The right fix depends on where Call of Duty fails: a Steam Play button that returns to Play points to a launch problem; a crash during shader loading points toward startup software or graphics issues; and a failure at “Connecting to online services” calls for a status and network check. Start with the low-risk steps below before reinstalling. TPM 2.0 and Secure Boot are relevant only if you are playing Black Ops 7 or Warzone and see a related security error—not as a blanket requirement for every Call of Duty title.
Identify where Call of Duty fails
Note exactly what happens before changing settings. Call of Duty HQ can open even when an individual title, mode or installed content package cannot.
- Does Steam briefly show “Running” or “Preparing to Launch,” then return to “Play”?
- Does nothing appear, or does Call of Duty crash at the Activision logo, during shader preloading or at the menu?
- Does the game open but fail to connect online?
- Is there an error code, a “This game is currently unavailable” message, or a TPM/Secure Boot warning?
- Does the problem affect only one title or mode, or do other Steam games fail too?
- Did it begin after a game, Windows or driver update, a BIOS change, or installation of security or peripheral software?
- Does the same Call of Duty title work through another platform? That can help isolate a Steam-specific issue, but switching platforms can involve separate installations, entitlements or account links.
A launch failure, an online connection failure and a security-requirement error have different causes; do not change BIOS settings to address a server or network problem.
Check live service status first if the failure is online
If the game reaches “Connecting to online services” but cannot proceed, check Activision’s live Online Services page for the relevant game and platform, including Steam. Service status can change, so check it when the problem is happening. If services appear available, Activision’s page also offers connection advice such as restarting the router, trying a wired connection and limiting bandwidth-heavy applications.

If the game will not open at all, continue with launch troubleshooting rather than assuming an outage.
Restart Steam and Windows completely
- Exit Call of Duty.
- In Steam, select Steam → Exit. Closing the window alone may leave the client running.
- Restart Windows.
- Open Steam and let any pending client updates finish.
- Launch Call of Duty again from your Steam Library.
Steam recommends a fresh restart as an initial step for launch failures; updates, damaged files, system requirements and non-essential software can also matter. See Steam’s launch troubleshooting guidance.
Verify Call of Duty’s Steam files
- Open Steam → Library.
- Right-click Call of Duty and select Properties.
- Open Installed Files.
- Select Verify integrity of game files and wait for the check to finish.
- Restart Steam, then test the game.
Verification can restore missing or damaged Steam-managed files, but it does not repair drivers, BIOS settings, account access, every local configuration problem or every shader-cache issue. Steam recommends this check when a game will not launch or files may be corrupted; see its general launch guide and “This game is currently unavailable” guide.
If Steam repeatedly reacquires the same files, check antivirus quarantine and controlled-folder access, then look for drive errors or permission problems. Restore a quarantined item only if you can confirm it belongs to the official Steam installation. Do not download replacement DLLs or drivers from unofficial sites.

Update Windows, graphics and device drivers
- Install pending Windows updates and restart.
- Update your GPU driver through NVIDIA, AMD or Intel’s official support channel, as applicable, then restart again.
- If the problem began after a hardware or driver change, check the PC or motherboard manufacturer’s official chipset and device-driver guidance.
- Update relevant peripheral or device-control software through its official publisher if it is needed for your hardware.
Steam includes Windows and hardware-driver updates among its standard launch checks. Activision’s Black Ops 6 PC troubleshooting guidance also discusses drivers, peripheral software and crash reporting: Activision PC troubleshooting. Avoid third-party “driver updater” utilities.
Test for overlay and background-software conflicts
Overlays, monitoring tools, injectors and peripheral utilities can interfere with a game launch. Temporarily turn off non-essential software, then try Call of Duty. Test a small group at a time so you can identify what changes the result.
- Steam Overlay, Discord overlay, NVIDIA or AMD overlays, and Xbox Game Bar
- MSI Afterburner or RivaTuner Statistics Server
- RGB, peripheral-control and hardware-monitoring utilities
- Screen recorders, mod managers, injectors and other game-launcher hooks
If disabling the usual overlays does not help, a Windows clean boot can help isolate a background conflict; use Microsoft’s instructions for your Windows version and restore normal startup afterward. Steam warns that non-essential software may interfere with games in its launch troubleshooting guide. Do not leave useful security or system services disabled as a permanent workaround.
Allow shader preloading to finish
If the game opens but crashes during shader loading—especially on its first start after an update—leave it open while shader preloading runs instead of repeatedly force-closing it. Activision identifies shader preloading as part of first-boot troubleshooting for Black Ops 6. If loading appears stuck indefinitely, restart Windows, update the GPU driver, verify the files and test once with overlays disabled. See Activision’s PC troubleshooting guidance.

Check antivirus and file permissions safely
Security software is one possible cause of a launch failure, not proof of one. Check its quarantine and event history for a Call of Duty or anti-cheat file. If a detection is confirmed, follow the security vendor’s and Activision’s guidance; Activision’s Black Ops 6 troubleshooting page discusses adding the relevant Call of Duty folder to antivirus exceptions.
Keep any exception limited to the official game folder and use it only when justified. Do not disable protection indefinitely, restore files you cannot identify, or obtain replacement anti-cheat components from forums. If Steam reports “This game is currently unavailable,” its troubleshooting guide also advises checking Steam files and whether they are marked read-only.
Check TPM 2.0 and Secure Boot only for the affected titles
Activision says TPM 2.0 and Secure Boot are required for Black Ops 7 and Warzone; these are not universal requirements for every Call of Duty title. If one of those games displays a related security or attestation message, check the current requirements and options in Activision’s TPM and Secure Boot guidance.
Check TPM
- Press Windows key + R.
- Enter
tpm.mscand press Enter. - Check that TPM is ready for use and that the specification version is 2.0.
Check Secure Boot
- Press Windows key + R.
- Enter
msinfo32and press Enter. - In System Information, check that BIOS Mode is UEFI and Secure Boot State is On.
Activision also lists a Secure Attestation Wizard on its requirements page. Follow its current instructions rather than downloading a similarly named utility from another site.

Do not toggle firmware settings at random. Moving from Legacy/CSM to UEFI may require a GPT system disk, and incorrect changes can prevent Windows from booting. Consult your PC or motherboard manufacturer before altering BIOS settings or updating firmware; Activision explicitly warns about the risk of boot problems.
Compare your PC with the Steam listing
The following are the specifications shown for the Steam Call of Duty hub listing (App ID 1938090), not a guarantee that every included or separately installed title has identical needs. The listing states that its SSD figure applies at launch; content and update requirements can change. Check the current Steam product page before making storage or hardware decisions.

Meeting minimum specifications does not guarantee smooth performance or reliable launch behavior. Keep more free space than the listed installation figure when possible, since updates may need room to download and apply.

- Exit and restart Steam, then install any available Steam client update.
- Update Windows and the GPU driver, then verify Call of Duty’s files using the path above.
- Check whether Steam or game files are marked read-only and whether security software has quarantined an official file.
- If the problem persists, Steam describes a client repair that involves closing Steam and removing Steam installation files except
steam.exeand thesteamappsfolder so Steam can update itself. Read Steam’s current instructions carefully before changing installation files. - Steam also suggests testing a third-party game executable from its installation folder as a diagnostic step. Call of Duty may depend on Steam authentication, account linking or anti-cheat components, so this is not a recommended permanent way to launch it.
Do not bypass Steam, disable anti-cheat or use an unofficial launcher. For further steps, consult Steam’s current unavailable-game guidance.
Separate account and network problems from launch failures
The Steam listing identifies an Activision account as a required third-party account and supports linking it to Steam. If Call of Duty opens but multiplayer access fails, confirm that the intended Activision account is linked and check the live service status before changing local files. Do not unlink accounts casually: linking changes may be restricted or have consequences. The listing also says a mobile phone number may be required for some Call of Duty products or modes. Check the current Steam listing for those conditions.
If services are available and the account appears correct, test the network with a router restart or wired connection, and pause downloads or other bandwidth-heavy applications. Activision’s Online Services page provides additional connection guidance.
Reinstall only after targeted checks
Before reinstalling the whole hub, verify files, check free SSD space, confirm the required title or content is installed, restart Steam and Windows, and test with overlays and non-essential programs disabled. Check server status for connection failures and security requirements for attestation errors. If only one title or content package fails, reinstalling that component may be more targeted than removing everything.
A reinstall may replace damaged game files, but it will not resolve a driver conflict, firmware setting, account issue or service outage. If you do reinstall, use Steam’s normal uninstall and install controls; do not delete system or anti-cheat files manually.
What to record if it still will not work
Useful details make a support request more actionable. Record:
- The exact error text and code, plus the title or mode affected.
- Whether the game reaches the menu, shader-preloading screen or online connection step.
- Whether other Steam games launch and whether Call of Duty works on another platform.
- When the issue began and whether it followed a game, Windows, driver or BIOS update.
- Your CPU, GPU, RAM, Windows version, storage drive and GPU-driver version.
- Any TPM/Secure Boot message, confirmed antivirus quarantine event, or change after disabling overlays.
If the crash persists, use Activision’s PC crash-report guidance for Black Ops 6 at Activision PC troubleshooting, or contact the relevant game support channel with the details above. If all Steam games fail, investigate Steam, Windows, storage or security software as a system-wide issue rather than treating Call of Duty as the only cause.
