The Untapped Potential of VR Game Development in the Metaverse

The opportunity in VR metaverse games is real but focused: social play, mixed reality, creator communities and cross-device access offer more practical paths than betting on one universal virtual world.

VR game development has real commercial and creative potential, but the practical opportunity is not a single, universal virtual world. It is a fragmented set of platforms where social multiplayer, creator-led worlds, mixed-reality play and recurring communities can thrive. For developers, the strongest bet is a comfortable, compelling game people want to return to—not a promise that every avatar, purchase and world will soon work everywhere.

What “the metaverse” means for game developers

For game development, the metaverse is best understood as a network of persistent or recurring, socially connected digital experiences where people play, communicate, create and customize content. It can describe a social VR platform, a creator ecosystem, a persistent multiplayer game, a mixed-reality experience or a set of linked activities.

These models do not require one universal currency, avatar format or technical standard. A game can have a lasting social world and a creator community while remaining its own platform. That distinction matters: a 2025 Metaverse Standards Forum report found hundreds of standards relevant to virtual worlds, but very limited evidence of real-world interoperability and continued reliance on proprietary tools and ecosystems. Why VR can make a game feel social in a different way

VR can make players feel physically present with one another. Shared scale, spatial audio, hand and body movement, and the ability to manipulate the same objects make interactions possible that are harder to reproduce on a flat screen. A useful design question is not simply how to put a familiar game in a headset, but what changes when players share a space, communicate through body language and act on the same objects.

Immersive VR replaces the player’s view with a virtual environment. Augmented reality places digital information over the physical world; mixed reality spatially integrates digital content with that world. These distinctions affect both design and implementation. Unreal’s XR documentation covers hand tracking, motion controllers, eye tracking, 3D interfaces, shared experiences and performance profiling as separate development concerns. Meta’s Horizon OS materials describe hand, eye, face and body tracking, passthrough, scene understanding and spatial anchors. These capabilities can let a game respond to a room or a player’s movement, but their availability and behavior depend on the device and platform. Where the opportunity is strongest

Social games designed around presence

Cooperative puzzles, physical party games, social deduction, sports, role-play, live performance and spectator-friendly competitions can benefit when players share a virtual space. For these games, expressive movement and conversation may matter more than visual fidelity alone. Meta has said younger users have gravitated toward social and competitive multiplayer games and freemium content; that is a platform-reported trend, not independent evidence of what all VR players prefer. Creator-led worlds and user-generated content

Building tools, templates, visual scripting, avatar customization and publishing workflows can let players extend a game’s life beyond content made by the studio. A creator ecosystem can also create new reasons to return and help players become collaborators.

It is not a shortcut around production or operations. A public UGC system needs moderation, copyright enforcement, child-safety measures, quality controls, fraud prevention, storage, discovery and creator-payment administration. Meta announced tests of in-world purchases and creator bonuses in Horizon Worlds in 2022; those tests do not establish a stable or universally available income model. Mixed-reality games built for real rooms

Mixed reality can turn a table into a battlefield, a room into an escape challenge or furniture into part of a game. It can also support home-based party play, training, education, virtual companions and collaborative construction. The design challenge is to make these experiences work in homes that differ in size, lighting and layout. Furniture can move; tracking can fail; pets, children and bystanders can enter the play space. Clear boundaries, safe movement and recovery from tracking problems need to be part of the experience, not left to the player to solve.

Cross-device participation

A game can welcome headset players alongside mobile or desktop participants, or let people use a browser to browse, customize or manage a community. This can reduce the barrier of owning a headset. But a single mode will not always work well across touchscreens, controllers and tracked hands. Some games need different roles or interfaces for different devices, and competitive balance must account for different input precision and information access.

Meta has described Horizon OS as supporting immersive VR, 2D screens, mobile apps, virtual desktops and social features across mixed reality, mobile and desktop. That describes the platform’s direction, not proof that every experience is equally mature or interoperable. Meta’s platform announcement.

Persistent communities and live events

A recurring social game needs reasons to return: groups, guilds, short activities, creator showcases, seasonal content, live events and ways to watch or share play. These features turn the game into an ongoing service, with ongoing responsibilities for servers, customer support, moderation, updates and community management. A small team should budget for those operations before promising a persistent world.

Choosing a platform

There is no single best launch target. The right choice depends on the intended audience, interaction model, visual demands and the team’s capacity to support hardware and platform differences.

The 2026 GDC State of the Game Industry survey offers a directional snapshot, not a census: about 8% of respondents said they had worked on VR, AR or MR during the previous year, and the focused XR sample had fewer than 100 respondents. Among those respondents, Meta Quest/Horizon Store was used by 82%, SteamVR by 37% and PlayStation VR/VR2 by 21%. Among developers interested in making XR games, SteamVR led at 68%, followed by Meta Quest/Horizon Store at 64%. These figures describe survey respondents, not platform market share. Meta Quest and Horizon OS

Meta’s developer center lists Unity, Unreal Engine, native OpenXR, Android apps, Meta Spatial SDK, WebXR and an Immersive Web SDK as development routes. Meta says more than $2 billion has been spent on Quest titles and that one in 12 titles has earned more than $10 million in gross revenue. Those are Meta’s platform-reported figures, not independently audited estimates or a guarantee of likely earnings for a new game. Visit the Meta Horizon developer center.

Meta’s stated effort to open Horizon OS to third-party hardware makers and reduce barriers between the Horizon Store and App Lab is a platform strategy. It does not by itself make content, identity or purchases portable between ecosystems. See Meta’s announcement.

SteamVR and OpenXR

SteamVR provides a route to PC VR audiences and hardware, while OpenXR can reduce the need to build a completely separate integration for each supported device. OpenXR is a royalty-free, open standard for accessing XR platforms and devices. It does not erase differences in tracking, controllers, passthrough, haptics, eye tracking or vendor extensions, nor does it create shared accounts, stores or economies. PlayStation VR2 and visionOS

PlayStation VR2 offers a console-specific environment, while visionOS is relevant to premium spatial experiences. Apple’s 2026 developer materials list RealityKit, SwiftUI, Unity, Unreal and Godot among development options and highlight additional spatial capabilities. That breadth does not remove the need to verify support for the target device, engine release and project features. Apple’s visionOS developer guides and visionOS updates provide platform details.

Choosing an engine and technical foundation

Unity

Unity is a practical choice for small teams, standalone and mobile XR, rapid prototyping and projects that may extend beyond headsets. Its documentation lists support for OpenXR and multiple XR platforms, but specific support depends on Unity version, packages, platform SDKs and hardware. Check Unity’s XR overview. Do not assume a specific Unity price or package configuration without checking the current official terms.

Unreal Engine

Unreal suits teams prioritizing high-fidelity PC VR, large environments or teams already experienced with C++ and Blueprint. It supports OpenXR and documents XR input, shared experiences and profiling. Mobile standalone targets can demand substantial optimization, so visual ambition should not eclipse comfort or frame consistency.

Under Epic’s stated licensing terms, game developers owe no royalty until a product exceeds $1 million in lifetime gross revenue; applicable revenue above that threshold is subject to a 5% royalty. Epic Games Store revenue is royalty-free under the stated terms. Certain commercial non-game or non-runtime uses can require a $1,850-per-seat annual license for organizations above the stated revenue threshold. Godot, native tools and platform SDKs

Godot is an open-source option for teams that value engine control and low licensing cost. Apple’s 2026 visionOS guidance includes Godot alongside Unity and Unreal, but developers should verify production readiness for their exact target. Native tools or vendor SDKs may be necessary when a game depends on platform-specific capabilities.

Use OpenXR pragmatically

When cross-device reach matters, build the core around platform-neutral input abstractions, use OpenXR for supported capabilities and isolate vendor-specific features behind optional modules. Test on actual target devices. A common API can reduce duplicated integration work; it cannot replace device-by-device validation.

How VR metaverse games can make money

Platform funding, publisher advances, co-development, grants, strategic investment and crowdfunding are also possible routes. The GDC report lists these among funding approaches used or considered by developers. See the survey report.

Creator earnings should not be confused with portable ownership. A creator’s ability to sell or move an asset depends on platform terms, technical formats, payment systems and moderation rules. Standards work identifies SDKs, runtimes, developer tools and monetization pipelines as areas where proprietary ecosystems impede interoperability. Read the Metaverse Standards Forum report.

The hard problems that determine whether players return

Comfort and performance

Comfort affects who can play, how long they stay and whether they return. Offer seated and standing play, height calibration, teleport movement, optional smooth locomotion, adjustable speed, snap and smooth turning, reduced camera motion and persistent comfort settings. Avoid forced acceleration and explain intense movement before it begins.

There is no single frame-rate target that applies to every device and runtime, but unstable frame delivery, tracking problems and inconsistent rendering can cause discomfort even when average performance looks acceptable. Profile on target hardware throughout development. Baked lighting where appropriate, level-of-detail systems, occlusion culling, compressed textures, efficient physics, foveated rendering where supported and reduced overdraw can help. Networking and multiplayer reliability

Social games need responsive voice, reliable identity, matchmaking, reconnection handling and synchronized interactions. Decide which objects require authoritative state, which can be client-predicted and which are merely cosmetic; synchronizing everything increases complexity and network load. Plan for anti-cheat, interest management, server operations and moderation records rather than adding them after players arrive.

Identity, privacy and avatars

Avatars and social identity can make a world feel continuous, but systems must support privacy, moderated names, protection against impersonation, accessible body representation and fallback options for people without full-body tracking. Meta describes Horizon OS social features including identities, avatars, social graphs and friend groups; those platform systems are not automatically exportable to unrelated platforms. Headsets may process hand movement, gaze, facial expression, body movement, room geometry, voice and social connections. Collect only what the game needs, explain why permissions are requested, avoid retaining sensitive raw data unnecessarily, and give players clear controls over retention and deletion.

Accessibility

Plan for one-handed and seated play, adjustable reach, recentering and height controls, captions with speaker identification, visual alternatives to audio cues, color-safe interfaces, remappable inputs and reduced-motion modes. Avoid making rapid button presses or prolonged button holds mandatory. In the 2026 GDC survey, one-third of surveyed developers were working on accessibility features; frequently cited features included input remapping, color alternatives, clear subtitles, separate volume controls, camera comfort and difficulty options. Safety, moderation and age-appropriate design

Social VR can expose players to harassment, unwanted proximity, voice abuse, bullying, hate speech, impersonation and unsafe user-made spaces. At a minimum, provide block, mute and report controls, clear enforcement rules, escalation paths, age-appropriate matchmaking and parental controls where appropriate. Moderation is a product function, not a platform feature that can simply be assumed away. Meta’s Horizon materials describe platform safety and reporting controls for its social environments. Games that accept user content also need a way to address copyrighted characters, music, logos, celebrity likenesses and assets uploaded under licenses that do not allow redistribution. Creator terms, takedown processes, repeat-infringer policies and asset provenance controls should be considered before opening publishing to the public. Age-verification and payment requirements can add friction, particularly where minors or virtual goods are involved; developers in the 2026 GDC survey raised these concerns. See the GDC report.

A practical launch strategy for a small studio

  1. Choose one audience and one reason to gather. Define the social need or activity the game serves rather than starting with a broad claim about building a metaverse.
  2. Select one primary platform. Match the first target to your players and interaction model; avoid supporting every headset before the core loop works.
  3. Prototype the central interaction in a small space. Test whether presence, movement and shared objects improve the play experience.
  4. Test comfort and social behavior early. Watch real players, including seated users and people with different reach or mobility needs.
  5. Validate repeat use before expanding scope. Measure return visits, session patterns, referrals and matchmaking health rather than treating initial novelty as retention.
  6. Build safety and moderation before public launch. Make reporting, blocking, enforcement and escalation usable from the start.
  7. Add cross-device access only when it solves a real problem. Use it to improve access, community management or spectatorship where the design benefits.
  8. Introduce creator tools after the core game is enjoyable. Establish moderation, discovery and rights processes before inviting broad public publishing.
  9. Expand platforms after the game proves its loop. Use standards where practical, but plan for device-specific testing and integrations.

Before committing to platform-specific features, check current engine licenses, store and payment terms, developer-program rules and any funding conditions. Apple’s developer account provides tools and testing on personal devices; Apple Developer Program membership is listed at $99 annually. Check Apple’s current program details.
