Microsoft announced Xbox Cloud Gaming in the Xbox app for Windows 10 on September 14, 2021. Game Pass Ultimate members in 22 countries could select cloud-enabled games and stream them without installing them locally, using a compatible controller. Windows 11 was not the operating system named in that launch announcement; Xbox’s current support guidance covers Windows 10 version 20H2 and later, which includes current Windows 11 PCs.
What Microsoft launched on September 14, 2021
The 2021 rollout put Xbox Cloud Gaming (then labeled beta) directly inside the Xbox app on Windows 10 PCs. Xbox said Game Pass Ultimate members in 22 countries could open the app, choose the cloud-gaming button, and select a game from the Game Pass library.
Xbox described the change this way: “Game Pass members have been enjoying Xbox Cloud Gaming (beta) via browser on their phones, tablets and PCs and now can enjoy all the benefits of gaming from the cloud directly from the Xbox app.” The announcement was a Windows 10 app rollout, not a separate Windows 11 launch.
What players needed at launch
- A Windows 10 PC running the Xbox app
- An Xbox Game Pass Ultimate membership
- Access to the service in one of the 22 launch countries
- A compatible controller
Cloud Gaming was not Remote Play
The same Xbox update also discussed Xbox Remote Play, but the two features work differently. Cloud Gaming runs a supported Game Pass title from Microsoft’s cloud infrastructure. Remote Play streams games installed on the player’s own Xbox console. A Windows PC can use either feature, but they are not interchangeable services.

How the launch differed from the earlier browser beta
On April 19, 2021, Xbox announced a limited beta for selected Game Pass Ultimate members on Windows 10 PCs and Apple phones and tablets. Invitations began the following day, and the test used web browsers at xbox.com/play across 22 supported countries.
That browser test preceded the Xbox app rollout by several months. It should not be described as the same product milestone: April’s program was an invite-only browser beta, while September’s announcement added direct access through the Windows 10 Xbox app.

Is Xbox Cloud Gaming still in beta?
No. Xbox’s December 19, 2025 getting-started guide says Cloud Gaming is out of beta. The “beta” wording belongs to the 2021 launch period and to historical coverage of that service state.
The same 2025 guide says cloud gaming is included with Game Pass Essential, Premium and Ultimate. Those current plan names should not be projected backward onto the 2021 launch, which required Game Pass Ultimate. Xbox plan benefits, pricing and availability can change, so check the current Xbox offering before subscribing.

Can you use Xbox Cloud Gaming on Windows 11?
Xbox’s current guide lists Windows PCs running Windows 10 version 20H2 and later as supported. Because Windows 11 is newer than that baseline, a supported Windows 11 PC falls within the broad platform guidance, although the historical September 2021 announcement itself specifically named Windows 10.
Install or update the Xbox app on a supported Windows PC, sign in with the account holding an eligible Game Pass plan, and look for the cloud-gaming option on a supported game. If the app does not expose that option, verify the Windows version, Xbox app updates, account plan and regional availability.

Controller, keyboard and mouse requirements
Most cloud games require a gamepad. Xbox’s current guidance lists official Xbox controllers, partner controllers and verified third-party devices such as controllers from 8BitDo, GameSir, Backbone and Sony DualSense. No particular model is mandatory in the cited guidance, so a compatible controller you already own may be enough.
Some games support mouse and keyboard or touch controls, but only where both the device and the individual game support them. Do not assume that every cloud title accepts keyboard and mouse input.

Connection recommendations for a stable session
- Xbox recommends at least 20 Mbps of internet speed.
- Use wired Ethernet where possible to reduce local wireless variability.
- Xbox says 5 GHz Wi-Fi or 5G can work on capable devices.
These are Xbox recommendations, not guarantees of a particular frame rate, latency or image quality. Actual results depend on the connection, local network traffic, device and distance to the service.
App or browser: which access method should you use?

The available Xbox guidance does not establish a universal performance winner between the app and browser. Choose the supported method that works on your device and account.
What the 2021 launch means for players today
The key historical point is the sequence: Xbox tested browser access in April 2021, then brought cloud streaming into the Windows 10 Xbox app in September. The service has since moved beyond beta, and Xbox’s December 2025 guidance lists Windows 10 version 20H2 and later plus Essential, Premium and Ultimate plans. Windows 11 users can follow that current Windows PC guidance, while remembering that the original announcement was specifically a Windows 10 launch.
