If Steam says it is offline while Windows can browse the web, first check Steam > Go Online, then fully exit and reopen Steam. If it still cannot connect, test another network before changing settings: the cause may be a Steam service issue, a VPN or firewall, Windows networking, or Steam’s client state. Work through the steps below in order; avoid deleting Steam folders or reinstalling until simpler checks fail.
Check what is actually offline
Steam’s menu tells you whether Offline Mode was selected or whether the client is failing to connect. Open Steam and click Steam in the upper-left corner:
- If the menu says Go Online, select it and confirm any prompt to restart or reconnect.
- If it says Go Offline, Steam believes it is online. The issue is more likely connectivity, authentication, or a stuck client session.

Fully restart Steam
Closing the window is not always the same as exiting the client. Choose Steam > Exit, wait a few seconds, then open Task Manager with Ctrl + Shift + Esc. If Steam processes remain, end the relevant Steam processes, such as Steam Client Bootstrapper, Steam Client WebHelper, or Steam. Launch Steam again. This resets a stale session without removing installed games or account files.

Find out whether the fault is Steam, the PC, or the network
- Open a few websites and try another internet-connected app on the same PC.
- If possible, connect the PC temporarily to a phone hotspot and try Steam.
- If the browser also fails, troubleshoot the Windows or router connection first.
- If Steam works on the hotspot but not your usual network, investigate the router, ISP, DNS, firewall, or network filtering.
- If Steam fails on every network, focus on the Steam client, Windows configuration, account authentication, or Steam services.
A working browser does not prove that Steam’s client traffic is allowed. Steam notes that sign-in problems can result from maintenance, a local network, or an ISP; see its [connection troubleshooting guidance](https://help.steampowered.com/en/wizard/HelpWithSteamIssue?issueid=706).
When waiting is the right fix
If Steam recently worked and login, store pages, friends, downloads, and updates all fail at once, a service-side problem or maintenance is possible. If the same account fails on another device or network, or other Steam users report the same sudden problem, wait and retry rather than changing DNS, reinstalling, or adding a VPN. Those steps cannot repair a Steam-side outage.
Remove VPN or proxy conflicts
A VPN or proxy may route Steam through a blocked or restricted connection even when ordinary browsing works. Disconnect the VPN temporarily, then check the Windows proxy setting at Settings > Network & internet > Proxy. Turn off a manually configured proxy only if you do not need it for work, school, or another managed network. Restart Steam and test again.
Do not change proxy settings on a managed work or school PC without permission. Steam’s [network troubleshooting guidance](https://help.steampowered.com/en/faqs/view/669A-2F68-D1D1-A5EC) lists network configuration and other programs among possible sources of interference.

Check firewall and security software permissions
A firewall can permit browser traffic while blocking Steam. Search Windows for Windows Defender Firewall, open Allow an app or feature through Windows Defender Firewall, and check that Steam is allowed on the network type you use. If it is missing, choose Allow another app and browse to the Steam installation folder. Depending on the installation, relevant programs can include Steam.exe, steamwebhelper.exe, and steamservice.exe.
If you suspect third-party antivirus or firewall software, a brief pause can be diagnostic, but restore protection immediately after the test. If Steam then connects, create a narrow allow rule instead of leaving protection disabled. Do not uninstall security software just to test; update it, check whether it quarantined a legitimate Steam file, and use a targeted exception only when you have verified the installation path. Steam warns that firewall settings can prevent client and game updates, and that security programs, proxies, and restricted networks can interfere with connections ([Steam network guidance](https://help.steampowered.com/en/faqs/view/669A-2F68-D1D1-A5EC)).
Clear Steam’s download cache
Use this when Steam is online inconsistently or its download/update state appears stuck. In the client, go to Steam > Settings > Downloads > Clear Download Cache, confirm, and sign in again if prompted. Clearing this cache does not delete installed games, but it resets download-related data and may require another login. It is a possible client-state repair, not a guaranteed fix for a network or authentication problem. Reset Windows networking
If Steam fails across networks and simpler checks have not helped, reset the Windows network stack. This requires administrator access and a restart; you may need to reconnect to Wi-Fi afterward.

- Press the Windows key, type cmd, right-click Command Prompt, and choose Run as administrator.
- Run each command separately:
ipconfig /release ipconfig /renew ipconfig /flushdns netsh winsock reset netsh int ip reset - Restart Windows, reconnect to Wi-Fi if needed, open Steam, and try Steam > Go Online.
The first two commands release and renew the PC’s IP configuration; the third clears Windows’ DNS resolver cache. The final two reset Winsock and TCP/IP configuration. Microsoft includes IP renewal, DNS flushing, and network resets in its [Windows connection troubleshooting](https://support.microsoft.com/en-us/windows/fix-wi-fi-connection-issues-in-windows-9424a1f7-6a3b-65a6-4d78-7f07eee84d2c). These commands cannot fix a Steam outage, blocked organizational network, or account issue.
Check time and Windows updates
If sign-in or secure connections fail, verify the clock at Settings > Time & language > Date & time. Turn on Set time automatically and select Sync now. Install pending Windows updates and restart. This is a secondary check, not a universal Steam fix.
Distinguish connection trouble from an offline game problem
If the Steam store or friends list loads but one game will not start, the Steam client itself is online. Test another game before applying client-wide repairs. The affected title may need an update, a first launch while connected, an external launcher, or a permanent internet connection.
Steam’s [Offline Mode instructions](https://help.steampowered.com/en/faqs/view/0E18-319B-E34B-B2C8) say to prepare while online: sign in with Remember me enabled, do not select Don’t save account credentials on this computer, make sure the game is fully updated, and launch it once online to check for outstanding requirements. Then choose Steam > Go Offline. Steam also recommends manually closing the client before shutting down Windows because stored information is needed for Offline Mode.

Offline Mode has limits. It cannot bypass a Steam login requirement: if Steam asks you to authenticate while offline, you must reconnect and sign in. A game that requires an active connection or an external launcher may not work offline. Multiplayer, cloud synchronization, store access, achievement synchronization, and updates may also be unavailable.
If Steam needs to be online to update
Confirm the PC has internet, test without a VPN or proxy, check firewall permissions, and try another network. Restart Steam after changing network settings. Do not delete the installation simply because an update is stuck.
If only downloads fail
A client that is online but cannot download may have a download-region, cache, firewall, storage, or content-server problem; that symptom alone does not mean Steam is in Offline Mode. Clear the download cache and check the firewall before considering more disruptive repairs.

Opt out of the Steam client beta
If the trouble started after joining a Steam beta and you can open Settings, find the client beta or beta participation option under Steam > Settings, opt out, and restart. The exact wording may vary between client revisions.

- Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.

Consider DNS only when name resolution is the likely problem
Changing DNS can help if the PC cannot resolve network addresses correctly, but it will not fix a disabled adapter, firewall block, Steam outage, authentication failure, or damaged client. Treat it as an advanced fallback, record the original DNS settings first, and avoid repeatedly changing DNS without evidence of a resolution problem.
Managed and public networks
School, office, hotel, and public Wi-Fi may use captive portals, proxies, or filtering that prevents Steam from connecting. Complete any required network sign-in. If Steam remains blocked, contact the network administrator; Steam notes that restricted university or proxy networks may require administrator changes ([network troubleshooting](https://help.steampowered.com/en/faqs/view/669A-2F68-D1D1-A5EC)). Do not try to bypass an organization’s controls.
Repair or reinstall Steam only as a last resort
Reinstallation may help if Steam’s client files are damaged, but it will not fix a service outage, blocked network, router or ISP fault, or account authentication issue. Before uninstalling or reinstalling, note custom library locations, confirm which folders hold installed games, and preserve local saves that are not synchronized through Steam Cloud. Do not delete steamapps unless you intend to remove the game installations it contains.
After reinstalling, reconnect and sign in, then test the client before restoring any files. Steam Cloud does not cover every game or every save, so do not assume a local save is backed up merely because other games use Cloud.

If Steam still cannot sign in after the checks above, use the [Steam connection support flow](https://help.steampowered.com/en/wizard/HelpWithSteamIssue?issueid=706). Include the exact error text, your Windows version, whether browsing works, whether Steam works on another network, the VPN/proxy/security software in use, whether all games or one game are affected, and the steps you have already tried. This helps separate an account or client problem from a local network restriction.
