long-term firmware and warranty support an important risk.

Meta Horizon+ is a separate subscription for Quest content and platform benefits where offered. It should not be confused with Xbox Cloud Gaming or included automatically with every Quest headset.
The practical verdict
Meta’s 2024 announcement was a platform strategy, not an Xbox console announcement. Horizon OS was intended to spread Quest’s software and services across selected specialist hardware, while Meta remained the gatekeeper of the ecosystem. The Xbox partnership produced a branded Meta Quest 3S and expanded cloud-gaming access, but it did not bring native Xbox VR hardware to market. With the wider partner program later reported paused, the safest buying and development decisions remain based on specific shipping Quest models and their documented capabilities.
