Cannot Connect to the Server to Verify the License on PS4? Fix It Safely

A PS4 license-verification error does not automatically mean a game is lost. Diagnose PSN, account, primary-console, and network problems before trying destructive fixes.

This message usually means your PS4 cannot confirm the signed-in account’s right to use a digital game right now—not that the license has disappeared. Check PlayStation Network status first, then confirm you’re signed in to the account that owns the game, restore licenses, and verify that the correct PS4 is activated as that account’s primary console. Follow the steps below in order; save reinstalling or initializing for last.

What the PS4 license error means

Sony lists CE-33950-0 as “Could not connect to the server to verify the license.” The message means the console could not currently confirm an entitlement; it does not by itself prove that you have lost a purchase. See Sony’s PS4 error-code list.

Several different problems can produce a similar lock or launch failure:

  • PlayStation Network service problem: Sony’s account, Store, or gaming services may be unavailable.
  • Account or entitlement mismatch: The signed-in account may not own the game, the transaction may not have completed, or a PlayStation Plus benefit may no longer be eligible.
  • Primary-PS4 configuration: The console may not be activated as the primary PS4 for the account that owns the game.
  • Local connection issue: The PS4 may be unable to reach the service even if other devices in the home are online.
  • Local game or system issue: A damaged installation or inconsistent content database may be involved, especially if one game is affected while other digital games work.

License restoration and primary activation address different layers of the problem. Neither grants ownership of a game the account does not have.

Start with the quickest diagnosis

If all digital games are locked

Check the PlayStation Network status page at the time of the error. If Account Management, Gaming and Social, or PlayStation Store shows an alert, wait for service to recover before changing console settings. The status page is a live snapshot and can change; an earlier all-clear does not rule out a later or regional incident.

If services appear available, sign in to the account that owns the games. Then restore licenses and check primary-PS4 activation. When several games fail together, service, sign-in, account, or console activation issues are more plausible starting points than a separate damaged install for every title.

If only one game is locked

Check that game’s Library listing and the owning account’s transaction history before deleting it. For a PlayStation Plus title, confirm the subscription is active and that the title remains eligible under the relevant benefit. A game can remain installed after access to a subscription or catalog benefit ends.

If the problem began after a network change

Test the connection on the PS4 itself, restart the router, and try Ethernet or another network as a comparison. If PlayStation sign-in works on one connection but not another, focus on the home network or ISP path rather than reinstalling the game.

Fix 1: Restore licenses

On the PS4, go to Settings > Account Management > Restore Licenses > Restore. When it finishes, restart the console and try the game again. Sony says license restoration does not affect console data and can help with padlocks, missing content, and some launch problems. See Restore licenses on PlayStation.

Use the account that purchased or redeemed the content. Restoring licenses refreshes entitlement information; it cannot fix an outage, transfer a purchase between accounts, revive an expired PlayStation Plus benefit, or make an unowned game available. If restoration itself errors, move on to the account, network, and primary-console checks rather than selecting Restore repeatedly.

Fix 2: Activate the owning account’s primary PS4

Sign in to the account that owns the game, then open Settings > Account Management > Activate as Your Primary PlayStation 4 > Activate. Each PlayStation account can have one primary PS4. Sony explains that primary activation links the console to the account and enables users on that console to access applications purchased from PlayStation Store, along with certain PlayStation Plus sharing benefits. This check is particularly relevant if the game works only while the owner’s account is online, the console was replaced or initialized, or another PS4 may still be activated for the owner. If activation is blocked by another console, the owner may need to deactivate that PS4. Sony’s remote option deactivates all consoles and is available only once every six months, so it is not an unlimited quick reset.

For a game owned by someone else on the console, that owner must verify the purchase and the primary-PS4 setup. Do not give your password to a seller or use third-party “license unlock” services.

Fix 3: Verify the account and entitlement

Before changing the installation, check these account-specific details:

  • Are you signed in to the PSN account that bought or redeemed the game?
  • Does the game appear in that account’s Library, and does the transaction history show a completed purchase?
  • Was access provided through PlayStation Plus? If so, is the subscription active and is the game still covered by the applicable benefit?
  • If another household member owns it, is that person’s account configured with this PS4 as its primary console?
  • Is this actually a disc game? A disc supplies the game entitlement, so the digital-license workflow may not be the relevant fix.

Sony’s guidance for downloaded-game problems and game launch issues includes checking the purchasing account, transaction history, Plus status, and console activation. If you recently changed your sign-in ID, password, or security settings, authenticate to the account again through official PlayStation support rather than relying on an unofficial workaround.

Fix 4: Restart the PS4 and network equipment

  1. Close the game and turn the PS4 completely off; do not leave it in Rest Mode.
  2. Unplug the modem and router from power for at least five minutes.
  3. Reconnect and restart the network equipment, then wait for it to come online.
  4. Turn on the PS4, sign in to PSN, and retry the game.

Sony includes a five-minute router power-off step in its primary-PS4 activation troubleshooting. A phone loading websites does not establish that the PS4 can authenticate with PlayStation account or Store services, so use the console’s own connection test.

Fix 5: Test or reconnect the PS4 network

To test the current connection, go to Settings > Network > Test Internet Connection. To reconnect, open Settings > Network > Set Up Internet Connection, choose Use Wi-Fi or Use a LAN Cable, and follow the prompts. Sony documents these paths in its connectivity support and PS4 support pages.

  • Try a wired LAN connection temporarily if Wi-Fi is unstable.
  • Use a phone hotspot only as a diagnostic comparison; it may consume mobile data.
  • If the game works on another network, investigate the home router, firewall, captive portal, NAT, or ISP route.
  • Changing DNS is sometimes suggested in community troubleshooting, but Sony’s cited guidance does not establish a DNS provider as the standard fix for this license error.

If PSN sign-in fails independently of the game, continue with the connection and service checks rather than reinstalling the title.

Fix 6: Update PS4 system software

For the normal update route, go to Settings > System Software Update, install any available update, restart the PS4, and retry. Sony notes that current system software may be required for online features or content. See PS4 system software.

If the console cannot update online, Sony’s USB update route uses the official update file at PS4/UPDATE/PS4UPDATE.PUP on a USB drive. Start Safe Mode by turning off the PS4, holding the power button until the second beep, and connecting the controller by USB; select Update System Software > Update from USB Storage Device. Follow Sony’s Safe Mode instructions and use only the official file—never unofficial firmware or third-party license tools.

Fix 7: Rebuild the database in Safe Mode

If PSN, ownership, activation, and the connection check out but the problem remains, try the less destructive Safe Mode database option:

  1. Turn off the PS4 completely.
  2. Press and hold the power button, releasing it after the second beep.
  3. Connect the controller with a USB cable.
  4. Select 5. Rebuild Database.

Sony describes this option as scanning the drive and creating a new database of system content. It can help with an inconsistent local content index, but it is not license restoration and will not resolve a PSN outage or missing entitlement. The duration varies with storage and installed content. Read Sony’s Safe Mode option descriptions; do not select Initialize PS4 as a substitute.

Fix 8: Delete and reinstall only if the installation is suspect

Reinstalling is reasonable when one game continues to fail after the entitlement checks and the installation appears corrupted. Confirm the owning account can redownload it from the Library and that there is enough storage. Sony’s CE-41839-5 guidance and downloaded-game troubleshooting include deleting and redownloading content in relevant cases.

Deleting a game normally leaves its separate saved-data files in place, but check that important saves are backed up before any destructive operation. Redownloading cannot fix wrong-account ownership, an expired Plus benefit, a primary-console mismatch, or a service outage. Disc games may also still need patches and online verification.

Initialization is a last resort

Initialization is not a routine license fix. Sony distinguishes these Safe Mode choices:

  • 4. Restore Default Settings: Restores settings without deleting games, apps, screenshots, video clips, or saved data from console storage.
  • 5. Rebuild Database: Scans storage and recreates the content database.
  • 6. Initialize PS4: Deletes all user data and restores the console to its original state.
  • 7. Initialize PS4 (Reinstall System Software): Deletes user data and removes the PS4 firmware.

Only consider options 6 or 7 after non-destructive troubleshooting fails and your data is backed up. Back up saved data to USB or PlayStation Plus cloud storage, make sure you know the PSN sign-in email and password, keep two-step-verification recovery information available, and confirm that downloaded games can be redownloaded. Do not interrupt a system-software installation. Sony warns that reinstalling PS4 system software deletes all console data; see its system software instructions and Safe Mode guidance.

When to contact PlayStation Support

Contact official PlayStation Support if the purchase is visible on the correct account, services are available, the console can connect, and license restoration or activation still fails. Provide the error code, the affected game or games, whether the problem affects all digital content, the steps you tried, and the time the failure occurred. Sony’s downloaded-game troubleshooting page directs users to support when its recommended steps do not resolve the issue.
