Apple opens the App Store to retro game emulators—but you still need your own games

Apple now permits qualifying retro-console and PC emulator apps in the App Store. Here is what changed, which apps matter, how to import legally usable games and where iOS limitations still apply.

Yes—Apple changed its App Review rules on April 5, 2024, allowing qualifying retro-console and PC emulator apps to be submitted to the App Store. Delta, RetroArch and PPSSPP show that the change is real. It does not make commercial ROM downloads automatically legal, turn Apple into a Nintendo or Sony game store, or guarantee that every emulator works on every iPhone.

What Apple changed on April 5, 2024

Apple added emulator-specific language to App Review Guideline 4.7. The current guideline permits qualifying retro game console and PC emulator apps to offer games for download, provided they still meet Apple’s review, privacy, safety and legal requirements. Before that revision, mainstream console emulators were generally absent from the iPhone and iPad App Store. Users commonly relied on sideloading, alternative distribution or jailbreaking. The new rule is part of normal App Review—not a separate emulator marketplace or a blanket exemption from Apple’s policies.

Is this available everywhere?

Not necessarily. Delta, RetroArch and PPSSPP have U.S. App Store listings, but availability can differ by country, platform, developer choice and local law. Apple’s European Union alternative-distribution system is a separate matter; it is not the reason these emulator apps can be reviewed for the App Store. What an emulator is—and what it is not

An emulator is software that reproduces the behavior of another console or computer. The emulator is separate from the games, ROM or ISO files, and any BIOS files it may use. App Store approval for an emulator does not authorize every game download or copying method. Copyright and circumvention rules vary by jurisdiction, so use files you are legally entitled to use and avoid unofficial ROM repositories.

Delta: the straightforward Nintendo option

Delta’s U.S. listing covers Nintendo’s NES, SNES, Nintendo 64, Game Boy, Game Boy Color, Game Boy Advance and DS. It advertises save states, fast-forward, artwork, controller support and DS multiplayer features. The listing identifies a free app with optional purchases, supports iPhone and iPad, and also shows Apple-silicon Mac and Apple Vision compatibility. RetroArch: maximum breadth and control

RetroArch is a free, open-source front end that uses separate emulator “cores.” Its U.S. listing includes a much wider range of systems than Delta and features save states, netplay, shaders, cheats, fast-forward, rewind, controller support and RetroAchievements. That flexibility means managing cores, files, playlists and per-system settings; beginners may find it substantially less immediate. PPSSPP: the PSP specialist

PPSSPP’s App Store listing says it includes no games. It supports users’ PSP games converted to ISO or CSO files and offers a built-in Homebrew Store for free homebrew titles. The developer announced App Store availability on May 15, 2024: https://dev.ppsspp.org/news/live-on-app-store/. PPSSPP says it can run nearly all PSP games with high-definition enhancements, but that is the developer’s description rather than a guarantee for every device or title. Its iOS documentation also identifies the lack of the same just-in-time (JIT) capability available on some other platforms. JIT can improve performance by generating machine code at runtime, so demanding games may be more affected than simple 8-bit or 16-bit software: https://www.ppsspp.org/docs/reference/ios-support/.

Does Apple provide the games?

No. Apple’s rule allows qualifying apps to offer game downloads, but it does not create a licensed catalog of Nintendo, Sony, Sega or Atari releases. Delta and PPSSPP are emulator applications, not official console game services; PPSSPP explicitly says no games are included. Treat the game file as a separate copyright and licensing question.

How to put legally usable games on an iPhone or iPad

  1. Install the emulator from the relevant App Store storefront.
  2. Obtain a game dump you are legally allowed to use, or choose a legitimate homebrew title.
  3. Use the emulator’s documented import option or the iOS Files interface to locate the file.
  4. Import it and confirm that the format is supported. PPSSPP’s documented workflow uses ISO or CSO files made from the user’s own physical PSP library.
  5. Set controls, graphics, fast-forward and save-state preferences, then pair an external controller if desired.
  6. Export or back up save files separately when the app provides a file-based or cloud option; syncing a save does not necessarily copy the game file.

This process deliberately avoids directing readers to ROM-hosting sites. A compressed archive, unsupported format, missing BIOS or incorrectly named file can leave an installed emulator showing no playable games.

What hardware makes the experience better?

Touch controls are usable for many turn-based or simple games, but simultaneous buttons, analog movement and precise timing are harder on a glass screen. Delta lists support for Nintendo Switch Pro controllers, Joy-Cons, Switch Online controllers, PS4 and PS5 controllers, Xbox controllers, MFi controllers, and Bluetooth or wired keyboards. PPSSPP lists external-controller support and customizable touch controls. A compatible Bluetooth, wired or phone-mounted controller is therefore a practical upgrade rather than a requirement.

Important limitations

  • Game files remain the user’s responsibility; an emulator’s legality does not settle the status of a ROM, ISO, BIOS or copying method.
  • System coverage is app-specific. Delta is Nintendo-focused, RetroArch depends on its installed cores, and PPSSPP targets PSP.
  • Speed, graphics accuracy and battery use vary by device and game.
  • iOS APIs, including JIT restrictions documented by PPSSPP, can limit performance or features compared with other platforms.
  • Cloud saves, multiplayer, BIOS handling, controller mappings and graphics enhancements differ among apps.
  • A free download can include paid upgrades or optional support purchases.
  • App Store approval is not a permanent availability promise. Apple can revise guidelines or remove an app for policy or legal reasons.

Which emulator should you choose?

Choose Delta when

  • You mainly want NES, SNES, Game Boy, Game Boy Advance, Nintendo 64 or DS.
  • You value a simpler setup, artwork, save states and fast-forward over extensive configuration.
  • You do not need PSP, PlayStation, Sega or computer-system emulation.

Choose RetroArch when

  • You want many systems in one application.
  • You are comfortable downloading and configuring cores, playlists and per-system settings.
  • You want shaders, netplay, cheats, RetroAchievements and detailed input remapping.

Choose PPSSPP when

  • Your library is specifically PSP.
  • You can create or transfer legally usable ISO or CSO files.
  • You accept that iOS performance can differ from versions on platforms with stronger JIT support.

If your preferred emulator is missing

Alternative distribution or sideloading may be relevant when an app is unavailable in your storefront, but it is a different installation path from the App Store. Apple says these mechanisms require user permission and carry separate trust, update, privacy and security considerations: https://support.apple.com/en-us/118110. Verify the developer identity and source; a clone with a familiar name is not necessarily the established project.

The practical answer

Apple did open the App Store to qualifying retro-game emulators in 2024, and the policy change produced real options: Delta for approachable Nintendo emulation, RetroArch for broad and technical coverage, and PPSSPP for PSP. The App Store supplies the emulator—not a blanket license to download copyrighted games. Your storefront, device, controller, file format and legally usable game files still determine how well the setup works.
