An unsupported fullscreen resolution or refresh rate, a graphics-driver issue, or the wrong GPU is often to blame; it does not necessarily mean DirectX is missing. Start by launching the game windowed, then reset its saved display settings before moving on to drivers or legacy DirectX components.
What the D3D9 device error means
D3D9 is Direct3D 9, a graphics API used by many older Windows games. During startup, the game asks Windows and the graphics driver to create a device using a particular adapter and display configuration. The request can fail if, for example, the saved fullscreen mode is unsupported, the driver is malfunctioning, or the game is running in a display context without usable 3D acceleration.
The wording “This can happen if the desktop is locked” appears in some games, but it is not a diagnosis by itself: the same error can occur when fullscreen initialization or resolution selection fails. Reports for Borderlands 2 and other games illustrate that fullscreen can be the trigger in a particular title, not a universal cause.
Windows 10 and Windows 11 include the operating system’s DirectX runtime. That does not mean every optional helper library required by an older game is installed. Microsoft distinguishes the core runtime from the legacy side-by-side components older games may use; the DirectX version shown by DxDiag does not confirm that every such library is present. Try these fixes in order
- Restart and launch locally. Close the game and its launcher, restart Windows, sign in to the normal desktop, and make sure the monitor is on and connected. If you were using Remote Desktop, test from the PC itself.
- Try windowed mode. In Steam, right-click the game in your Library, choose Properties, and look for Launch Options. Try
-windowed. If the game supports resolution arguments, you can also test-windowed -resx=1280 -resy=720or-width=1280 -height=720. These parameter names are game-specific, not universal commands; one Steam community report describes success with the first form, while users in the same discussion reported different results. Remove any temporary launch options after testing. - Set a supported display mode. If the game opens windowed, use its video settings to select the monitor’s current native resolution and a refresh rate the display supports. Try borderless windowed mode if available. If fullscreen still fails, temporarily lower the resolution or refresh rate rather than forcing a mode the monitor does not support.
- Reset the game’s saved display configuration. Exit the game and back up its configuration file or folder before changing it. Look in the game’s installation folder, a
ConfigorSettingssubfolder,%USERPROFILE%DocumentsMy Games,%APPDATA%, or%LOCALAPPDATA%. Search for settings such asResolution,ResX,ResY,Fullscreen,Windowed, orRefreshRate. Set width and height to the current Windows display resolution and turn fullscreen off using the value that game expects. Paths and formats vary by title; a Fable Anniversary report describes a game-specific resolution reset, not a universal file location. - Check which GPU the game uses. Press Windows+R, type
dxdiag, and check the Display or Render tab for the GPU model. You can also right-click Start, open Device Manager, and expand Display adapters. On a laptop, open Settings > System > Display > Graphics, add the game executable if needed, choose Options, and test High performance or Power saving. If the path differs, search Settings for Graphics. Older games do not always behave better on a dedicated GPU: a Fable Anniversary community report describes success with integrated graphics. - Update, reinstall, or roll back the graphics driver based on when the problem began. Get drivers from your PC maker or the GPU maker, not from driver-download aggregators. Official sources include NVIDIA, AMD, and Intel. Laptop owners may need the computer maker’s version if a generic driver causes problems. If the error began immediately after an update, try rolling back instead; Microsoft’s graphics-device guidance covers updating and rollback. For persistent corruption, use the GPU installer’s clean-install option where available; Intel documents one at its support site.
- Install Microsoft’s legacy DirectX components only when relevant. If the game names a missing
d3dx9_*.dllfile, or an old game’s installer calls for legacy DirectX components, use Microsoft’s DirectX End-User Runtime. Microsoft says it installs optional older libraries, including D3DX9, XAudio 2.7, and XInput 1.3; it does not replace or downgrade Windows’ core DirectX runtime. This is not a general fix for a bad fullscreen mode or graphics driver. - Verify the game files. In Steam, open the game’s Properties > Installed Files and select Verify integrity of game files. Steam’s labels may change. Verification can help if game files or bundled components are damaged, but it will not correct a driver problem or unsupported display mode.
- Test without overlays, injectors, and mods. Temporarily disable Steam, Discord, NVIDIA or AMD recording overlays, MSI Afterburner/RivaTuner overlays, ReShade, ENB, other DLL injectors, graphics mods, and third-party frame-rate limiters. Launch the unmodified game, then re-enable tools one at a time to identify a conflict.
- Change compatibility settings selectively. Right-click the game executable, choose Properties > Compatibility, and test Disable fullscreen optimizations. Use a Windows compatibility mode only if the title is known to need it. Running as administrator is a limited test for a permissions issue, not a standard Direct3D repair; restore the original setting if it makes no difference.
Use the symptom to narrow the cause

Check display and remote-session edge cases
Older games may fail to create a device when launched through Remote Desktop, a virtual machine without 3D acceleration, or a session where the monitor is disconnected, asleep, or replaced by a dock or capture setup. Test with the monitor powered on and connected, from the local Windows session, and—if practical—with a single display. Microsoft’s Windows gaming technical requirements note that games relying on 3D graphics are not necessarily required to work over Remote Desktop.
Fullscreen problems can also follow changes to scaling or display modes. A Microsoft Q&A report links one case to a resolution above the monitor’s native resolution; treat that as an example, not a universal explanation. Avoid forcing unsupported resolutions.

When the issue may be broader than one game
If several 3D applications fail, check Device Manager > Display adapters for a warning, run dxdiag and inspect its display information, install or roll back the official GPU driver as appropriate, and check Windows Update. Note whether other 3D applications work. Artifacts, black screens, repeated driver resets, or a driver installer that repeatedly fails can point to a wider graphics problem, but the D3D9 message alone does not prove the graphics card is defective. Microsoft’s graphics-device troubleshooting guidance describes driver/software and hardware as possible sources of device errors.

What to avoid
- Do not download individual
d3d9.dllord3dx9_*.dllfiles from unofficial sites. - Do not delete DirectX files from
System32orSysWOW64, or make registry changes without title-specific authoritative instructions. - Do not install third-party driver-updater utilities or reinstall Windows as an early troubleshooting step.
- Do not assume that reinstalling DirectX, running as administrator, or using compatibility mode will fix every D3D9 device-creation failure.
